Overall responsibility for planning, coordinating, and supervising all project activities, covering civil, architectural, MEP, electrical, and infrastructure works, ensuring successful project execution from mobilization to handover.
Manage and coordinate multidisciplinary engineering teams, subcontractors, and site staff to ensure work is executed safely, efficiently, cost-effectively, and within the approved project schedule.
Ensure full compliance with the Client’s approved Basis of Design, contract requirements, international standards, and local regulatory authorities.
Oversee preparation, review, and coordination of construction drawings, shop drawings, method statements, technical submittals, material approvals, and as-built documentation.
Act as the main technical interface between Client, Consultant, Contractors, and internal departments, ensuring effective communication and timely resolution of issues.
Review and evaluate contractor submittals, RFIs, technical queries, field change requests, NCRs, and variation proposals, providing technical recommendations and approvals.
Monitor and control project progress, manpower, materials, equipment, and productivity, ensuring alignment with project milestones and cost targets.
Review daily, weekly, and monthly progress reports submitted by contractors, identify discrepancies, and escalate issues with corrective action plans.
Identify project risks (technical, schedule, safety, quality, and interface risks) and develop mitigation strategies to minimise delays, cost overruns, and operational impacts.
Ensure strict implementation of HSE policies, safety plans, and risk assessments, promoting a strong safety culture and maintaining a safe working environment.
Report and follow up on constructability, safety, quality, and coordination issues, ensuring timely closure in coordination with all stakeholders.
Support testing, commissioning, inspections, snagging, and final handover activities to achieve success
project completion and client acceptance.
Proactively recommend innovative construction methods, value engineering proposals, and technical improvements.

Ensure all electrical construction activities comply with Contract HSE, Quality, and Environmental policies, approved method statements, inspection & test plans, and project specifications.
Take full responsibility for the site execution of electrical works during the construction stage, ensuring installation is carried out in accordance with IFC drawings, approved shop drawings, and contract requirements.
Prepare, review, and manage electrical deliverables for construction projects in oil & gas, power, infrastructure, and military facilities, ensuring compliance with applicable international codes and standards.
Participate in and support Concept Selection, FEED, and detailed engineering as required to resolve construction-related design issues and site modifications.
Perform and review ETAP power system studies (Load Flow, Short-Circuit, Motor Starting), and provide technical recommendations to support safe and reliable site operation and system energization.
Monitor assigned contracts to ensure drawings, specifications, quantities, cost control, and construction schedules are maintained and updated in line with site progress.
Review and comment on contractor submittals, RFIs, technical queries, field change documents, shop drawings, and as-built drawings, ensuring constructability and technical compliance.
Manage site electrical engineering activities and provide continuous technical support to the construction supervision, QA/QC, and HSE teams.
Coordinate electrical works with civil, architectural, mechanical, ELV, and infrastructure disciplines to resolve interface issues, clashes, and sequencing conflicts.
Review contractors’ daily reports submitted through Aconex, verify against site records, and escalate discrepancies or delays to the Senior Construction Engineer (SCE) with corrective action proposals.
Identify, report, and assist in the closure of construction issues related to constructability, and contractor interfaces.
Supervise vendors and OEM representatives during installation, inspection, checkout, pre-commissioning, and special testing of electrical equipment and systems.
Provide technical guidance and mentoring to electrical engineers, CAD designers/drafters, assigned to the project.
Oversee preparation and coordination of project and contract drawings, specifications, BOQs, and procurement-related documents to support construction activities.
Witness and coordinate testing, pre-commissioning, commissioning, and energization of electrical systems, ensuring compliance with approved procedures.
Review and verify as-built documentation and redline drawings, ensuring accurate reflection of executed works before final submission.

Perform detailed engineering and constructability reviews of construction designs, drawings, specifications, calculations, and technical submittals, ensuring full coordination with civil, mechanical, and ELV disciplines.
Provide comprehensive construction management and technical advisory services in support of US Army DPW, joint-force, and host-nation programs, ensuring compliance with contract requirements and federal standards.
Lead and support quality assurance, safety, maintenance, and compliance audits, identify gaps, and ensure timely implementation and closure of corrective actions for acceptance.
Participate in and contribute to coordination meetings with Government representatives, consultants, and construction contractors, tracking all contractor submittals, RFIs, and technical responses.
Act as a key coordination interface between Client (DPW), Contractors, Consultants, and internal project teams, ensuring smooth information flow and timely issue resolution.
Review electrical engineering designs, layouts, and technical specifications to ensure alignment with project objectives, operational requirements, and regulatory standards.
Provide technical feedback and value-engineering recommendations to improve the constructability, reliability, safety, and efficiency of electrical systems.
Monitor and evaluate contractor performance, ensuring compliance with approved scope, schedule, quality standards, and contractual obligations.
Conduct regular site inspections and field reviews to verify construction progress, workmanship quality, and adherence to approved drawings and specifications.
Implement and monitor Quality Management Systems (QMS), including ITPs, inspection records, NCR tracking, and close-out documentation.
Prepare and review periodic progress reports, including construction status, schedule updates, cost impacts, risks, and KPIs for management and client review.
Knowledge of Electrical codes (British Standards, NEC, Ministry of Electrical and Water (Kuwait) MEW, NFPA 70, IEC) and federal standards (UFC &Sand book).

Design, review, and support site implementation of medium-voltage (MV) electrical systems, including substations, switchgear, transformers, and power distribution networks.
Execute and supervise installation of LV & MV electrical systems, HVAC controls, fire alarm, and security systems.
Configure and coordinate electrical protection systems, including protection relays, and interlocking schemes.
Test, calibrate, and coordinate settings of protection relays to ensure accurate fault detection and system reliability. Maintain accurate site records, including test results, commissioning reports, and as-built documentation
Prepare and review technical drawings, single-line diagrams, cable schedules, and specifications for LV and MV systems in line with project requirements.
Supervise 11kV cable laying, jointing, termination, testing, and energization, ensuring compliance with approved drawings and safety procedures.
Plan, execute, and witness commissioning and testing activities, including insulation resistance tests, continuity tests, polarity checks, and protection relay testing.
Manage installation, testing, and commissioning of HT/LT generators, Automatic Transfer Switches (ATS), synchronizing panels, and associated auxiliary systems.
Supervise installation and commissioning of HT switchgear, including VCB and SF₆ circuit breakers, and MCC panels.
Install, configure, and commission Variable Frequency Drives (VFDs), soft starters, and frequency converters for pumps, motors, and process equipment.
Supervise the erection, oil filling, testing, and energization of 33/11kV and 11/0.433kV power transformers.
Manage installation and commissioning of UPS systems, battery chargers, and DC systems to ensure uninterrupted power supply for critical loads.
Diagnose and troubleshoot MV/LV electrical faults, such as cable failures, relay malfunctions, breaker trips, and transformer issues, minimizing system downtime.
Ensure strict compliance with electrical safety procedures, particularly during live work and HV switching.
Coordinate daily with civil, mechanical, instrumentation, and process teams, ensuring smooth interface and timely completion of electrical works.

Carry out preventive and breakdown maintenance of HT/LT motors, ACB/VCB, HT/LT panels, switchgear, soft starters, MLTB, MCC panels, and plant lighting systems to ensure continuous and safe plant operation.
Perform maintenance, troubleshooting, and optimization of DCS systems (Invensys), Foxboro Fieldbus modules, PLCs (Allen-Bradley), and associated process control P&IDs.
Execute testing and commissioning of SCADA systems, operator workstations, PLC systems (Siemens S7-200/300/400, Omron), DCP panels, HMI interfaces, network switches, and fiber-optic communication systems.
Conduct preventive and corrective maintenance of hydraulic and pneumatic control valves, including actuated valves, automatic control valves, and telemetry systems.
Maintain, calibrate, and troubleshoot field instrumentation such as DO and pH analyzers, flow meters, level transmitters, pressure and temperature instruments, and UV disinfection systems.
Troubleshoot electrical and instrumentation control systems on continuous process lines, including PLC-controlled equipment, VFDs, HMIs, DCS, and integrated process control systems.
Supervise and support the installation, calibration, and commissioning of instrumentation and control systems to ensure compliance with operational and performance requirements.
Perform routine inspection, calibration, loop checking, and functional testing of instrumentation to maintain accuracy, reliability, and regulatory compliance.
Integrate field instrumentation with PLC, DCS, and SCADA systems to support automated process control and monitoring.
Maintain accurate maintenance records, calibration reports, fault logs, and O&M documentation, supporting audits and continuous improvement initiatives.
Ensure strict compliance with HSE procedures during maintenance and troubleshooting activities, particularly when working on live systems and rotating equipment.
