Managing Zone-3, Total 75 Schools - Facilities Management Services For Public Schools And
Kindergartens in compliance with the Qatar Law and standards; and international standards (ISO
45001 and ISO 14001) and guidelines specified in the Ministry of Education and Higher Education’
HSE management system
• Develop, implement and evaluation of QHSE policies, procedures for operation per the QCS-2014
Regulatory Framework.
• Coordinate with Multiple projects team members, School Principles, Ministry of Education HSE
Representatives, consultants, and Sub contractors to ensure compliance with QHSE policies.
• To control risk and protect the health and safety of School users, maintain Asset integrity, and
protect the image and reputation of the Ministry of Education and Higher Education and individual
Schools.
• Develop, test and implement consistent Business continuity and emergency management plan and
managed in compliance with the Qatar legislation and standards; and international standards and
guidelines specified in the Ministry of Education and Higher Education’ business continuity and
emergency management plan
• Implementing quality culture and practices across every function and service in Scope of the
Contract in compliance with ISO 9001:2015 and Ministry of Education and Higher Education’s
quality management system.
• Develop Monthly Safety Management Report and Yearly Performance and Statistics Report to
Operations Director.
• Ensuring all personnel across all services including sub-contractor personnel to demonstrate
personnel are legally qualified and competent to do the role and QHSE responsibilities assigned to
them maintaining safe working procedures all the time.
• Ensuring personnel are inducted and trained in compliance with training plan and all appropriate
personnel responsible for operating and maintaining specialist systems and Assets as well as tools
and equipment are formally trained and certified by a qualified and certified specialist before
commencing operation and maintenance and any other FM activities
• Maintaining records of all induction and training sessions and comply with inspections and audits by
the Ministry of Education and Higher Education.

Coordinate with Multiple projects team members, consultants, and contractors to ensure compliance with HSE
policies.
• Develop, implement and evaluation of EHS policies, procedures for operation per the QCS-2014 Regulatory
Frame Work.
• Develop and implement safety and security management system to support the achievement of the company
Health, Safety and Security policies and business objectives.
• Provide a comprehensive day to day divisional health, safety and security service to support the project
activities and associated processes.
• Develop and implement a divisional comprehensive audit plan and conduct Heath, safety and security audits.
• Ensure personnel training and corrective action follow-up is completed.
• Ensure compliance with all applicable state and local legislation and codes governing environmental health and
safety.
• Interface with regulatory agencies, committees, members and institutional staff to formulate corrective actions.
• Develop materials and methodologies to promote HSE awareness on projects and throughout the organization.
• Prepare HSE Plans and other HSE related procedures per the project.
• Develop Monthly Safety Management Report and Yearly Performance and Statistics Report to General
Manager.
• Act as focal point for between project and HSE personnel.

HSE Manager of The Pearl Qatar projects Operations, developing policies and procedures, Assist in compliance reviews, general risk assessments and other safety assessments to support Health, Safety and Environmental management as per UDC HSE Regulations preparing documents for tender submissions, project specific plans and documents, coordinating: statistics, reports, administration for HSE Department, gathering information on leading & lagging indicators and on compliance and incident trends, managing Project EHS Management teams, leading incident investigations with assistance from others, advising others on EHS requirements and compliance, enabling others to get work completed efficiently and safely, obtaining and maintenance of OHSAS 18001 & ISO 14001 accreditation, organizing EHS training with HR, reporting on weekly and monthly basis to the corporate level..
Lead the incident investigation on the project (Recordable & Reportable Incidents, Near Miss and First Aid) and ensure proper records are completed and submitted. Assist in implementation of corrective actions as it relates to the incident and ensure “lessons learned” are communicated throughout the Company and are incorporated into the program, if necessary.

Keeping people out of danger, risk or injury in the workplace and develop safety programs to minimize losses due to injuries and property damage. Eliminate unsafe practices and conditions on construction sites and throughout transportation systems and keep control on the general safety standards ensuring that they are on line with the company policies and procedures.

• Coordinated with Corporate HSE Manager to maintain knowledge of Company’s HSE policy, procedures, tools and templates to be used on client sites.
• Coordinate with government bodies as may be appropriate.
• Coordinate with project team members, consultants and contractors to ensure compliance with HSE policies.
• Review the relevant construction method statements for HSE aspects on Projects such as Safety Hazard
• Analysis, Environmental Hazard, and Risk Analysis etc. as may be appropriate
• can identify special hazards common to road construction
• Understand the hazards common to road construction and maintenance
• Comply with all UDC Construction Regulation and HSE procedures and policies
• Coordinate with projects construction team and subcontracttor’s for safety related matters

• Attend Project Kick-off meetings with consultant and UDC bi weekly HSE coordination Meeting.
• Plan, coordinate & implement SITE EMERGENCY Drills
• Proven ability to design, direct and implement effective safety programs -- designed on-site safety training program.
• Demonstrated experience in monitoring facilities and processes for adherence to OSHA guidelines by overseeing inspections, recommending corrective measures and preparing for OSHA safety audits and investigations -- supervised safety program for large.
• Conduct safety inspections and investigate violations to ensure safety procedures are being followed and counsel managers and employees accordingly
• Prepare / revise RISK ASSESSMENT on the basis of Method Statement and revise based on requirement.
• Submit required documents and reports to the office of the Consultant and assist their inspectors when conducting safety inspections at work areas.

• Accountable for having a solid understanding of the contract requirements and communicating them to the project team.
• Responsible for ensuring the contractor's and sub-contractor's implementation of the HSE program on the project site
• Work with project teams to manage health, safety and environment associated with project delivery contract type.
• Review the program work plan and individual contracts to advise project teams of potential safety, health and environment non-compliance.
• Provide safety, health and environment advice to project teams so they can successfully plan, develop, implement and complete projects while maintaining high professional standards.
• Implement policies in accordance with the HSE manual and all health, safety and environment related documentation, including method of statements, work permit procedures and safety equipment requisitions to ensure compliance with established standards.
• Continually improving HSE implementation across the project by providing direction and guidance to main contractors, consultants and employees. Training and familiarization of staff with HSE procedures, policies and documentation.
• Assist the HSE Manager undertake investigations as well as and maintaining a register of all incidents and accidents which occur.
• HSE co ordination at different sites to implement and monitor effectiveness of health and safety management system
• Prepare monthly and weekly HSE Performance Statistics of the company and report to the management about the accident trends.

• Carry out site surveys to see that only safe work methods are in operation, that health, safety requirements are being observed, and welfare and first aid facilities are adequate and properly maintained.
• Determine the cause of any accident (or dangerous occurrence), and recommend means of preventing recurrence of such an incident.
• Imparting specialized in-house Safety Training to site engineers and supervisors.
• Keep up-to-date with recommended codes of practice and safety literature. Circulate information applicable to each level of employees.
• Attend job progress meeting where safety is an item on the agenda.
• Inspection of workshops, stores and labour camp to fulfil Health and Safety requirements
• Monitor the effectiveness of Sub Contractor’s HSE policies and procedure

• Checking the permits providing safe access, barricading, life line and nets, providing sign boards, providing safe working
• Takes an active role in the development and implementation of the permit to work system and provides independent oversight by reviewing selected permits issued by Operations personnel.
• Provide safety, health, environmental and loss prevention information, support and mentorship to Operations personnel and other internal clients to ensure the conduct of safe and hygienic work practices.
• Assist with the development and implementation of safe operating and emergency procedures, manuals, bulletins and other safety publications.
