Develops IHCC’s Strategic Commodity plan to define a preferred supplier base for Materials, Equipment, or Services.

- Team leader, with support from the buyers, to execute the Strategic Commodity plan in order to rationalize the supply-base to spend into the preferred supplier base for Materials, Equipment, or Services.

- Execute & Implement Vendor Evaluation & Selection, Contract negotiation, risk management & Market research Analysis.

- Develops, as requested by the Project Managers, a Project Sourcing plan to identify critical and long-lead procurement as part of the Project Initiation & Project Planning phases of IHCC Project Management processes.

- Actively participate in QBR meetings with Clients & Attend STRAP yearly to plan and execute upcoming challenges.

- Defines metrics and monitors supplier performance against these expectations to ensure continuous supplier improvement.

- Regularly evaluates quality and performance benchmarks and the risks associated with the suppliers.

- Responsible for the overall supplier relationship and supplier performance for all assigned IHCC commodities, including quality, cost, delivery, service.

- Encourages and coordinates early supplier involvement in materials, equipment, or services using the suppliers’ expertise to optimize quality and cost.

- Develops the IHCC procurement and inventory optimization & control strategy for either a project or commodity group.

- Leads purchasing team to assist in the research, development, and implementation of solutions to supply & inventory issues.

- Participates with buyers on a cross-functional Integrated Project Team (IPT) that focuses on strategic supply challenges, and to ensure internal/external customer needs are satisfied.

 Prepare budget summary both in terms of quantity & value for each item/good being procured, already procured and balance to be procured by performing trend analysis and forecasting items/goods rates.
 Fully aware with Saudi Aramco standers SAES, SAMSS and international standards of procurement.
 Prepare comparative statement (CS) on the basis of each quotation received from vendors so that vendor meeting criteria can be defined for purchasing materials & equipment's as per the specifications and most competitive vendor can be selected.
 Strong & regular follow-up with vendors so that timely & safely delivery of materials/goods/items to project sites can be possible. Provide safety data sheets along with consignment and ensure that all precautionary measures are followed if material is hazardous so that it can be delivered to project site(s) safely.
 Coordinate with purchaser for sourcing of overseas vendors, getting quotations, and negotiating rates & terms pertaining to the Letter of Credit (L/C) establishment, and pay order issuance for importing items/goods/ materials against the requirement.
 Prepare indent status report to get it reviewed in order to eliminate errors in report for sharing it with concerned persons/authorities & site team (stores staff, PM/SM & Others) so that strong coordination & reporting structure can be developed.
 Technical Qualities: Reading / understanding Drawings and material specification documents, EPC Vendor / Manufacturer Coordination / Site Execution + Client Coordination, understanding project schedule and scope of work, MTC Review capacity.
 Analyze all suppliers in order to select the most suitable suppliers who are able to deliver high quality products at competitive pricing.
 Negotiate with suppliers on lead-time, cost and quality so as to obtain the maximum benefit for the company.
 Ensure commercial, legal and contractual compliances in all the procurement transactions.
 Adopt appropriate supplier management methodologies and procurement strategies in purchasing to secure better prices.
 Consults with Engineering personnel to establish performance criteria and specifications for manufacturing and testing.

 Expedite the Consultant for the timely review, approval and return of engineering data submitted in order to initiate the manufacturing process by the supplier.
 Review material requirement received from site through indent or MRP (Material Requirement Plan) and seek clarification from site (if any) regarding items/goods & their specifications in order to procure from vendors.
 Seeking quotations from vendors by sending request for quotation (RFQ) in order to receive quotations of items/goods and review offers as per required specifications (items/goods specification) to place order after deciding terms & conditions.
 Arrange Pre-award technical meetings involving the Engineering, Project Manager and Supplier representatives to freeze the technical requirement.
 Utilize company procurement software to generate request for quotes and purchase requisitions as well as create and prepare reports based on material data.
 Support the purchasing department throughout the vendor qualification process and Acted as primary contact for all technical commercial expediting and administrative issues.
 Defined the negotiation strategies with buyers and other members of the supply chain team.
 Develops and implements strategies for procuring, storing, and distributing goods or services and maintaining stock levels. Also Expect unfavorable events through analysis of data and prepare control strategies.
 Preparation of Project Specific Vendor list, Project Specific Procurement list and Subcontract Procedure for the approval of the client.
 Pre-qualification of the Potential Suppliers not appearing in the Approved Vendor List.
 Appointing Third Party Inspection, Expediting and Clearing and Forwarding agencies.

 Conducts sessions for project and contractor personnel in the use of ARAMCO materials systems, direct charge requisition preparation, and procedures for withdrawing materials from a variety of sources in a timely manner.
 Monitors and reports on the timely planning and time phasing of materials allocations, Procurement and Availability.
 Supports the projects efforts to use surplus and excess materials by obtaining descriptive data necessary to determine materials acceptability. May include obtaining purchase order information from archives, engineering technical evaluations and waivers, materials location and condition reports and price information.
 Recommends substitute materials to replace items not available when required. Obtains back-up information necessary to support such substitutes.
 Plans for the disposition of unused construction materials when such materials are determined to be excess to project requirements and instructs project personnel in the correct procedures for accomplishing the disposition.
 Visits project offices or sites on a regular and frequent basis to support on-going design or construction activities.
 Makes recommendations to projects on potential cost savings in materials support activities through modification to existing systems and procedures.
 Works closely with project and MSO personnel to ensure the timely identification, procurement and availability of spare parts for plant testing & commissioning, during shutdown and start-up of project, other Activities.
