OFFSITES PROJECT MANAGER - Rio Grande LNG/Rio Bravo Pipeline Projects - Next Decade LLC, Houston, TX - Apr. ’15 - Jan. ‘16
The primary scope of this Project includes the phased development of a six (6) Train LNG production and export facility in Brownsville, TX, USA consisting of the following:
• Six (6) process trains of 4.5mmtpa capacity each using Frame 7 turbines driving a CH3MR process
• Two double containment 160, 000CM tanks
• Marine facilities including a jetty/berthing facilities, material off-loading facility, turning basin and shore protection
• Utilities, administrative and terminal facilities
• Two - One hundred and forty (140) mile, 42” diameter pipelines for feed gas.
• Pipeline compressor stations and control facilities
Currently in the FERC permitting and FERC FEED engineering phase, the Client Off-sites Project Manager has direct responsibility for:
• Cost, scope, schedule and engineering supervision of all US based Consultants for pipeline engineering, environmental engineering, legal advisory and siting compliance
• Client primary point of contact for all external stakeholders including landlord, utility, and permitting authorities
• Manage the FERC and other permit processes to match Consultant deliverables and Client schedule and cost expectations
• Major interface point of contact for terminal engineering and off-sites engineering coordination

The primary scope of this Inlet Facilities and Tank Farm Division includes the engineering, procurement and construction of the following facilities:

• Forty-six (46) atmospheric tanks and pressurized spheres and spheroids for product storage
• Major stick-built pipe racks, utilities and services
• Thirty (30) km carbon steel and resin pipelines for crude, cooling water, product and utilities.

Role responsibilities include the following:

April 2008 - October '11 - Senior Technical Consultant - BP Toledo Refinery Upgrade Project, - KBR Engineering - United States

Responsibilities on the USD 400M stage gated refinery upgrade project in Toledo, Ohio include the following:
• Management and evaluation of geotechnical investigation and results for application to foundation design
• Engineering design and detailing supervision, material and work hour estimating for all
stages in civil works, structural steel and reinforced concrete structures. Major steel structures
include a reactor, regeneration structure, modular pipe racks and cable racks.
• Sub-contract package preparation and contract administration for major civil works,
structural steel, auger cast piling and modular pipe rack fabrication.
• Civil discipline representation in Project meetings and Client reviews
• Engineering liaison with construction personnel and all other disciplines to ensure
constructability and a safe, fit for purpose design
• Preparation of project specifications as required to issue for construction
• Perform, in a team environment, all activities required for compliance with the KBR Civil
Engineering Work Process.

Integrated Project, KMLNG Project - KBR - Houston, TX

May 2007- April 2008-Lead Civil/Construction Engineer- BHP Billiton Olympic Dam Expansion Project

Duties as Lead Civil and Construction Engineer in this $US15B mining expansion project include the following major functions:
• Set up of all Standards, processes, logistics, sub contracting of construction requirements in a stage gate managed and Zero Harm Safety environment
• Coordination and optimization of all Civil and Construction technical input between various Engineering Groups - Ore Processing, Mine Development, Infrastructure
• Development and management of Engineering Standards and Specifications development in all Groups
• Management of Civil and Construction discipline Contractor/Consultant interface between all Groups
• Set up and implementation of major FEED to Execution processes such as Safety in Design, Constructability Review, Design Review
• FEED studies associated with optimization of civil design, material sourcing and logistics
• Assist in set-up of Engineering Group for this large project
• Overall project management of the civil discipline input to the project.

Duties as Project Manager for this shoreline protection project during this period include:
• Coordination of Project technical and functional activities between project location (Trinidad and Tobago), Engineering and Design (New York), Administrative (Houston)
• Management of the design, permitting and construction of a shoreline protection system adjacent to an existing LNG Plant.
• Managing the environmental impact assessment and environmental clearances process.
• Contract administration and Client representation for the multi national contracts involved in this $U.S.15M project
• Review and approval for all design, drawings and tender documents associated with this project
• Managing a Project Team of twenty-five (direct and indirect reports) multi-disciplinary, multi-national personnel in varied geographical locations

August 1999-March 2005 - Lead Civil/Construction Engineer - Trinidad LNG Project - BP America /Bechtel Inc/Atlantic LNG Project Team.

This Project involved the design and construction of a $US4B three train LNG production plant expansion, with a combined production capacity of 12mmpta.

Major components included:
• LNG loading jetty
• Dredging and reclamation
• Process areas
• Two 85m diameter LNG storage tanks
• One 56" feed gas pipeline
• Related infrastructure

Located initially in the main EPC Contractor's Office, achievements include

PRE-FEED/FEED/ENGINEERING
• Advise and recommend approach and direction for construction systems, site development and layout, infrastructure requirements and safety in construction
• Set up of construction systems for project execution - construction safety, constructability, resource allocation
• Review and approval responsibility in a team environment, for the design drawings, specifications and calculations associated with the civil and structural disciplines of the LNG plant expansion including land reclamation, jetty construction, process facilities, storage facilities and all facilities and structures in structural steel, concrete and earthworks associated with a natural gas production facility and pipeline inlet area
• Overall project management of the civil discipline input to the project.
• Communication with all other disciplines to ensure integrity and functionality of all civil and structural design.
• Represent the Client company in team negotiations with the main EPC Contractor, environmental permitting, governmental and independent design certification agencies
• Seismic design research and review of main contractor's methodology and development of the Client project seismic approach and standards of design.

CONSTRUCTION/EXECUTION

• Owner site representative for the construction of major facilities including state of the art loading jetty, dredging, reclamation, deep soil mixing ground improvement, major concreting works, istallation and commissioning
• Owner site representative for the associated major 56" diameter, 100km long feed gas pipeline laying. Duties here included construction supervision and engineering-construction interface responsibilities.
• Owner Site supervision experience in a safety oriented EPC Contractor site including -site safety monitoring, job safety analyses, hot work permitting and site safety walk downs.

March 1998- June 1999 - Civil Engineering Manager - National Maintenance Training & Security Co. Ltd

This position included functions in the areas of:
• Responsibility for the setting up of a new Civil Engineering Management Department
• Staff supervision
• Project preparation and planning for the design and construction of ten secondary schools valued at U.S. $25 M
• Team member in negotiations with Government agencies and the IADB
• Bid preparation and presentation for contracts ranging in value and scope from U.S.$0.2 M to U.S.$ 25 M
