IT Management
• Responsible for all major undertaking in developing the foundations of the ICT infrastructure and organizational capacity building of the existing MIS department to catch up and possibly be at par to existing ICT standards and best practices.
• Advised the provincial governor, the provincial legislative body and the administrative heads about ICT issues to simplify and ensure that all Information and Communications Technology-related projects are aligned and integrated with the existing strategic roadmap.
• Formulated yearly budgets and appropriations for the MIS office inclusive of both capital and operational expenditures.
• Recommended skill requirements for the department, and corresponding staff vacancies which could fill those skills needed, to the MIS Head and the HR Head.
• Provided yearly training plan and budget for each staff where they would increase their knowledge and competence for their specific roles and translate into a more innovative MIS office in the long run.

ICT Programme Management
• Provided a strategic roadmap for a streamlined and unified communications architecture resulting to operations and procedural efficiency, hence, incurring savings.
• Authored and implemented ICT policies and procedures stating limitations and capabilities of existing IT infrastructure for clarity and compliance of all staff.
• Reorganized the structure of the MIS office resulting to clear and focused roles for each of the staff members.

 Pampanga Capitol Building Structured Cabling - primary data and voice backbone of the provincial capitol
 Provincial Jail and Capitol compound IP Surveillance Systems - on-site and remote monitoring including state-of-the-art IP-based capabilities
 Province-wide iTax Real Property Tax system - computerization of RPT systems to enforce efficiency and increase revenue from 24M per annum to 600M per annum.
 Hospital Operations Management Information Systems (HOMIS) deployment - IT Infrastructure capacity building that aims to end the 200M annual losses and transform into near-zero loss government social service.

Vendor Management
• Evaluated feasibility and viability or ICT proposals from companies resulting into a more coherent and comprehensive technical analysis that ensured the warranty and utility of those projects being proposed.
