• Strategic Project procurement Engineer & Implementer with experience in handling the projects procurement in Oil & Gas, Industrial, Offshore and Marine sectors. Mainly focusing on EPC projects procurement and execution as per final FEED requirements, profitability, legal contract finalization, Negotiation, Engineering co-ordination, end user satisfaction and delivery functions by ensuring optimal utilization of resources.
• Perform all pre-award and post award activities for the procurement of upstream project goods in a cost effective, timely manner and in line with policies and procedures in order to meet the needs of the Projects, Technical Services and Operations Division.
• Prepare contractual and commercial aspects of any project tenders, in consultation with the user departments. Prepare and compile tender/contract documentation, with legal and finance groups to ensure viability, legality, interpretation and ease of administration.
• Develop the bidders list(s), including any pre-qualification exercise and evaluations required.
• Perform tender administration activities, including preparing tender clarifications, tender bulletins, and conducting pre-tender meetings.
• Prepare purchase orders related Projects, Technical Services and Operations, as requested by user departments, ensuring review and approval by the relevant parties.
• Perform all necessary post-award administration and follow-up in order to manage the implementation of the purchase orders, including vendor management, commercial management, expediting and internal coordination with relevant departments.
• Perform procurement and sub-contracting follow-up with the EPC contractor for the entire supply chain cycle, including but not limited to the review of tender documents, bid evaluations, vendor approval requests, expediting activities etc. to ensure all project requirements are met.
• Review, advise and negotiate revised terms, variation order requests, change orders, claims etc.
• Coordinate the final close-out of completed purchase orders by ensuring proper resolution of all outstanding issues and/or disputes with contractors.
• Administer 3rd party quality inspection of project goods as applicable.
• Oversees all Project Procurement activities - monitor and report progress, prepare Procurement Status Report to Project Management Team.
• Worked in Techno-Commercial ground for FEED Tender preparation for implementing the specification for Common cooling water system (CCWS) Phase II & III at Ras Laffan along with Technip & Medgulf.

• Handling Pre-Qualification of suppliers, Sourcing, Award and Expediting of Project related Purchases for Materials, Services and Subcontracting including expediting and logistics.
• Maintaining mutually co-operative relationships as well as respect for organizational benefit with Govt. organizations, other locals and international clients and various other senior management professionals
• Preparing in bids and managing complete bidding process right from the initiation of the Request for Proposal (RFP) till complete submission and reinforced winning potential.
• Liaising with client for smooth payment flow.
• Defining program goals & identifying detailed WBS for individual projects and ensuring projects were effectively resourced and managed relationships with a wide range of groups, including all internal and external project contributors.
• Review of Tender Documents for RFQ issuance.
• Coordinate with Engineering for Technical Clarification and Technical Bid Evaluation.
• Issuance of Commercial Clarification and facilitates Commercial Bid Evaluation.
• Coordinates Pre-Inspection Meeting and Field Expediting/Desk Expediting.
• Finalizing the Vendor Documents Register List considering all project related documents are listed by vendor.
• Coordinates with Inspection Department for Inspection Coordination and Inspection Release Certification.
• Logistics and Site Hand Over.
Managing all site related activities i.e. GRP/GRV/GRE Pipe installation, Lamination and Adhesive Jointing,
Support Installation according to Construction Isometric drawings.
• Technical Bid Evaluations (TBE) and accordingly prepare the techno commercial offer.
• Detailed contract review and contract execution with profit.
• Float Tender and managed to hire subcontractor for site execution work.
• Arranging Material Take Off (MTO) with the help of lead piping design engineering team.
• Track sales budget weekly & monthly and review the progress and shortfall.
• Maintain customer relationship & manage major accounts.
Responsible to make a detailed contract review by highlighting critical areas so as to safeguard
company interest and understand client requirement.
Coordinating with Technical, Planning, Production, Delivery, Site Services and Dynaflow (STRESS
ENGINEERING COMPANY) in order to receive proper feedback for execution as per project plan.
Liaise with sales to complete order / contract check list and set up and chair the internal Kick - off
meeting to have clear understanding of project details at award stage.
To check engineering documents versus the client requirement in order to minimize excessive revision
on technical / engineering issue.
