I am part of Projects division of Engineering department. Here we focus on MOC Projects of small to large scale from identification to execution. I am responsible for administration of existing construction and engineering contracts and also to conduct bidding of new long term construction, engineering and PMC contracts along with one EPC contract ($ 100+ MM). Here I have major contribution in changing the existing contracting strategies, award criteria and developing new execution and administration procedures along with handling complex contractual matters.
Construction contractors/bidders include AYTB, NSH, OLAYAN, ANBEEB, EXPERTISE, SUWAIDI and SISCO. Engineering contractor and PMC bidders include WOOD, WORLEY, KBR, SNC-LAVALIN and SCE. EPC bidders include TECHNIP, JGC, WISON, HYUNDAI, TECNIMONT and CTCI.
ASU & IGCC Projects are part of Aramco Refinery Complex in Jazan Economic City. ASU Project has been declared world largest air separation facility, worth of 2+ B$. Jazan Gas Projects Company (JGPC) will operate the plant with AP. While IGCC is of worth 12B$ Asset. I have administered NSH and TCC (General Contractors), REDA (Fire Protection), ACBI (Storage Tanks) at ASU and now at IGCC i am engaged in pre-award phase with multiple scopes and contractors, including SA GES+ contractors. SADARA Project, a world scale Chemicals Complex having 26 Units, the ever largest built in single phase, was 20+ B$ in worth and engaged world excellent companies like KBR, FLOUR, TECNICAS REUNIDAS, LINDE, JGC, FOSTER WHEELER, JACOBS.
PO Project was started in late 2012 with our Contractor TEKFEN (Turkish company) with an initial budget of 123 M$. Contract was awarded on the basis of FEED packages and SADARA took the risk of Quantities and Scope Variations emerging during execution phase with Parties having undergone a massive exercise of Quantities Re-measurement, Scope Variations and Disputes resolution.
The closing cost of the Project is 210+ M$ with all issues resolved in all fairness and reasonability.
Qatar Petroleum awarded DESCON, the first time, its major turnaround (45 days), worth 100+ MQR. 60% scope was covered under Subcontracting and nominated Vendors and it was a real challenge to materialize about 15 major agreements within a span of just 3 months. I was successful in securing the targets.

It was UAE’s biggest gas processing plant project with a total worth of 4.7 B$ on-site construction and about same for off-site facilities. DESCON was the execution contractor of JGC with 200+ M$ contract; for Civil, Structure, Mechanical, Piping, E&I and Pre-commissioning. The project offered me a unique opportunity to independently deal Subcontracting.
It was my first project under client ship of Bechtel on 1.2
B$ Project. Descon was the execution contractor of
Bechtel with 65+ M$ contract; for Civil, Mechanical,
Piping, E&I and Pre‐commissioning.
