Advisor to HE the Minister - National Transformation Plan (NTP)
• Advisor on the Economic Growth Diagnostic, Product Space, and Policy Implementation Support Project
in collaboration with the Harvard Kennedy School - Center of International Development (CID)
• Led the Economic Offset Project; including the evaluation of the Offset strategy and implementation
plan, negotiation with Offset obligors on overdue funds, and facilitation of technology transfer to KSA.
• Advised the Minister on several projects including:
o Development of the strategy and operating model for the Strategic Development & Research Center
o Development of the strategy and operating plan for the Deputy Ministry for Sectorial Affairs
• Developed a White Paper on Promoting Entrepreneurship and Innovation in KSA through privatization;
the paper involved research and interviews with key stakeholders in the entrepreneurship ecosystem.
• Developed a benchmarking study on Offset Equity Funds and the potential of establishing them in KSA
Management Consultant aiding clients assess and structure businesses to better achieve goals.
• Project manager of the Saudi Fisheries Sector strategy design; performed budgeting, resources allocation,
quality assurance, and tracking and reporting.
• Supported Tatweer Education Holding Company (a government owned Investment Company) in the
feasibility assessment for the National School Meals Program and in the development of the strategy for
the “Entity” responsible for implementing the Program.
Manager of the Solid Waste Management (SWM) transformation strategy implementation.
• Actively supported the PMO to implement the transformation initiatives, and led monthly progress meetings.
• Represented the Governorate in the negotiations with SWM companies to amend the current contracts.
• Actively participated in the development of the Model SWM strategy and master plan for the Cairo Governorate.
• Acted as the key organizer and facilitator in the Conflict Resolution Supreme Committee for SWM; the Committee was the first successful initiative for conflict resolution in seven years, and results were approved by Public Leaders.
• Organization structure implementation of a major telecom operator in Saudi Arabia.
Identified and prioritized all organization changes and developed initiatives to implement them.
Assisted in the handover of leadership and the definition of new roles, functional interactions, and required skills.
Developed new processes based on the new structure and updated existing ones.
• Total cost transformation of a major telecom operator in Saudi Arabia.
Supported the client to implement cost saving initiatives to achieve cost optimization.
Developed charters, KPI’s, and work plans for high priority initiatives.
Designed the PMO structure, roles, processes, and communication plan.
• Accounting separation & product costing systems development and implementation for a telecom operator in Egypt.
Designed the new accounting structure and processes to improve cost booking and review.
Delivered training to client staff in multiple geographical locations on the new accounting structure and processes.
Completed a pilot project to implement the new system and processes in five geographic locations.
• Organization restructuring of the Ministry of Finance in Egypt.
Redesigned the organization according to best-in-class ministries of finance.
Developed a comprehensive operating model for the Minister’s office and the transition plan to the new Org. Training courses include:
Telecom Mini MBA - Public Private Partnership Program, The Harvard Kennedy School of Government.
• Completed a company strategic audit, including SWOT analysis, & recommendations.
• Initiated and led innovative pilot projects that were transformed to profitable telecom services.
• Developed Go-to-Market strategy for Thuraya Telecom satellite mobile services in Egypt.
• Performed Sales Force assessment and optimization for Vodafone Egypt.
• Initiated and supervised various initiatives to optimize operations and generate new revenue streams.
