• Represents the Logistics & QHSE Manager on construction job sites.
• Assists the Logistics & QHSE Manager in the establishment and management of the safety
program and in the identification and mitigation of hazards to persons and property.
• Assist the Logistics & QHSE Manager in developing Safety Performance Indicators and Targets and helps communicate findings to staff and assist in implementation of the mitigation strategies.
• Provides oversight to the new hire safety orientation process and other safety related training.
• Assists in development of the Project Health, Safety and Environment Plan.
• Implements the Project Health, Safety and Environmental Plan.
• Reviews and advises on safety requirements in the Method Statement and Activity Hazard Analysis (AHA).
• Reviews risk assessments for upcoming work and provide technical assistance to the safety planning process.
• Receives, reviews and distributes safety inspection reports with recommended corrective actions.
• Audits and inspects the job site to detect and correct safety hazards.
• Audits the job accident records and periodically prepare an audit report of these records.
• Represents management during safety inspections of the job site by regulatory authorities.
• Verifies proper maintenance, calibration and operation of all safety equipment.
• Leads the weekly HSE meetings with the contractor and participates in site safety training.
• Takes a pro-active approach in resolving potential hazards at work site.
• Verifies agreed safety standards and applicable regulations are enforced by the contractor.
• Reports Near-misses and safety statistics each month.
• Maintains and applies knowledge of current policies, regulations, and industrial processes.
• Reviews “Permit to Work” procedures and log.
• Carry out record, document and issue daily, weekly & monthly, site safety inspections, audits and reports.
• Develop, monitor and conduct site wide HSE induction for multi-national contractors, employees and visitors.
• Performs other responsibilities associated with this position as may be assigned.
• Ensure safety working conditions at work premises & assist the management in all HSE Risk management for all projects.
• Deal with Oil and Gas fire; Hot work standby’s; Extinguisher Maintenance Breathing Apparatus Maintenance; Emergency Control Operations; Safety inspection of fixed installation.
• Operation of various portable, fixed Fires Fighting Equipment; Basic training on scaffolding given to employees; Training of Lifting Equipment and Gears; Accident and fire investigation; Ensure compliance of evacuation plan during emergency; To provide First Aid to the field employees.
• Work out safety plans for the operations & projects.
• Monitor the implementation & operation of safety rules & regulations and ensure no activity will damage environment quality.
• Responsible for day to day inspection & prepare periodical reports; ensure that HSE system keeps required standard.
• Ensure correct reporting for accidents & other dangerous occurrences & the certification of equipments and devices.
• Scrutinize operations on sites with regard to safety systems of work including protective equipments, materials & sub-contractors.
• Ensured that the test certifications are obtained and renewed in time.
• Ensured that all statutory documents are correctly maintained at all times & made available to the Company & Government Health & Safety Inspectors.
• Carry out periodic HSE training for staff &employees to express commitment, enhance relationship and encourage them to work in a safe way.
• Educate employees how to be precautious on “exposure to toxic & hazardous substances” and to take precautions while working with compressed air, operated tools, use of lifting appliances & gears.
• Inspect fire extinguishers & firefighting equipments, machineries & tools to ensure safe operation.
• Ensure that all hazards are identified and all preventive and mitigation measures are taken.
• Compiled Safety Statistics on injuries, near-miss, incidents & recommend safe working practices wherever necessary.
• Prepare permit & issue permit for work inside the refinery etc.
• Implement a proper waste management system; housekeeping system in work places, accommodation & maintain social hygiene.
• Responsible for HSE issues & monthly audits for all labour camps.
EDUCATIONAL QUALIFICATION B.Com degree from Karachi University – Approved by Ministry of U.A.E HSE QUALIFICATION City&Guilds NVQ Level 5 Diploma in occupation health and safety practices – London/United Kingdom IWCF (International well control forum) Level 1 program certificate – London/United Kingdom IOSH Managing Safely Certificate – London/United Kingdom NEBOSH IGC (International General Certificate) Level 3 Certificate – London/United Kingdom First Aid Fire Fighting Course-Level 1 – Approved by Ministry of U.A.E LINGUISTICS IELTS (International English Language Testing System Qualified 6.0 BAND) COMPUTER / INFORMATION TECHNOLOGY TRAININGS Certificate in Microsoft Office Advanced Level.
