Responsible for and Commercial Management and Contracts & Procurement Management of Civil Engineering projects (Roads & Bridge Construction, Intelligent Transport Systems, Roads and Facilities Maintenance and Facilities Buildings Projects for both Pre-Contract and Post-contract stages including as follows:
A- Tasks during Pre-Contract Stage
- Managing the cost planning and cost estimates at the pre-contract stage of the project
- Managing Tendering Procedures, with responsibility for Accuracy and Completeness
- Prepare Terms of Reference for Consultancy Services and Tendering Documents for Contractors in coordination with Concerned Departments.
- Undertake cost analysis during pre-contract stage to advise the Client and compare with benchmarks.
- Advise on suitable procurement strategy.
- Negotiate the received Bids with Tenderers in order to obtain best offers.
B-Tasks during Post-Contract Stage
- Responsible for Preparing and Signing of Contract Documents / Consultancy Services Agreement with the selected Tenderer.
- Manage post contract Quantity Surveying Services for the project including Certifying of Contractors' interim and final payment, measurements, Consultancy Design, and Supervision fee, analysis of claims and variation submissions.
- Responsible for Contractual Advice and recommendation in accordance to Contract Terms and Conditions to Concerned Departments and Engineers upon requested
- Responsible for improvement of Contracts and projects for claim mitigation opportunities for methods of delivery, Schedule Optimization, time and Cost Saving.
- Evaluate the Contractors Claims and Assists
- Review of the Consultants and Contractors cost estimate for variations and addendum request
- Negotiate the unit Rates and Prices for Variation and addendum request.
- Ensures the accuracy and adequacy of Bonds and Insurance policies s
- Monitoring projects progress to ensure that they remain on budget.
- Identify & Analysis deviations and trends against the budget/Contract.
- Update the project cost data in Contract Managers Programs.
- Track actual against planned projects’ performance and Measure Project Time and Cost Performance.
- Process requests for variation, addendum, and extension of time in accordance with established procedures.
- Reasonable for Closing the Contracts with other concerned, Preparing TOC and DLC.
- Pre-qualification Assessment for Supplier working with RTA.
