 Job Description.





• Develop the technical services function's strategies, business plans and budgets in accordance with URED's overall strategies and directions.
• Develop standardized policies, processes, approaches, and tools for the technical services function to maintain efficient operational practices and enhance control standards within the function in line with URED strategic direction and objectives. Participate in the contracting and procurements process in conjunction with the Tendering & Procurement department.
• Direct and oversee the implementation of the strategic initiatives and objectives, as applicable to the technical services function, and ensure it is communicated properly to all individuals within the division.
• Direct and manage the provision of design and engineering and technical support to all functions within URED throughout the life cycle of each project (i.e. Feasibility Studies, Project Financing, Market Research, Tendering & Procurement Services, Construction & Technical Services, Project Management functions, etc
• Manage all activities related to the contracting and procurements services including the formation of tendering committee, development of RFI/RFQ/RFP documentation, classification of bidders and analysis and review of quotations/proposals.
• Participate in the review and analysis of tenants / investors requirements in order to provide engineering input and specifications, arrange to review/detail/develop engineering designs accordingly.
• Oversee the obtainment of the necessary permits, licenses and approvals from concerned bodies / authorities for all URED's projects.
• Provide effective management of project construction including planning management, cost, time, quality and Issue and Risk.
• Direct and monitor the operational activities of the Technical Services division including coordination with third parties, contractors and throughout all stages in the development lifecycle of URED projects.
• Inspect property and units under construction on a regular basis to ensure the work conforms to specifications, budget and schedule and initiates any repair or replacement needs and/or adjustment of working procedures.
• Manage commissioning and handover of project by finalizing project closure including obtaining certificate of completion hand over of the physical projects to the Property Management.
• Review and approve all invoices pertaining to the design & engineering, contracting & procurement and construction services.
• Establish and maintain strong professional relationships with design and engineering consultants, contractors, supplier and vendors, and government entities, etc. to support the business development strategy and plans of URED
• Monitor the adherence of Technical Services function's employees to the Technical Services policies, procedures and guidelines.
• Provide advice, guidance, direction, and authorization to division's employees to carry out major plans and procedures, consistent with established policies. And ensure effective and efficient flow of work, and ensure all employees recognize their fundamental role in the department.
