Waad Al Shamal Phosphate Projects
Um Wa’ul Phosphate Plant

The Umm Wu’al Mine and Waad Al Shamaal Phosphate Industrial Complex in Turaif region of northern Saudi Arabia includes the following components: Mine, Beneficiation, Phosphoric Acid Plant, Sulphuric Acid Plant, Purified Phosphoric Acid Plant, Sodium Tri Poly Phosphate Plant, Mono and Dicalcium Phosphate Plant and the associated infrastructure required to process the extracted ore. The projects will create a hub for the industry in the northern area and support in creating new employment for Saudi citizenship. The budget of this project is about $8bn. Summary of role, responsibilities, & achievements were:
 Ensuring adherence to Project/Company quality standards and procedures
 Manage engineering consultancy for the entire Projects for technical and new technology
 Working to localize the project commodities and services
 Supported various small & Medium Enterprise (SME) companies in the north to bridge their gaps and comply with Company spec and requirements to productively participate in building the projects.
 Managing more than 80 qualified and specialized engineers directly reporting to me

1. PROGRAM ENGINEERING:

• Centralized engineering group at the PMC office rather than per package assignment resulted in reduction from over 100 to 24 engineers, providing more efficient support to projects
• Standardize design review and flow of information for all packages in Umm Wu’al
• Provide certainty of meeting and exceeding engineering design requirements
• Achieve reviewing of over 200, 000 documents with multiple revisions

2. PROGRAM QUALITY:

• Established an independent quality organization to serve the program wide
• Improving inspection attendance reaching over 99% for an average of 4000 inspection requests per week. Over 336, 000 inspections completed.
• Improved compliance with company specifications and standards
• Implement program wide audit function for all Contractors
• Enhanced compliance with Company Approved Vendor List (AVL)

3. INTERFACE MANAGEMENT:

• Successful completion of all interface points among the program Contractors
• Successful participation in resolving external stakeholders interface issues

4. PROGRAM LOCALIZATION:

• Participated in making the King Abdullah Promise and the current Government “Waad Al Shamal” a Reality to our people
• Employed, trained, and developed regional workforce to prepare and improve their opportunities for better future career.
• Increased the spending in the region to develop the Small Medium Enterprise (SME) and to promote regional economy
• Exceeded the contractual 12% local manpower, and succeeded to hire over 2, 000 personnel with program Contractors.
• Participated in attaining the agreement with technical vocational TVTC, to train over 500 personnel in 5 skilled areas (Welding; scaffolding; pipefitting; electrical; and HSE) from all Contractors. Led to successful Graduation of over 500 skilled labors in various disciplines.
• Achieved spending of over $200 Million regional (at the north) procurement in the region and $800 Million IK procurement.

Safaniyah & Tanajib Projects

Safaniyah &Tanajib Plants are a Gas & Oil Separation plant (2MMbbl/day). The scope was to handle all onshore projects with different stages at both areas.
I was credited in a relatively short period to complete and resolve a long standing on-hold project for upgrading Safaniyah plant flare system with the Chinees HQC, mobilized two new contractors in a month time to capture the plant shutdown window of 14 days. The work was successfully completed ahead of schedule and prevented the impact to oil production.

Yanbu Aramco Sinopec Refinery-Yasref
Gasoline Block (EPC3)/ E&I Unit

The Gasoline Block projects consist of eight (8) processing plants which is considered the main heart of the whole refinery with a total of $1.2MM. The scope for the E&I units include: 7 buildings (3 unique major Substations & 4 major Process Interface Buildings); with over 3 million meters of cables above and below ground, lightings, more than 900 Motors, & substantial number of electrical/Instrument equipment’s, HVAC, Civil, Communication installations and major interfaces scope. Summary of role, responsibilities, & achievements were:
 Managed the project within allocated budget, scope objectives and schedule and championed in rectifying the FEED design and avoid potential constructability problems of major schedule impact and safety risks with approximately SAR 10 million cost avoidance and minimum of 4 months schedule delay avoidance
 Covered for several units within the same division such as The Isomerization, The Naphtha Hydrotreating (NHT), The Platforming (CCR), The Benzen (BEN) Units.
 Coordinated and closed the project interfaces.
 Managed pre-commissioning and supported the commissioning activities including completion of hydrotesting, Instrument loop check, motor solo runs etc.
 Coordinated with cost team all projects monthly progress payments as per agreed cash flow. Ensure contractor claimed progress is accurate by cross checking with project team deliverables status, purchase orders, expediting reports & construction status.
 Resolved Subcontractor challenges including resources and financial & schedule matters.
 Contributed to change orders resolutions with approximately SAR 12 million cost saving and no schedule impact.

The two BI’s scope include: 4 High Voltage Substations, in which 3 were on Causeway inside the Arabian Gulf; HV/LV Power cables above/below ground, lightings, Civil and HVAC, huge number of electrical/Instrument equipment that serves Manifa Causeway 25 Drill sites with a budget of $ 360MM. Summary of role, responsibilities, & achievements were:
 Executed and managed the two BI’s projects within allocated budget, scope objectives and according to plan.
 Facilitated project proposal for building four 115kV Substations and their power network for Manifa Power Transmission & Substation Project that include development of scope, cost estimate, Contract Performa, bidding, amendment, contractor’s technical evaluation and problem solving.
 Passed through all stages of the development process from site planning through estimating, scheduling, construction/engineering management, and coordination of jobs.
 Communicated project status to project stakeholders and coordinated the interfaces issues.
 Managed the pre-commissioning and supported the commissioning activities.
 Optimized the Power System Automation design with a cost saving of $700, 000.
 Optimized the overhead line routes with a cost saving of more than $1 million.
 Optimized the communication cable path method of installation from concrete encasement to direct burial of PVC and cable with a cost avoidance of approximately $2 million and huge schedule impact avoidance.
 Optimized the Industrial Support Facilities (ISF) power system by Utilizing loop of 13.8kV SF6 Distribution Switches with Loop of Pad mount Transformers instead of building 13.8kv/480V Substation with cost avoidance of approximately USD 3 million
 Coordinated and closed all project interfaces with the other projects.

 Led pre-commissioning activities for Off-shore project at Zuluf & supported pre-commissioning for electrical equipment’s.
 Established an assessment program for all Safanyah and Tanjib plants deficiencies and developed mini design packages to upgrade and rectify the existing power problems. The program was well appreciated by the Department as it enhanced the knowledge of the technicians.
 Motivated the young Saudi technicians to transfer the knowledge from the expert to the young technicians with the objective to reduce the experience gap.
