Planning and coordinating the safe and efficient receipt, loading and dispatch of the lifting deep sea oil tankers and LPG carriers calling Zueitina Oil Terminal, in accordance with the planned shipping program, being responsible for the maintenance of all marine equipment, and for the safety of personnel and facilities and for the timely and correct application of the emergency measures according to the contingency plans.
Supervising the day-to-day operation of the deep sea oil Terminal and its facilities which include Monobuoy, two multibuoy mooring berths and LPG dock. Exercised discretion in the allocation of berths having regard to the limitations of the vessel concerned, prevailing and anticipated weather conditions and potential demurrage costs.
Giving advice as to whether the Port should be closed due to poor weather conditions, bearing in mind safety, continuity of operations, storage situation, pump availability and shipping program.
Preparing and justifying the Budget forecasts and maintenance program for all Marine utilities.
Directing the use of all floating crafts and ensuring that they are kept in class. This includes tug, Work Barge and five Launches/service boats. Supervising the maintenance of launches, barge, tug, buoys and lights.
Planning the manning of the department.
Plans and pilot proper mooring and unmooring of various passenger ships in the Bay of Kotor in timely manner.
Beside the regular duties of Mooring Master/Offshore Marine Pilots, planning, directing and coordinating the safe and efficient receipt, loading and dispatch of the lifting deep sea oil tankers and LPG carriers calling Zueitina Oil Terminal, in accordance with the planned shipping program, being responsible for the maintenance of all marine equipment, and for the safety of personnel and facilities and for the timely and correct application of the emergency measures according to the contingency plans.
Assisting the Marine Superintendent in scheduling maintenance and carrying out administrative matters, acting as Port Facility Security Officer.
Managing Oilfield/Off-shore Warehouse/Accommodation Tanker as a Floating Supply Base to offshore customers such as Supply Vessels for drilling rigs. Coordinate supply, load control, stability and preloading calculation. Supervise safety drills and emergency training, ballast operations, loading and discharging operations. Ensure safe stowage of hazardous materials, and that all navigation equipment, cranes and all safety equipment, including lifeboats and fire-fighting equipment is properly maintained in a state of operational readiness at all times. Monitor quantities of expendables such as fuel, potable water, drill water, oil based mud et cetera. Ensure all lifting gears are inspected and certified, correctly color coded, maintained, and stowed properly.
Plans and pilot proper mooring and unmooring (CMB, SBM and LPG Jetty) of export tanker in timely manner.
Acting as a Loading Master on the export tanker and inspect the crude oil transferring process. Conduct marine and safety inspections ensuring the incoming tankers implement Quality Health, Safety and Environment Policies & Procedures. Lead pre loading safety meetings on board of the lifting tankers, inspection and maintenance of mooring and loading equipment.
Inspect and make sure cargo tanks dry before loading and sign the required documents as company representative.
Act as terminal representative onboard the export tankers for all export operations, including emergency situations, and for cargo documentation process.
Monitor and check the integrity of the entire export system equipments for preventing any environmental incidents. Inspections and maintenance of mooring and loading equipment. Ensure and monitor the terminal mooring facilities are maintained in order and good conditions at all times.
Advise to the master of the lifting tanker, and safely maneuver the tanker until it is moored to the Single Buoy Moorings, Conventional Berth or LPG Jetty, directs and supervises tanker officers and the ships crews for connecting and disconnecting of cargo hoses to and from ships manifold and monitor the safe cargo loading operation.
Supervises and controls the mooring boats assistance in mooring / unmooring tankers operations.
Resolve all mooring queries and establish a reliable communications between Oil Movement and Lifting Tanker.
Coordinates with Terminal Supt. and Tanker’s Officer regarding cargo requirement, loading / back loading rates.
Ensure that loadings are executed in a safe and timely manner and in compliance with loading procedures.
Commands ship to transport cargo, responsible for overall management of the vessel, in co-operation with the Management and Chief Engineer. The safe navigation and operation of the vessel, as well as its seaworthiness and stability. Enforcement of Company policies, statutory rules and regulations, local rules and regulations. Motivation of the crew in observation of policies, rules and regulations. Verification that specific requirements are observed. Issuance of appropriate orders in a clear and simple manner. Reviewing of the safety management system and reporting its deficiencies to the shore based management. Overriding authority and responsibility to make decisions with respect to the safety and health of life, safety of the ship and the protection of the environment and to request the Company's assistance as may be necessary.
Beside aforesaid Master’s duties.during 2004, acted as ISPS Internal Auditor/Port Training Captain, I had prepared few vessels of PANKAR MARITIME to successfully pass external ISPS audit and ISPS audit by US Coast Guard.
Nautical Inspector and Master’s / Mate’s Examiner in Harbour Office - Kotor, acting as Port State Control Officer, and being in charge for implementing and enforcing SOLAS Regulations in Bay of Kotor, inspecting marine traffic, surveying boats and smaller ships, inspecting local oil terminal and shipyard, coordinating search and rescue operation, investigating accidents at sea and checking sea environment and projects on the coast of the bay, carrying occasionally draft and ullage survey on behalf controlling house from Zagreb.
