Job Description.
• Develop the technical services function's strategies, business plans and budgets in accordance with URED's overall strategies and directions.
• Develop standardized policies, processes, approaches, and tools for the technical services function to maintain efficient operational practices and enhance control standards within the function in line with URED strategic direction and objectives. Participate in the contracting and procurements process in conjunction with the Tendering & Procurement department.
• Direct and oversee the implementation of the strategic initiatives and objectives, as applicable to the technical services function, and ensure it is communicated properly to all individuals within the division.
• Direct and manage the provision of design and engineering and technical support to all functions within URED throughout the life cycle of each project (i.e. Feasibility Studies, Project Financing, Market Research, Tendering & Procurement Services, Construction & Technical Services, Project Management functions, etc
• Manage all activities related to the contracting and procurements services including the formation of tendering committee, development of RFI/RFQ/RFP documentation, classification of bidders and analysis and review of quotations/proposals.
• Participate in the review and analysis of tenants / investors requirements in order to provide engineering input and specifications, arrange to review/detail/develop engineering designs accordingly.
• Oversee the obtainment of the necessary permits, licenses and approvals from concerned bodies / authorities for all URED's projects.
• Provide effective management of project construction including planning management, cost, time, quality and Issue and Risk.
• Direct and monitor the operational activities of the Technical Services division including coordination with third parties, contractors and throughout all stages in the development lifecycle of URED projects.
• Inspect property and units under construction on a regular basis to ensure the work conforms to specifications, budget and schedule and initiates any repair or replacement needs and/or adjustment of working procedures.
• Manage commissioning and handover of project by finalizing project closure including obtaining certificate of completion hand over of the physical projects to the Property Management.
• Review and approve all invoices pertaining to the design & engineering, contracting & procurement and construction services.
• Establish and maintain strong professional relationships with design and engineering consultants, contractors, supplier and vendors, and government entities, etc. to support the business development strategy and plans of URED
• Monitor the adherence of Technical Services function's employees to the Technical Services policies, procedures and guidelines.
• Provide advice, guidance, direction, and authorization to division's employees to carry out major plans and procedures, consistent with established policies. And ensure effective and efficient flow of work, and ensure all employees recognize their fundamental role in the department.
• Conduct annual performance appraisal to review employees’ work performance and recommend salary adjustments, rewards and promotions based on employee performance and carry out disciplinary meetings when needed.
• Coordinate with UHC Construction Management & Business Development functions for advice and guidance on all necessary matters related to Design & Engineering Services, Tendering & Procurement Services, and Construction and Project Management activities.

Job Description.
The Construction Services Manager is responsible for planning, managing, and directing URED’s construction services in terms of project management, time management, quality control; in addition to setting up the project management office.
• Develop standardized policies, processes, approaches, and tools for the Construction Services.
• Develops the Construction Services business plan, budget and resources while ensuring alignment with company overall strategy and direction.
• Manage the implementation of the strategic initiatives and objectives, as applicable to the construction Services function, and ensure it is communicated properly to all
Individuals within the department.
• Ensure effective management of project construction from construction, testing,
commissioning and hand-over which covers project management planning, cost
management, time management, quality management, and issue & risk management.
• Manage, monitor and evaluate the project construction process in coordination with the contractor & supervision firm, as applicable.
• Conduct formal status meetings and prepare periodical status reports “progress report” (daily, weekly, and monthly) to management in order to ensure that the project remains on time and within allocated budgets.
• Maintaining and ensuring proper operations from quality control perspectives
• Establishing processes and control measures to enable the management to monitor project progress with regards to budget, time, quality and resources
• Providing consolidated progress reports (weekly, monthly, etc.) for all projects and

• Monitor procurement activities relating to contracts and sub contracts in accordance with Contract terms and conditions and Tendering & Procurement department policies and procedures.
• Ensure that the required technical standards of regulatory, safety, environment, and security are implemented on the project site.
• Participate in the contracting and procurements process in conjunction with the Tendering & Procurement department.
• Approve all activities related to the projects payments, change requests, new replacement material, others as per the company Delegation of Authority (DoA).
