Tender and Contracts management
Supporting Contracts and purchasing Teams in revising & preparing new guidelines, procedures and Model contracts.
Study and prepare new guidelines and revision of contract clauses for regular problems faced by contracts teams & stake holders and due to changes in state tender laws and removal of subsidies etc.
Interface between contract, procurement and maintenance department during development, formation of tender documents and ensure strategies are established with achievable milestones, scopes and logistics. Endeavour to adhere to contracting business processes, issue the tender, evaluate received proposals until contracts are signed off and provides support post contracts where requested.
•Compile pre-qualification documents for contractor selection to different end users teams.
• Maintain confidentiality of contracting process for contracts valued up to $400 million, Process variation orders, and evaluate contractor’s performance; recommend final Release certificate and help commercial closeout of Contracts.
Maintain insurance policies, bid bonds, performance bank guarantee;
• In essence acted as a Contract Coordinator during formation, contract development and implementation stages for the following contracts:
- Production related: Oily water evaporation pits management, electrical, mechanical and instrument maintenance contracts, power plant operating and maintenance contracts, Over head line maintenance contracts, Spare parts outsourcing contracts.
- EPC Contracts supervision (March 1993 March 1999): Construction of Crude Dehydration and desalter facilities, Crude residue units (CRU), construction of Tanks, and Re-measurable Type - Installation of Pipelines.
- Services Agreements/Contracts: Deep Drilling land Rigs, Submersible pumps leasing and maintenance contracts, and other exploration and production development contracts.
- Supplier (Single source) contract - Prepare agreement for completion equipment, well head equipment, liner hangers, drill bits, engine spare parts etc.
- Consultancy services on call out basis for information technology services, Hiring of recruitment Agents, Hospital Services Contracts, R & D Pilot study contracts
Site Contracts Administration.
-Site contract administration of time and material, and unit rate type of contracts.
-Establish site contracts handling procedures.
- Conducted site progress meeting to monitor progress, understand delay factors and endeavor to risks to augment progress.
-Consolidate the quantities and evaluate rates upon receipt of the actual quantities based on the (Approved for Construction drawings)
-Issue of Field Instructions (FIs) and Request for Information (RFIs) and follow up resolutions.
-Issue Change orders and claim resolution.
• Jointly prepare project's contracting strategies and plan along with project managers. Ensuring flow down from Prime contract requirements prepare and issue subcontract RFP documents. Though evaluate the proposals in a team to ensure transparency and completeness, take the lead in obtaining approvals, issue letter of award, and execute the Contract document. Commercial administration of subcontracts. Issue request for Budget Proposal to support estimation team and resource surveys,
• Take the lead in claims resolution, verify subcontractor’s invoice and advise release for payment.
• Organizationally report to Project director and provide professional advise for day to date and conflicts and claims when required.
• Follow Fluor’s contracting procedures. Maintain project contract files to company requirements and for audit compliance purposes.
• Evaluate contractor’s performance and obtain final Release certificate and commercial close-out of contracts
EPC - Joined KOC in the engineering team was carrying out EPC works of new oil installations.
Contracts Management - Opted for transfer to contracts Team to handle all domains of contracts management starting from developing strategy of tenders until award of contracts and later consulting role during contracts administration phase covering change orders claims defense etc.
Construction supervision - Erection, and commissioning of elelctricla equipment of commercial projects
Joined as head of electrical in the corporate engineering team to award contracts to build a Glass production company. Upon completion of the project promoted to maintenance Manager to handle a team of engineers for routine maintenance of the plant
Commissioning supervision of Kuwait national Petroleum Corporation Refinery Expansion project.
Upon successful commissioning, maintenance of elelctrical equipment.
Joined as a management trainee in the engineering team to supervise EPC works of new fertilizer project and later transferred to maintenance team to handle routine maintenance of fertilizer plant
power systems
