• Review and validate telecom construction drawings to ensure
compliance with project specifications and international standards.
• Conduct reviews on for all communication/telecom systems
(CCTVs, Passenger Information (PIS), Access Control, Wireless LAN,
Public Address and Voice Evacuation, CTN, Perimeter Intrusion,
Telephone and Intercom, Tetra Radio and FSCADA drawings (Shop
drawings and as-built drawings), Method Statements, Installation
Work Packages, Inspection Test Plans and other related
documentations.
• Collaborate with design teams to resolve any discrepancies or
technical issues in the drawings.
• To monitor, supervise and control all installation and inspection
activities for all communication/telecom system (CCTVs, Passenger
Information (PIS), Access Control, Wireless LAN, Public Address and
Voice Evacuation, CTN, Perimeter Intrusion, Telephone and
Intercom, Tetra Radio and FSCADA Systems.
• Conduct / Monitor contractors work to ensure that the quality of
installation work is as per specification and completed on time.
• Oversee the installation of telecom systems and ensure their proper
integration into the rail infrastructure.
• Conduct inspections of incoming communication materials at
contractors warehouse and site before releasing for site
installations.
• Provide technical support and recommendations to construction
teams.
• Ensures installations, testing and commissioning are in accordance
with approved specifications and within the contractual agreement.
• Check and supervise communication system installation on site,
system acceptance test on site compliance with the contract.
• Implement testing procedures to verify the functionality and
performance of telecom systems.
• Lead commissioning activities and ensure that all systems are fully
operational and meet project requirements.
• Monitor and evaluate the performance of integrated systems to
ensure reliability and safety.
• Conduct snagging and de-snagging on works installations.

• Develop, implement, and maintain the Quality Management System
(QMS) and Method Statements (MOS), Inspection & Test Plans
(ITPs), and checklists.
• Conduct site inspections, witness system testing (like
commissioning), and verify materials/workmanship against project
specs and codes (International/National Standards).
• Monitor quality activities across all project stages, from design and
procurement to execution and commissioning, ensuring adherence
to specifications.
• Perform and coordinate inspections, tests, and internal/external
audits, verifying materials, components, and contractor work.
• Prepare detailed test plans, defect reports, and quality statistical
reports.
• To issue and administer non-conformance report as necessary and
to ensure follow up and closing.
• Coordinate with clients, vendors, contractors, and internal teams
(like procurement, engineering) on quality matters.
• Identify bottlenecks, suggest improvements, and implement
strategies for defect prevention, waste reduction, and efficiency.
• Provide technical support, review engineering specs, and offer
innovative solutions for complex quality challenges.
• To ensure that all test reports are verified to meet the contract
requirement.
• To finalize the quality documentation in a presentable manner, in
accordance with the conditions of the contract.
• To prepare closing out documents i.e. Operation and Maintenance
Manual in coordination with discipline engineer.
• Follow up monitor and control snagging and de-snagging raised by
the main contractor/consultant.

Work
• Develop, implement, and maintain the project-specific Quality Plan
(PQP), Inspection and Test Plans (ITPs), and Method Statements
(MOS).
• Control all quality documentation, including drawings,
specifications, test reports, non-conformance reports (NCRs), and
final handover dossiers.
• Review and verify all material submittals, test certificates, and
vendor documentation for compliance with project requirements.
• Perform quality checks on OSP designs (fiber, copper, conduit)
ensuring compliance with specs, standards, and efficient routing.
• Conduct regular on-site inspections of OSP activities, including
excavation, concrete works (manholes), erection of poles, and
cable/conduit placement.
• Verify that all materials and equipment used are following contract
specifications through material receiving inspections (MRIs).
• Witness and validate various tests, such as insulation resistance,
continuity tests, and Fiber optic cable test).
• Ensure all inspection and testing equipment is properly calibrated
and records are maintained.
• Monitor and inspect aerial, underground, and buried construction,
ensuring adherence to plans, codes, and quality standards.
• Identify, document, and track non-conformities (NCRs) or defects,
leading the root cause analysis (RCA) and ensuring effective
corrective and preventive actions (CAPAs) are implemented and
closed out.
• Facilitate internal and external quality audits.
• Liaise with design teams, construction crews, project managers, and
clients to resolve quality issues and discrepancies.
• Prepare and submit regular quality reports (daily, weekly, monthly)
summarizing inspection status, non-conformities, and overall
quality performance metrics.
• Ensure proper site safety and environmental compliance within the
scope of quality control activities.
• Monitoring the work progress of subcontractors and provide daily
reports to the Construction Manager.
• Attending meetings and coordinates with the Client and other
contractors for weekly progress reports.

• Responsible for the project implementation as per approved
drawings and clients requirements.
• Liaison with Section Managers and Field Engineers to ensure
installation effectively meet specified requirements and consistency
across all sites.
• Project supervision and execution of work at site in accordance with
all agreed specifications and standard of Communication Systems
involved.
• Conducting inspection on site with the Consultant and Quality
Control of installed devices and equipments of Communication
System such as Access Control Systems, Multi Service Network
(MSN), Digital Voice and Video Recording System (DVVR), Time
Distribution System (TDS), Intrusion Alarm System (IAS), Telephone
system, Public Address System, Passenger Information System (PIS),
Closed Circuit Television System (CCTV), Broad Band Radio System
(BBR), Narrow Band Radio System (NBR)
• To finalize and complete the necessary documentation to verify the
work performed.
• To ensure that the inspections for the System works are
implemented.
• To ensure that all test reports are verified to meet the contract
requirement.
• To ensure all material delivered to the site are inspected and confirm
to specified requirement.
• To issue and administer non-conformance report as necessary and
to ensure follow up and closing.
• To report to the project manager any deficiencies in the operation
of quality and its control measures.
• Coordinate and attend meetings with other trades and disciplines to
meet the program schedules.
• Ensures adequate support the onsite technical activities.

• Responsible in Installation, Inspection Testing and Commissioning
for Mechanical, Electrical and Plumbing (MEP), ELV and security
system.
• Monitor and direct relevant subcontractor to work location.
• Responsible for the installation and testing of Mechanical, Electrical
and Plumbing (MEP) and ELV systems (CCTV, Access control, Fire
alarm, Lighting control system).
• Ensures installations, testing and commissioning are in accordance
with approved specifications and within the contractual agreement.
• Testing of all cables laid for Mechanical, Electrical, fire alarm, CCTV
and Access Control System like cable continuity checking and other
related test before terminating them to their related panels.
• Prepares red line drawings for As-built drawing submissions.

• Responsible for the project implementation as per approved
drawings and clients requirements.
• Conduct in house inspection on installed containment of Electrical,
Structured Cabling Network (SCN) Backbone, and Distribution prior
to cable pulling.
• Responsible for installation of Special Airport System (SAS) such as
Closed-Circuit Television (CCTV), RADIO System, Master Antenna
Television (MATV), Public Address System (PAS), Security Access
Control System (SACS) and Private Business Exchange (PABX) using
Fiber Optics, CAT 6, CAT 3, and Co-axial Cables.
• Plans daily work activities for deployment to subordinates and
subcontractors.
• Coordinates with clients for follow-ups on issues that need to be
resolve.
• Ensures installations, testing and commissioning are in accordance
with approved specifications and within the contractual agreement.
• Prepares red line drawings for As-built drawing submissions.
• Prepares daily and weekly reports.

• Overseeing electrical installation and construction activities on-site.
• Ensuring all work aligns with project drawings, specifications, safety
regulations, and international standards.
• Ensuring that all information on drawings conveyed to the work

coordinate with Engineering Department on technical issues.
• Assisting in preparing tender documents and procuring electrical

• Testing fault rectification works on LV installations and cables,
distribution boards and etc.
• Inspection of low voltage electrical installation of buildings,
industrial and houses.
• Conduct site inspection, cabling, medium and low voltage
distribution system, and supervision, reading and interpreting
drawing.
• Install control panels, equipments, cabling transformers, calibration
and loop checking and commissioning.

• Calibrates electrical equipments and instruments according to
technical manuals and written instructions.
• Testing and verification of accuracy of single phase/three phase LV
and HV CT/VT operated meters.
• Install/maintain and repair electrical distribution system including
overhead power lines and cables, insulators, lightning arresters,
transformers and other associated equipments.
• Splice, solder, and insulate conductor and related wiring to connect
distribution networks.
• Capable of conducting independently consumer low voltage wiring
installation test, tracing and fault rectification works in
underground cables, distribution boards, kilowatt hour meters, CT
operated meters and etc.
• Install and maintain transformer, generators, voltage regulators and
other electrical power distribution equipments.

• To monitor network parameters and interchanges and executed
coordination with connected networks to ensure safe reliable
operation.
• To coordinate for the control of generation, frequency, and
schedule energy exchanges.
• To oversee network activities during normal operation and
contingencies and to coordinate tie line outages as requested.
• Maintain logbook and records, prepare reports, and provide
network information.
