•Lead the implementation of an empowering methodologies for program management within Public Private Partnership (PPP) Programme to which involves the design, build, commissioning, financing, maintenance, insure, and transfer of Sixty (60) schools and associated facilities in the cities of Jeddah and Makkah.
•In conjunction with the project team, develop the predevelopment, preconstruction and construction methodologies to enable the most efficient and effective delivery of the program.
•Liaise with other cross-functional departments to ensure accurate, timely scheduling information using various systems and tools that facilitate decision making and address unresolved risks or issues with the right stakeholder internally or externally.
•Participate in and Support / Lead the implementation of 4D, 5D and other work plans.
•Support the project team by developing and status of medium and short-range Schedules.
•Undertake delay analysis and schedule requirements for the mitigation plans and the associated assessments of EOT of the Building Contractor claims and potential claims for the program.
•Liaise with other project management team to understand domino effects of EOTs and interdependency delays upon Assets, Projects and Phase.
•Perform qualitative and quantitative risk assessment using Primavera Risk analysis software to perform Monte Carlo simulation risk analysis besides Latin Hypercube simulation in order to calculate a distribution of possible total project cost or completion dates and the individual project risks have the most potential impact on project outcomes.
•Monitor the program metrics by forecasting, analyzing variances, and utilizing trend/ causal analysis at both program- and project-level components in order to determine if and when controlling activities, such as corrective or preventive action, are needed to bring the program back in alignment with the strategic priorities.
•Develop schedule approach, based on the unique characteristics of the project, including EEF and OPA, for procurement and construction of pumping station, two strategic water storage tanks, and a substation in Royal Commission of the Saudi Arabian Government.
•Develop the WBS, OBS, CA, and work packages through communication with subject matter experts and stakeholders and analysis of the contractual commitments in order to ensure completion of the project scope.
•Establish the Performance Measurement Baseline (PMB), using organizational processes and standard techniques, in order to enable performance measurement and management.
•Collect activity status at defined intervals from activity owners via reports, meetings, inspections, or other standard procedures in order to update and review the project progress.
•Collect resource information and updates via reports, timesheets, meetings, inspections, or other standard procedures in order to report on resource utilization and availability.
•Update the schedule model and document schedule baseline changes, received through formal change-control processes, in order to maintain an accurate schedule and facilitate forensic schedule analysis, if required.
•Provide senior management and other stakeholders with status updates and impact on schedule of corrective actions, as defined by the communication management plan, in order to maintain stakeholder awareness.
•Conduct Project Schedule Review meetings to communicate schedule issues that could impact
the delivery of project scope or adherence to the schedule management plan.
•Evaluate final schedule performance against baseline schedule, scheduling approach and the implementation using standard scheduling tools and techniques, including solicitation of feedback from stakeholders, in order to identify lessons learned and develop best practices.
•Distribute final schedule reports, including earned value management calculations and variance analysis to the stakeholders.
•Deliver timely, accurate and integrated project controls information that facilitates a clear understanding of the performance of the infrastructure schedule model and its component projects in relation to planned targets.
•Ensure data integrity is maintained through the lifecycle of the schedule model.
•Periodically updating schedules to include scope changes, latest progress, and delivery information.
•Set the work program and target milestones for each phase based on the project plan.
•Monitor critical activities based on the project schedule and advise project management.
•Prepares and submit updated work program and cash flow curve showing actual progress and identify areas of weakness and establishes means and methods for recovery, if any, as well as new critical activities.
•Report to the Project Manager about the current work progress, make a comparison between plan and actual progress, and study the impact of alternative approaches to work.
•Prepare and submit a delay analysis report based on project status.
•Assists in preparing work program, cash flow and manpower histogram for tenders.
•Provide Earned Value Management (EVM) across the schedule model, using Earned Value Analysis (EVA) tools and methodologies to develop, track and interpret earned value metrics, perform variance analyses, and cost forecasting.
•Manage the collection and maintenance of all information that supports the reporting of progress, measures achievement, and exception and variances against planned performance / expected benefits in KPIs.
•Participate in project meetings and discussions with the Client as required.
•Provide schedule development, maintenance, monitoring, and controlling. Also, report and assess the schedule control thresholds.
•Establish contract milestones for the total project and implement schedule resource loading and leveling. Maintain the development of scheduling standards and procedures.
•Ensure planning development for the different levels of the schedule hierarchy: contract, and detailed activity planning within a project, and Coordinates the timely, systematic, and complete acquisition of scope definition and related data.
•Prepare claims for additional time due to schedule impacts through dynamic analysis recommended by the Society of Construction Low.
•Coordinates development of all bulk commodity release and installation curves. Integrates appropriate manpower requirements for each discipline/specialty relative to the overall project needs.
•Determines quantity and manpower levels in support of the project needs and schedule philosophy.
•Compare actual earned progress to forecast earned progress. Update and monitor project progress, if delayed, advise mitigation actions to meet the schedule and further analysis to support the project management team.
•Provide development of various types of reports/KPI’s/Dash Boards to reflect the status of projects with visual aids such as bar charts, graphs, and dashboards.
•Interface with Client, project team and sub-contractors to ensure successful project delivery.
•Develop and follow-up the detailed procurement schedules.
•Establish baseline programs, recovery programs and monitoring adherence and providing critical analysis.
Responsible for site inspections in order to control quality as per quality management plan.
•Responsible for checking the contractor’s submissions and shop drawings.
•Responsible for responding to the contractor’s requests for information.
•Responsible for liaising with the inspectors, surveyors and materials inspectors with regard to the timely processing of the requests for inspection (RFI) to ensure there are no undue delays.
•Involved in Planning and scheduling related tasks.
•Preparation of target schedules for contractor on weekly and monthly basis.
•Preparation of Monthly/Weekly Progress Reports/presentations.
•Responsible for verification of IPC’s (Interim payment certificates).
•Client’s Coordination as per the Instruction of Resident Engineer.
