To make recommendations on the content of the Municipal Public Art Program.
- To promote and serve as an education resource for the Municipal Public Art Program.
- To provide expert guidance and advice with respect to creation, acquisition and installation of Public Art to
various stakeholders and interested persons included land developers, public agencies and community
groups.
- To review and approve a conservation plan and deaccession protocols for the maintenance of the
Municipality’s Public Art collection.
- To submit an annual report of its activities to Council

Planning and Development. Directly reporting to the Director, my role is bridging both
Comprehensive (Long-range, Statutory) and Community (Current) Planning as follows:
01- Urban Design Strategy, devised by me as a coherent group of regulatory documents
to Add Value to the city Through Design and build Sense of Place and Ownership.
Project Scope, objectives, roles and responsibilities distribution, close following-up,
deadlines, public participation planning and execution, stakeholders input evaluation
and prioritization, quality control, and Council Involvement and Report.
02- Input and guidance on Urban Design and Architectural advice -Region-wide- in
relation to Planning Policies (Statutory Pl.) and Regulations (Current Pl.).
03- Review in the Development Permit approval process for all kind of uses (residential,
commercial, industrial, etc.) and scales, through Accela and personal meetings.
04- External consultant’s coordination, scope of work, quality control and final evaluation.
05- Incorporation of Form-Based Code practices in the Revision of Municipal Land Use
Bylaw, establishing Site Requirements and Architectural Regulations for each District.
06- Applied New Urbanism principles - including “incremental” and “tactical” urbanism- on
Area Structure Plans, Community / Outline Plans, and Development Site Concepts.

Urban Planning
* Created Master Plans, Development plans, Comprehensive plans for a total planned area
of 3, 000 HA and 32, 000 dwellings and other complementary uses
25- Won International Master Plan contest for the new Resort City “Mediterranea
Saïdia” in Morocco to support up to 80, 000 tourists simultaneously (1 Million/year):
* Project included 708 hectares of land, with 3M m² floor area, including 3 golfs and a
sport harbor, 8 hotels, 1 Arabian-style ‘souk’, residential condominiums and villas.
* Includes full Urban Design, Community Plan, Subdivision Plan, specific LUB,
Development Agreement and Major Infrastructure Project’s coordination.
* Completed other 5 urban mixed-use Master Plans with hotel resorts, golf courses,
dwellings and retail stores as follows:

Spanish engineering consultancy. Supervised 6 people.
39- Regional Planning: prepared Directrices de Ordenación Territorial (DOT) of
Salamanca Region, Segovia Urban Area, Palencia Urban Area and Zamora.
Equivalent to Canadian Inter-municipal Plans, including Growth Strategy, major
infrastructure projects coordination, and Specific Land Use Bylaw.

41- Regional Planning: DOT Burgos and Salamanca Metropolitan Areas, as described.
42- Downtown Regeneration and Redevelopment Master Plan, Valladolid, Spain.
The Plan proposes a central green and multimodal spine which includes: both
metropolitan and long-distance train lines (underground), parking (underground),
bus and tram lines, landscaped sidewalks, bike lines and vehicular boulevard; along
with redevelopment opportunities for densification and regeneration of formerly
unsafe and underutilized areas. (5, 000 new dwellings). Equivalent to Canadian
ASRP + Specific Land Use Bylaw + Heritage Preservation Catalogue
43- Collaboration on editing other 3 General Plans previously initiated in the Company
1995-1998 Photogrammetry Laboratory University of Valladolid, Spain
44- Photogrammetry applied to Heritage is a three-dimensional drawing technique, by
which the building is directly “copied” from a 3D image created only in the drafter’s
mind, who receives two different images of the same object, taken with stereoscopic
cameras. Cutting-edge technology for Heritage Preservation at that time.

Architecture studios. Valladolid, Spain
Practiced sketching, building design and urban planning at Felix Caballero’s and Luis
Mingo Macías’ bureaus. Non-compulsory in Spain, but volunteer and practical self-training.
45- Specific focus on Heritage identification, historic planning research, and proposal
of preservation through incorporation to the Municipal Heritage Catalog.
