To provide Technical Services with full responsibility and accountability in the areas of Health, Safety and Environment to ensure Contractor(s) compliance to established HSE policies, procedures and regulations.
Ensures adherence by QP and Contractor personnel to HSE policies, procedures and regulations with respect to QP-life saving rules, Fire & Gas safety systems, and fire risk assessment, safety studies/reviews, security systems, emergency response programs & Emergency communication.
Responsible for monitoring related activities within project sites and conducting daily inspection and ensuring the work being carried out is in line with approved JSA, Risk Assessment, and Method Statement and Permit to Work System.
Responsible for identifying and implementing day to day activity risk reduction measures in all areas and phases of construction based upon hazard identification and risk assessment studies in relation to all QP Construction/Operations.
Participate and provide inputs to Sr HSE Engineer for the implementation of Project HSE Performance Monitoring and ensure Project activities are conducted in a safe, secure and healthy manner and in compliance with QP- HSE Corporate requirements.
Monitor implementation of HSE Legal requirements, regulatory bodies, national laws and regulations, and State of Qatar-ratified international conventions and protocols within Project activities.
Participate and provide support to carry out and maintain records of Project HSE risk register to ensure proper recording, monitoring and close-out of Project HSE Risks throughout project duration.
Participate in review of Contractors HSE documentations (HSE Plan, HSE Procedures and other HSE requirements) to ensure Contractors are compliant to HSE requirements.
Participate in review of Contractor's Safety Officers CV's and competence assessment test/ personal interview prior to mobilization of Contractors HSE personnel at project site to ensure compliance with Corporate HSE Regulations for Contractors.
Carry out incident investigation, reporting including implementation of close-out of preventive and corrective actions of incidents/accidents that occur within projects to ensure compliance with corporate procedure for Incident management.
Conduct site safety meetings and HSE awareness amongst QP project staff and Contractors. Conducts safety audits on the project involving all parties to ensure compliance with safety policies and advise corrective actions and follow-up on the suggested actions to ensure proper implementation.
Compilation of weekly and Monthly reports and preparation of statistical and trend analysis reports to assess safety performances.

Lead or participate in site audits and work area inspections of new projects construction /installation and Shutdown work to ensure contractor personnel are aware of, and comply with RASGAS Work Management and Safe Work Practices compliance prior to mechanical acceptance and start up.

Develop, maintain and Review, facilitation or lead Risk assessment / SBRA/ LMRA and Job safety analysis.
Participates in safety Inspection /reviews such as HazID, Hazop Studies Change management, Pre Startup Safety Reviews (PSSR).
To coordinate and guide a team of HSE Officers to ensure that all relevant PPEs are made available to Site as per requirements. Manage Industrial Waste as per RasGas guideline Procedure.
Ensure the effectiveness and on demand use of HSE equipment and facilities are kept in best working condition by coordinating and monitoring preventive maintenance programs in order to ensure optimum operational status and readiness for use.
Promote positive safety culture through all levels of organization by active involvement in their assigned area activities and Lead or facilitate the safety walk / Reactive Monitoring:

Conducted and Review the Emergency Mock Drill/ Programme to check the readiness of the contractor in an emergency situation, and monitors safety response and provides Safety advice to the Contractor Management. Ensuring adequate firefighting techniques, rescue methods and other related emergency response procedures comply with standard operating procedures and training plans.
Act Level-1 Emergency Response Team as an on-scene site Safety / Incident command room and perform the ER roles during emergencies.
Act as a source of guidance in investigating incidents and use the Incident Investigation tools such as ( IRAT/ PHL, Drop Calculator, SCAT and Taproot analysis as per Exxon Mobil Guideline and ensure all the HSE Subordinate to prepare the same.
Leads or participates in incident investigations, including near misses, property damage, injuries, occupational illness and spills/loss of containment and ensure correction actions are properly closed in appropriate time.
Awareness and Campaign:

Develop the site induction programme / orientations and ensure all personnel attend the HSE induction program and mandatory training.
Coordinate and plan the activities of HSE&Q personnel in order to provide for the delivery of approved HSE&Q programs. Promote positive safety culture through all levels of organization by active involvement in their assigned area activities.
Advisory Role:
Attend Daily/ Weekly Meeting and present the safety review with advice or recommendations. Provide Advice and Support for day to day HSE Activities and Evaluation of risk and recommendation for mitigation.
Develop or review the procedure and safe work practices. Developed and present the safety statistics and trends. Prepare a safety plan and assist in implementation. Act as safety advisor and facilitator to Monthly Safety committee meeting with employees for effective consultation and communication. Develop weekly and monthly HSE reports and statistics.

Shutdown activity and taken safety measure for shut down jobs. Manage the confine space, Lifting and Hot Work
activity and Ensure Hazard communication program in place. Ensure TBT, Job safety analysis and PTW Audit
carried as per client requirement.
Since January 2008. 3 month shutdown Project, at Gasco Habshan Plant (ADNOC) long term shutdown of
Habshan 0, Train-1, Train-2, SRU & Utilities 2008.

detection with close coordination with client. To manage safety personnel as per required job & ensure no

Dia Inter link Project, 1.5 Km Baran Nadi crossing project on 16”Dia pipeline and LPG-AIR Mix Plant. Which
include Safety Inspection of the activities such as Sand blasting, Painting, Coating (Tape coating, Coal tar

Safely executed Certification of OSHA/Env (18001 & 14001) standard Implementation at SSGC. Installation and

The 2nd Phase completed and comprised:
(a) A pipeline connection to FJFC for handling of Phosphoric acid.
(b) Two Sphere with a combined capacity of 7500cbm for handling, Storage
and pipeline transfer of Venvl Chloride Monomer (VCM)
(c) Two Tanks 6400cbm for handling and storage of Acrilo nitrile (AN).

Operation of Natural Gas Cracking Plant (H2) for hydrogenation. Start up and shut down both (& emergency) of
Gas Cracking Plant including handling of troubleshooting. Hydrogen plant producing 200m3/Hr of hydrogen gas.
The Gas Plant consists following steps of operation:
Two stages natural gas compressor operating 275 PSI with inters stage cooler and Pressure controller. A
complete compressor station is installed.
De -Sulphurisation of the feed in order to protect the reforming catalyst.
Steam reforming of the hydrogenation feed to produce a mixture of H2, CO and UN converted methane
(CH4).High temperature shift converter to reduce the carbon monoxide by converting it to Carbon di oxide and
hydrogen.
PSA (Pressure Swing Absorber) Purification of raw hydrogen by adsorption of Impurities on molecular sieves.
PSA is operated on PLC.
UTILITIES
At Karachi factory there are three boilers. Two are of Lancashire and one is package boiler. We are supplying
boiler feed water capacity is 240 Ton/day. Operation of water treatment plants such as De mineralised, Mix bed
and Ionisation plant including pump, Motors of utility system. Coupon install on boiler feed water and cooling
water pipe line for corrosion monitoring.
