Projects included (a) 6-km, 6-cell stormwater box culvert ($100M) crossing the densely populated municipality, (b) two open channel laterals totaling 8 km in length ($15M), (c) three storm drainage pipe laterals in various sizes totaling 12 kilometers in length ($25M) and (d) O&M contracts for existing stormwater system’s pump stations, channels, culverts and holding ponds with an annual budget of $25-$39M. Timely coordination with utility owners and Roads Department and other stakeholders was the key to the success completion of the design and construction of projects in a densely populated city such as Jeddah, Saudi Arabia.
In addition, I was also assigned to an Engineering, Procurement, Construction and Maintenance (EPCM) contract with Saudi Kayan Petrochemical Plant (over $1B) responsible for the off-site works which include all works from outside the Plant all the way to the industrial port (approximately 7 kilometers). Works comprised of 7 product lines, cathodic protection, insulation, expansion joints, pipe supports, plus all works at the port such as pump and its structures, generators, flare systems plus hoses at the piers.

During the construction phase of both EPC and PC (Procurement and Construction) projects, I was responsible for the safe completion of all post-award activities from award to close-out for various types of infrastructure projects in Yanbu Industrial City including final engineering, schedule, cost control, contract administration, construction, contract change management and project closeout.

Implemented multiple projects which include infrastructure (roads, bridges, culverts, water, sewer, irrigation, telephone, cable TV) for community subdivision; a 6-km highway with 3 bridges and 2 culverts; 21 kilometers of 3.7-m diameter seawater cooling system (piping with valves, manholes and outfall structure) for petrochemical plants; removal and replacement of all asbestos cement pipe within the existing water distribution system from the desalination plant to the whole industrial city including the engineered disposal area in the landfill site; schools; and power generation (GTG-Unit 4) and infrastructure for commercial and residential subdivisions which include 34.5kV, 13.8kV, 550V and 220V electrical distribution systems. Annual budget in the last five years was always higher than $200M but in FY 2006, the annual budget for the total projects was $350M.

In addition, part of my duties and responsibilities in the program is to train client’s technical staff in conducting the business from inspection, quantity and quality verification, scheduling, construction safety, recognition of non-compliant works, up to project closure.
