August 1999-March 2005 - Lead Civil/Construction Engineer - Trinidad LNG Project - BP America /Bechtel Inc/Atlantic LNG Project Team.
This Project involved the design and construction of a $US4B three train LNG production plant expansion, with a combined production capacity of 12mmpta.
Major components included:
• LNG loading jetty
• Dredging and reclamation
• Process areas
• Two 85m diameter LNG storage tanks
• One 56" feed gas pipeline
• Related infrastructure
Located initially in the main EPC Contractor's Office, achievements include
PRE-FEED/FEED/ENGINEERING
• Advise and recommend approach and direction for construction systems, site development and layout, infrastructure requirements and safety in construction
• Set up of construction systems for project execution - construction safety, constructability, resource allocation
• Review and approval responsibility in a team environment, for the design drawings, specifications and calculations associated with the civil and structural disciplines of the LNG plant expansion including land reclamation, jetty construction, process facilities, storage facilities and all facilities and structures in structural steel, concrete and earthworks associated with a natural gas production facility and pipeline inlet area
• Overall project management of the civil discipline input to the project.
• Communication with all other disciplines to ensure integrity and functionality of all civil and structural design.
• Represent the Client company in team negotiations with the main EPC Contractor, environmental permitting, governmental and independent design certification agencies
• Seismic design research and review of main contractor's methodology and development of the Client project seismic approach and standards of design.
• Specialist research, review, design and site experience in Cement Deep Soil Mixing ground improvement method
• Soil data interpretation and review of testing adequacy and requirements
• Team member in jetty design review and contract management to ensure fit for purpose and safe design for shipping requirements
During execution, approximately fifty percent of time spent at site and achievements include:
CONSTRUCTION/EXECUTION
• Owner site representative for the construction of major facilities including state of the art loading jetty, dredging, reclamation, deep soil mixing ground improvement, major concreting works, istallation and commissioning
• Owner site representative for the associated major 56" diameter, 100km long feed gas pipeline laying. Duties here included construction supervision and engineering-construction interface responsibilities.
• Owner Site supervision experience in a safety oriented EPC Contractor site including -site safety monitoring, job safety analyses, hot work permitting and site safety walk downs.

This position included functions in the areas of:
• Responsibility for the setting up of a new Civil Engineering Management Department
• Staff supervision
• Project preparation and planning for the design and construction of ten secondary schools valued at U.S. $25 M
• Team member in negotiations with Government agencies and the IADB
• Bid preparation and presentation for contracts ranging in value and scope from U.S.$0.2 M to U.S.$ 25 M
