Dammam Independent Sewage Treatment Plant (ISTP). The project is the first ISTP to be awarded by the Saudi Water Partnership Company (SWPC) to investors under a Build- Own- Operate-Transfer (BOOT) model, the consortium which consists of three companies (Orascom, Metito and Mowah) stablished Dammam West Company for Water (DWCW) as a project's company or special purpose Vehicle (SPV) to manage the project. The project is contracted to EPC contractor to carry out (civil, mechanical, electrical and instrumentation) works includes three years construction and 22 years O&M. The STP capacity is 200, 000 m3/d (peak 320000 m3/d) with future additional stage of 150000 m3/d. the project consists of:
1- All needed structural works (inlet headworks structure, balancing tank, primary clarifiers, biological reactors tanks, secondary clarifiers, Fenton reaction tank, chlorination contact tank, an aerobic digesters, digested sludge tanks, solar drying building, distribution chambers..etc)
2- Electromechanical works (mechanical screens, different types of pumps, scrubbers, diffusers, blowers, mixers, disc filters, belt filters, centrifuge thickeners, generators, substations (RMU’s), MCC’s with all cabling & wirings
3- Instrumentation and control works (all instrumentations and control system using SCADA and PLC’s)
Delegated by Artelia to represent the owner DWCW to cover the role of Sr. Project Manager & Technical Director reporting directly to the Executive Manager (EM), Hayder was entitled to:
1. Represents DWCW regarding the coordination between the owner and different stakeholders in technical subjects
2. Heads the site technical team to follow up the technical submittals (shop drawings and construction materials)
3. Lead the Site team to monitor the different work activities (civil, mechanical, electrical and instrumentation) carried out by EPC contractor
4. Coordinates with owner’s engineer regarding the design submittals and issues
5. Follows up/reports the work progress at site
6. Reviews/approves/follows up the contractor HSE & QC plans and other relevant submittals
7. Interviews/approves the new senior technical staff
8. Participates in preparing the payments to the client
9. Chairing the meeting with EPC contractor
10. Participates/prepares meeting with other stakeholders
11. Reviews payment certificates submitted by EPC contractor before getting it approved by the Executive Manager (EM)
12. Participates with Executive Manager and Contracts Manager in any issue/dispute with the stakeholders
13. Report any non-conformance event
Since he joined Artelia, Hayder added positive value to the project management procedures among the company, also he has been a key factor in the following:
1- Enhancing the progress, when Hayder joined the project team at September 2020, the progress at site was dramatically increased through the intensive follow up of engineering submittals and well planned the work at site.
2- Reviewed HSE plan and other sub-plans, QC plan, Templates, organising project archive…etc
3- Observe/resolve many technical problems in construction and E&M works, particularly the coordination between different disciplines in the project.
As a projects Director/PMO ., Hayder has been entitled to:
1- Ensure all projects are on track and performance as scheduled.
2- Coordinate the common works between projects to best utilization of the available resources.
3- Review the RFP and preparing the tender document for the new projects.
4- Participating in contracts review
5- Preparing the take off for projects.
6- Leading the budget preparation for the projects
7- Interviewing and Recruiting the key staff for projects
8- Setting off the agreements with subcontractors
9- Preparing mobilization budget and requirement
10- Negotiating with clients and other stakeholders regarding any matters related to the projects.
11- Review any opportunity for variation and preparing the variation claims accordingly.
12- Following up the work progress in projects, suggesting/instructing the proper procedure to avoid any delay and resolve any issues that may hinder the project’s progress or affect the cost.
During his service with THABAT, Hayder added positive value to the project management procedures among the company, also he has been a key factor in the following:
1- The successful mobilisation and start-up of Kharj STP project where he led the team mobilization and project’s start up.
2- Participate in bidding for Salboukh, were he provided the valued advises to bidding team to avoid any misunderstanding for the project scope.
3- Negotiate with the client National Water Company NWC about the final price for Salboukh project during tendering.
4- Negotiate with the client MODON about the final scope, prices and requirement.
5- He reduced the mobilization cost for MODON project by SAR 5 Million.
Project: Construction of AL-Haram Mosque Strategic Water System.
The Project owned by National Water Company (NWC), was consisting of two subprojects:
Project #1: Design & Build of medium voltage pump-station of 56 MLD with 15km/1000mm, 1200mm, 1400mm transmission pipelines.
Project #2: Design & Build of four strategic steel reservoirs of total capacity of 560, 000m3.
Acting as Consultant’s Project Manager, Hayder was entitled to:
Setting the project’s supervision team and resources
Acting as a point of contact between different stakeholders.
Acting as technical advisor for the client, and reporting to the client about any project’s issue, suggesting solutions for technical and contractual problems.
Reviewing and be well versed with all details of contract documents, including client’s requirements/project Scope, terms & conditions, design criteria, design drawings, approved standards, BoQ, addendums and any other relevant documents.
Check and be fully aware about all works activities, sites nature, work environment, probable obstructions and risks…etc.
Chairing/Attending all meetings starting from project’s kick-off meeting, prepare Minutes of Meeting (MoM) and circulate it to all relevant parties.
Reviewing/Approving/Modifying/Rejecting all project’s plans, like EHS plan, Quality plan, time management plan (Schedule), resource management plan (Mobilization/Demobilization), procurement plan, communication plan…etc, in accordance with contract’s terms and conditions.
Be aware of key stakeholders and understanding their requirements, power and level of engagement.
Reviewing/Approving/Modifying/Rejecting designs, drawings and MoS’s submitted by the contractor(s)/subcontractor(s), in accordance with contract’s terms and conditions. Reviewing/Approving/Modifying/Rejecting the variation/change requests/proposals issued by the contractor(s), in accordance with contract’s terms and conditions.
Review the client's variation orders (VO) and ensure the validity and lucidity of the (VO), accordingly advise the client whenever there is any non-conformance of the VO with contract’s terms and conditions.
Attending work tests like material inspection tests (in factory and onsite), soil tests, concrete tests…etc.
Ensuring the commitment of project’s team with the laws and regulations of the relevant country.
Ensuring the commitment of project's team with EHS regulations and guidelines, to prevent any accident/injury.
Managing the communication between all relevant parties, ensuring all information are clear, accessible, and well understood by them.
Prevent/resolve any conflicts/disputes between the project’s parties.
Act as a neutral referee whenever a dispute emerges between the client and contractor(s).
Ensure that any negative impact of any project’s activity is remedied, and the situation of any site/thing is recovered to its original status as before the work commencement.
Review payment certificates, approve/amend/reject it, in accordance with the contract terms and conditions.
Hayder has successfully led the team to perfectly carry out all tasks assigned to them, through the full awareness of client’s requirement and thorough understanding of technical specification and contract’s terms and conditions, which led to the revocation of many variation claims requested by the contractors with total value of SAR15 millions, and has been rejected for their invalidity by the consultant in accordance with the contract’s terms. Furthermore, the consultant team have modified some works that cut the cost, by SAR1.5 million, particularly via the modification of pipelines routes and arrangements. Accordingly, the project’s team accomplished the closure of that vital project as per the scope and within time, cost and quality requirements and perfect EHS performance with zero Lost Time Injury LTI.
• Project: Construction & Rehabilitation, Commissioning, Operation & Maintenance of (SWTP’s, STP’s, 90 pump stations, pipelines, reservoirs) for Abu Dhabi Irrigation System.
Acting as contractor’s project manager, Hayder was entitled to:
Review and negotiate the contract’s terms & conditions.
Leading the design team in the works that required to carryout the design by ELNITCO, like pump stations and pipelines.
Oversee the preparation and implementation of EHS plan, QC plans, time management plan (Schedule), resource management plan (Mobilization/Demobilization), procurement plan, communication plan…etc, in accordance with contract’s terms and conditions.
Prepare risk assessment, train the staff on how to asses risks and prevent, avoid or mitigate it.
Work to KPI, and increase the team awareness about KPI concept and requirements.
Oversee work progress and guide the team to improve the performance to meet the KPI target.
Attend all meetings, discuss any issues related to the work and report the MoM to my top management.
Issue work statements; prepare and submit the payment certificates to the consultant, and follow up the payments until the receipt of it.
Prepare variation orders and review the clients change orders before get it approved by top management.
Communicate and negotiate with stakeholders to resolve any issues related to the project.
Lead the team to perform testing and commissioning procedures for the new assets.
Prepare Initial acceptance certificate PAC & final acceptance certificate FAC
Lead the project take-over by the client, project closeout and demobilization process.
Achievements:
- Improved the project financial situation by cutting the cost by 30% through the effective management of human resources, resulting in building professional team and reduction of the manpower cost by 20%.
- Achieved the targeted KPI and reduced the deduction, which has been previously applied by the client, from 10% to zero.
- In Addition, Hayder participated, as a key member, in the negotiation team who negotiated with the client about Elnitco’s claim to increase the contract's rates, according to the inflation index, as indicated in the contract documents. Elnitco succeeded to get variation order by increasing all contract’s rates by 25%, at the same time Elnitco got an extension of time for two years, which was considered a great success for the negotiation team.
- Completed all projects under his responsibility within time, cost and as per the agreed quality, with zero LTI.
Project: Design, Construction, Operation & Maintenance of Petra Wastewater Treatment Plant (WWTP), Lifting Stations and Sewerage System
As a project manager, representing the client Ministry of Water & Irrigation (MWI), Hayder was entitled to oversee and resolve all issues related to the project throughout its cycles from start up to successful close out, including, but is not limited to; design review and approval, contract documents review, monitoring the time schedule and milestones, approving and ensuring the implementation of EHS plans, payments approval, communicating with other stakeholders, chairing all meetings, attending testing & commissioning procedures, approving (PAC), taking-over procedures and (FAC). Hayder led a team of 15 engineers and technicians to overcome all obstacles, accordingly, they as a project team achieved the successful closing of that project as per the scope, and within cost, time and quality, and perfect EHS performance with Zero LTI.
During O&M phase, Hayder led the project’s team to run the WWTP (Capacity in 50 MLD) efficiently, by lowering the O&M cost through the utilization of available technology and tools, like CMMS program which is efficiently tracking the resources (manpower, materials, equipments, store ..etc), and getting high quality of treated water, also, he led the campaign to increase public awareness about the value of treated wastewater for irrigation purposes, which enhanced the reuse of treated wastewater in agriculture, particularly for fodder production.
As a Process / O&M engineer for Drainage System and Wastewater Treatment Plant / Ma’an city, Hayder was one of the team members who were supervising the construction activities for new extension of Ma’an WWTP and sewerage systems, house connections, including the review of design and other submittals like drawings, Methods of Statements (MoS’s), and materials submittals, Material Inspection Reports (MIR’s), Work Inspection Reports (WIR’s), issuing Non-Conformance Reports (NCR’s), Permit To Work (PTW’s), work progress and reporting to his managers, jointly with his colleagues, Hayder attended all testing, commissioning and taking over procedures. He continued to work in the same WWTP as plant manager, leading the team to perform the tasks of the plant O&M including process control, maintenance tasks, coordination with stakeholders, overseeing quality tests, managing the different resources and approving the reports and timesheets.
During his work in that big company, Hayder was working as process engineer in water and wastewater department, which was responsible to manage the design and construction of new WWTP and allied facilities, besides the daily operation and maintenance works. That work provided Hayder with a good experience to move forward in his career in water & wastewater field.
During that period, Hayder worked for Chemical Industry company as O&M engineer in water & wastewater treatment, he gained the required experience to start his engineering career which guided him to focus on water and wastewater industry.
