START UP A NEW AIRLINE ACCORDING TO EU OPS REQUIREMENTS

Set-up and development of a new Romanian air operator according to EU OPS requirements.
Air Operator Certificate and Air Transport License granted in dec.2010

Organizational Development
• Asses current organization functions and activities;
• Design new organizational charts and terms of references;
• Advise General Director in business development;
• Develop training plans and training budget;
• Negotiate training contracts and acquisition of consultancy services
• Prepare articles and deliver presentations of ROMATSA's activity - in national and international meetings (EUROCONTROL, DFS, etc.)

Safety & Quality management
- Develop safety policy in accordance with EATMP Safety Policy (EUROCONTROL);
- Active participation at EUROCONTROL Safety Management workshops;
- Develop and implement safety management procedures in accordance with ESARR 3 (Use of Safety Management System by ANS providers) requirements:
• DG - DSC - PIN 1220 - RISK.MNG: Risk assessment and mitigation in ATM;
• DG - DSC - PIN 1240 - EXT.SERV: Use of external services in ATM;
• DG - DSC - PIN 1210 - SAF.OCC: ATM safety occurrences;
- Prepare Safety Management Manual;
- Develop Management Plans and Safety Management Plans for important projects - RVSM and 8.33 Programs;
- Conduct and participate to quality audit;
- Asses operational requirements, technical specifications and tendering documents - for Romanian ATM Modernization Program;
- Perform Functional Hazard Assessment for new ATM system functionalities;
- Perform risk assessment for new projects and changes to operational systems;
- Develop and monitor safety metrics inside ROMATSA;
Training management
- Develop training plans and training budget;

Financial and Commercial activities - Review of national cost base; Prepare cash flows forecasts (data acquisition, forms and reports);
International cooperation - Manage ROMATSA interface with EUROCONTROL STS, UK-CAA, DFS, IBM, IATA; Present and improve ROMATSA image (national and international level); Coordinate steering committee meetings for the Romanian ATM Modernization Program; Present ROMATSA activity in regional meetings; Participation at EUROCONTROL- CEO meetings
Project Management - Program manager for ROMATSA Year 2000 Compliance Program (2 mil. $ budget); Project Manager of ROMATSA Integrated Management Information System (7 mil. $ budget);

Quality and certification -
- Develop and implement quality assurance procedures in respect to JAR 21 and JAR 145 requirements,

- Develop and present to the Romanian Civil Aviation Authority the LAR Manuals of operations for certification purposes;
- Maintain the AOC provisions and conditions as required by RCAA

Commercial and marketing activities - Asses aviation industry and technology trends and prepare development strategy; Prepare and review the company business plan;
