Jeddah Municipality Operations and Maintenance Management

Scope of Work: Parsons was appointed to provide Operation and Maintenance
(O&M) Management Consultancy Services to several and
various types of infrastructure projects in Jeddah that are under
the supervision of the Jeddah Municipality Construction
Division. Parsons services were performed during the defect
and liability period and during construction of rehabilitation
works of these projects. Parsons’ comprehensive suite of O&M
services includes contract management; O&M planning; quality
management; and health, safety, and environment
management of Jeddah’s roads, lighting, bridges and tunnels,
storm hydraulic mitigation system, building facilities, irrigation
networks, parks, and recreation facilities. Parsons was also
tasked to handle and manage citizens’ complaints; evaluate
contractors; conduct baseline studies; and prepare reports,
technical documents, and manuals. This included developing
and maintaining the programs reports and preparing the cost
database and budgets on behalf of the Municipality.
Responsibilities:
* Directs, coordinates and supervises various activities relating to operation and
maintenance of building facilities, parks, recreation facilities and roads.
* Develop, implement and track a preventive maintenance program for all
equipment and facilities.
* Ensure fire protection equipment is properly maintained and up to date.
* Check contractor’s maintenance and minor repairs to buildings and facilities
including carpentry and painting.
* Check contractor’s major maintenance and repairs as required to mechanical
systems, HVAC systems and generators.
* Informs contractor’s Engineer of required major repairs or replacements.

* Supervising and visiting contractors on site and advising on civil engineering
issues.
* Verify if the corresponding work discipline activities are carried out by the
construction and installation team in accordance with project standard,
specification and drawings.
* Check the workmanship and materials in conformity with drawings, specification
and site instructions, and inform the Section Resident Engineer and the
contractor where this is not achieved.
* Overseeing the work of junior staff or mentoring civil inspectors throughout the
contract process.
* Correcting any project deficiencies that affect production, quality and safety
requirements.
* Check level of foundations after placing the blinding concrete (or earlier if extra
digging is involved) and to inform the Section Resident Engineer of any
significant discrepancies. To agree to levels with the contractor’s quantity
surveyor where extra digging is involved.
* Checking daily diary recording of weather, work progress.
* Checking inspection reports carried out by inspectors.
* Double check pre-concreting and post-concreting inspections carried out by
inspectors.
* Note minor variation which may affect payment and notify Section Resident
Engineer.
* Attending progress meetings with contractor and client and prepare minutes of
meeting.
* Notify resident engineer or safety manager of any accidents on site.
* Ensure that general disciplines such as curing and protection of fresh concrete,
