The opportunity of wind ranging employment has inculcated a proactive and learning mindset. I have been responsible for the management of the large inventory of equipment held with Corps of Engineers. Experience of a vast variety of Military hardware and software has provided me the ability to translate the user requirements into technical specifications clearly. Contract management/ administration, Implementation of Test/ Trial Procedures, Inventory Control by recommending distribution and authorization scales, Preparation of tender documents thoroughly by including all the details i.e., technical/performance/ functional specifications, delivery period, acceptance test procedures/ inspection of goods/ field trails, performance warranties and guarantees, ensure that the solicitation procedure is fair/ objective/ transparent and payment schedule/ documentation etc, Preparation of a variety of procurement-related documents i.e., contracts, special instructions, letter of credit and acceptance test procedures/ post shipment inspection etc, Technical Advice to clients (Requisitioning units and recipient end users), contract management, contract administration Recommending contract amendments, Representation in Discussions and Meetings, Recommending improvements to the Procurement Procedure and Policies, Guidelines to dependent units for a range of technical and procedural issues, Research and analysis of data from various sources in conjunction with comments of various users and stake holders helps in identifying the key issues, coming to the heart of the problem quickly, formulate opinion, present conclusions and recommending to my superior officer a fair, objective and transparent Source Selection Plan. In order to resolve issues/conflicts for a complex procurement contract carried out successful negotiations with B&H, UK. Participated in the price negotiations of 115 procurement contracts worth over US $ 78 Million. The procured items are but not restricted to CIED equipment, vehicles, military grade equipment, work stations, servers, soft-wares (Remote sensing image interpretation, GIS and digitization) along-with license/ Service/ Network agreements/ Voice/Telecom agreements, map printing papers (various sizes and qualities), inks & spares for printing machines, plotters, high definition flatbed scanners, hand held/ Geodetic GPS systems, total stations, surveying instruments/ accessories, vehicles and aerial photography films. Identified policy improvement, instructions, periodic guidelines, compiled a manual for the issuance, accounting, maintenance/ perseverance, safe handling, transfer, conditioning, depreciation, hiring, depositing to depots and deposal through auction instructions in accordance with best value for money principle. Formulated effective strategies to maximize the benefits of held inventory management through Recommending new equipment for induction, Sentencing the status of Equipment/ Conditioning boards and Recommending Initial Basic Scale of Issue of Spares,
Issue instructions for initial, periodic, special and annual inspection schedule. Design the data feed-back/ collation format during the transition from paper-back reports to E Office Inventory management system recently introduced. Recommending induction of new equipment basing on operational and equipment life cycle requirements. Recommending redistribution of equipment keeping in view impending missions. Participated as a user unit in COE inspections arrival, periodic and repatriation from the mission area in Burundi- ONUB. Carried out the initial acceptance inspections for newly delivered equipment. Processed cases for regularization of deficiencies and surplus and sanctioning cases/ requests for cannibalization/ re-fitment. Overseeing issuance of release and issue orders for controlled and uncontrolled stores through Military operations, ordinance, Electrical & Mechanical Engineering and Weapons & Equipment directorates. Participated in pre-shipment equipment inspections at OEM premises. Processed cases for the financial reimbursement of hired transport/ specialized plant/ machinery. I have been a member of the syndicate for the Army logistics war games. Prepared responses to the audit observations raised by the audit boards. Recommended the scale for training of maintenance staff and master trainers for train the trainer programs by the OEM representatives for all equipment procurement contracts.
I have supervised over 115 miscellaneous construction projects including new construction, renovations and replacements under normal/ highly insecure security environments e.g., SAWAT, BALAKOT (PAKISTAN) and BUJUMBURA (BURUNDI). Been directly responsible to the 10000 tenants for the daily complaints of camps widely spread geographically for maintenance/ restoration of all kinds of housing and external services. Initiating from short-listing of Contractors/ Consultants, preparation of annual project list through presentations/ meetings/ negotiation, preparation/ technical scrutiny of project estimates, annual/ quarterly budget proposal/ cash flow demands, approval of design deviations, approval of user additional requirements, negotiations/ conflict resolution, RRCs of Cement/Steel/ Bitumen, tendering/contracting, finalize logistics/ freight forwarders contracts and processing of Running Accepted Receipts/ Interim bills for payments . Preparation of periodical performance reports. Carryout inspection visits of project works. Project Management/ Critical path management (CPM) approach helps in identifying the priority activities and assignments in the project. Periodic and special reviews were conducted in order to keep the work programs and budget within the planned limits and make determinations on periodic amendments and improvements. Raised the Military Engineering Services branch to its present level in a short period of 4 months. Reorganized the branch in disarray to a fully functional and responsive branch. Cleared the black log of all approved project works for the previous financial years. Stalled/ Sick projects have been restarted after determination of balance works, after cancellation of existing contracts through re-tendering or successful negotiations with the contractors. An overall approx Rupee Rs 215 Mn were saved directly as a result of the negotiations. The standard format of the contract document has been updated. Make/ model of all Fittings and fixtures have been standardized keeping in view the acceptable quality standards and cost considerations. All Designs are being revised/ standardized in order to reduce the processing time. CPMs of all Project works have been prepared and are being implemented/ monitored. Continued interaction with the consultants for translating the user concept into architectural/ structural drawings. For continued supervision of the quality of constructional material three material testing labs fully equipped are operating under my supervision. My office is presently practicing measurement, lump Sum and Rate Running types of contracts. Advice/ Consultation/ Project estimation services were offered to the Burundian Government through ONUB for road construction projects by employing AUTOCAD (Evaluation of X-SECs and elevation of profiles/drawings), MS PROJECT and CPM.
