• Review Risk Assessment and Job Safety Analysis (JSA) as per schedule of work.
• Participate in weekly meetings with contractor representatives.
• Review Inspection and Test Plans as submitted by the Contractors and ensure compliance with safety requirements.
• Participate in potential near miss and incident investigations.
• Conduct planned HSE Joint vessel / site inspection with contractor representatives.
• Ensure all activities on site are in compliance with safety procedures in respect of the format signed off by Contractor.
• Ensure Contractor’s safety personnel are adequate on site and report to the Project Manager in case of shortfall.
• Review Contractor’s safety records, documents to ensure major construction equipment is maintained regularly.
• Ensure Contractors safety training for site laborers is regularly maintained.
• Ensure Contractors laborers on site are following safety procedures and report to Project Manager in case of deficiency.
• Closely monitor site activities, on a daily basis, issuing noncompliance and submit reports to the Project Manager.
• Attending participating and Evaluating Emergency drills which is conducting by Contractor side.
• To make sure the Labors welfare facilities providing by Employer meeting the standard requirement.
• Liaise with Client, PMC and other Govt. organizations like Civil Defense, Police, Pollution Control board etc.
• Co-ordinate and implementation of safety plan and regulations on the job with Sub-contractors like Techno Engineering(Pipeline), ACTCO(Civil & Building), MGS(Civil & Building), Kumyang(E & I), LIMA(Tankage), METRO(SMP), KSS-Robtstone(Pipeline), Essar(Pipeline) and Pure World(SMP) etc. related to HSE matter
• Arrange training regarding EHS Plan, Manual & procedure for our and contractors officials & labours
• Develop, implement and maintain system to measure overall HSE performance.
• Conducting deferent training program for all levels of employee
• Maintain documentation for all HSE related activities.
• Represent the company HSE policy, Strategy and Target, HSE related matters at weekly-monthly meeting or in working groups
• Attending meeting with clients on weekly/monthly basis for our HSE activities with presentation.
• Arranging several types of mock drlls.
• Review and Test equipments, apparatus or techniques to their usefulness and stability.
• Ensure that HSE awareness is improved among all staffs, visitors, contractor, sub-contractors by giving training education.
• Reviewing & signing Method Statement & TRA
• Conducting Audit on HSE performance of the contractors and similarly facing audit by PMC (Tebodin) & main company (Takreer).
• Managing the safety functions for the entire organization
• Implementing the safety policy in the company at ground level
• Organising safety meetings & seminars with clients and presenting several HSE reports
• Liaising with other departments, contractors and other authorities in safety matters
• Coordinating, Supervising the assigned personnel to make sure the HSE activities carried out by them are according to the organizational requirements
• Preparing HSE plans after conducting project specific risk assessments
• Maintaining all the safety records pertaining to the company in proper order
• Conducting plant safety inspections to observe physical conditions of work is correct or not
• Offering advice to concerned departments regarding details of several job safety studies as well as on steps to be taken to ensure avoidance of personal injuries
• Evaluating the reliability of steps taken to avoid injuries to the workers
• Investigating the incidents & accidents at the sites and preparing a detailed report to find out the reasons for the same
• Responsible for providing inspection permits to work system \[PTW\] implementation and its overseeing its compliance in a proper manner
• Randomly carrying out HSE Audits / Inspections a in order to reveal any negligence
• Creating various emergency procedures and modifying the same with the changing times

Job Details
• Reviewing daily site observation report and doing trend analysis to find out which area need to improve
• Advising construction team regarding project HSEM system.
• Advising project management team to inline with client HSE procedure or SOPs.
• Coordinating with client related with all safe working system.
• Perform daily and documented safety inspection at work site to identify report and correct unsafe condition.
• Check and ensures adequate welfare and first aid facilities are properly maintained on site.
• Analyzing and finding the training requirements of the work force or employee according to their trade and advising and arranging the training for them.
• Report negative aspects, if any, of items revealed by inspection, promptly, in writing to Dept. Manager and ensure follow-up action.
• Participates at Corporate / Project-developed Safety Training / Incentive and Awareness Programs; attends safety meetings with the client.
• Familiar with LOTO, HAZID, SIMOPs, HAZAN
• To ensure that company safety policy is maintained on site
