Responsibilities
Inter & Intra-organizational Liaison:
• Liaison of all contractual activities within the company and respond to all contractual enquires during pre and the post-award state initiating appropriate actions to ensure they are resolved under the organization's policies
• Management of coordination with external organizations on contractual matters; resolving of critical issues through negotiation and agreement
Contracts Administration & Management:
• Have in depth knowledge of Contract’s terms and conditions used in Oil/Gas/Industrial sector of Qatar companies such as Dolphin Energy, Qatar Petroleum, Qatar Gas, NOC etc.
• Drafting new Contract documents of procured activities i.e., goods & services; which includes recitals, scope specific special & general conditions, technical scope, price schedule, financial conditions and other appendixes.
• Contract risk reviews; analyzing contract risks relating to liabilities, indemnities, guarantees, variations, payment terms, insurance requirement, etc., and recommending strategies to overcome associated risks
• Negotiation on contracts terms and conditions with client and for procured activities as per company policy; in order to protect safeguard company from all open contractual risks
• Contract management of all post award contractual matters e.g., variations, invoicing, dispute resolutions, insurance and contract close outs.
Commercial Reviews:
• Top-down commercial reviews - carrying out reviews of the price proposals prepared by supplier / vendor / internal departments. Evaluation of the price based on man-hours/unit, price/ unit, price/ man-hour, major cost elements % and previous similar projects price analysis
• Complete bottom-up cost analysis of cost sheets to check for all cost elements are considered and adjusted as per Company requirements
• Risks register preparation i.e., measuring different commercial and technical risks & opportunities for project; calculation of financial impact and contingency
Tender Management:
• Tender management through review of ITT, ITB documents, attending site visits, tender clarifications, technical submission compliance, price schedule preparation
• Procurement: Acquiring quotations for all procured activities and preparation of comparative statements, negotiation on contractual terms and pricing, issuance of PO and singing of agreement
Accomplishments
• Successfully handled Estimation &Subcontract selectionof major Turnarounds of Qatar Petroleum TA 2015, Qatar Fertilizer TA 2018, Qatar Chemical TA 2015 & 2017 and EPC / Retrofit jobs of Qatar Gas, Dolphin, Q-Chem, RLOC, QAPCO estimating about 450 M QR.
• Effectively handled Contract Claims for Qatar Petroleum TA 2015 and Qatar Chemical TA 2017.

Leadership & Team Building
• Leading Estimation and Cost function with focus to achieve results, improve quality of work and ensure execution of task in best professional manner

Estimations & Tendering
• Overseeing the management of entire estimation process to ensure accuracy, professionalism and in line with Company norms
• Preparing various types of cost estimates (e.g., project cost estimates for Tendering, claim/ variation estimates, etc.), complete schedule of prices and unit rates for tenders of the project in line with system and in coordination with senior project staff
• Carried out Estimation and prepared Proposals of EPIC, Revamp, Construction & Turnarounds Projects of Oil Refineries, Gas plants, petro-chemicals & Fertilizer and so on
• Collaborating with the Engineering Subcontractors for preparation of deliverables such as Bill of quantities, Material take offs and technical specifications
• Acting as a resource for best cost engineering and estimating practices
• Engaged in setting up and maintaining cost management database, up-dation of Company norms and ensuring updating information is incorporated in new estimates
• Coordinating, preparing and compiling the complete professional proposal documentation, both technical and commercial, for submission to clients in line with client bid documents and tender deadlines
Subcontracting / Outsourcing
• Preparation of RFQ documents which includes scope of work, special & general conditions, price schedule, financial conditions and other contracts requirements
• Review of quotations from the suppliers and outsourced activities as per MTO specifications, preparation of comparative statements and selection of technically qualified and competitive supplier
• Negotiation of Contractual / Commercial / Technical terms and conditions with suppliers/ outsourced activities to be in line with Company policy and procedures
Variation Claims & Invoicing
• Monitoring preparation of contract variation claims for contract variations, supporting these claims with necessary evidences and submission to Client
• Checking & verifying invoices/progress payments, timesheets & plant/equipment usage reports to ensure application of adequate controls for project related cash payments.
Budget, Cost Monitoring & Reporting
• Ensuring effective preparation of Budgets for new Project and up-dating of Budget during course of the Project
• Monitored & Evaluated Project Cost & Schedule using Earned value management techniques. Measuring cost and schedule variance
• Collaborating with all relevant sections within the company, concerning project planning, monitoring, and execution and budgeting
• Execution of Project related to up-gradation of Fire water network of the plant, which involves installation of new pipe line, up-gradation of pumps and installation of new sprinkler system
• Procurement of projectrelated and capital items, which includes finalization of specifications, raising of request in ERP system, acquiring quotations and preparation of comparative statements, selection of technically qualified and most competitive offers, receipt of material
• Overseeing Complete tendering process, i.e., issuance of tender notice, preparation of ITT and Bid documents, collection of tenders through single/two stage bidding process, technical evaluation of bidders, commercial evaluation of technically accepted bids, finalization of contract; signing of final contract
• Contracts administration & management during pre and post award of contracts up-to project completion
• Carried out preventive/ corrective maintenance, installation and commissioning of vacuum insulated pressure vessels of plant, cryogenic centrifugal pumps and associated piping
• Outsourcing and selection of contractors to carry out maintenance activities such as crane suppliers, argon welding of tanks, civil construction of foundations etc.
