- Participate in project initiation / preparation of initial budgets.
- Monitor and control value engineering workshops as to monitor and update projects budgets, carrying out cost comparison for alternatives.
- Assisting in undertaking of feasibility studies.
- Review bills of quantities.
- Liaise with other department to ensure packages are well identified before tenders.
- Issue detailed budget sheet and obtain PM signature for it to be used as a budget control sheet for each project.
- Prepare and review monthly Cost report with the cost engineer for monitoring projects.
- Coordinate and work with the project management team to resolve project issues to ensure the delivery/completion of the project work.
- Attend project meetings and discussions with the Project Management Team.
- Provide cost control and planning advice to the project management team when required.
- Review payment certificates in full conformity of stipulated contracts, especially with regard to payment terms, penalties, deductions. etc.
- Review the Contractor’s approved Works program and associated cash flow and advice the PM of any adjustments necessary to the Project cash flow.
- Advise the PM on any issues which may impact on targeted cost outcomes and recommend remedial actions to the PM as appropriate.
- Update the Project cost estimate based on the committed and non-committed changes.
- Analyzing variances.
- Prepare final account after assuring the contractual obligations have been met.
- Participate in the preparation of cost report.
- Assist the cost manager for issuing monthly Bank Loan reports and verify figures with the bank's consultant.
- Assist in preparing the company cash flow for the upcoming years by estimating all the upcoming projects budget in accordance with projects schedule.
Develop tender cost summaries including equipment, materials and labor calculations for final approval.
Identify critical issues that may impact on cost sensitive areas.
Assess individual rates and prices, amend, create new or insert from material and subcontract quotes. Rate build-ups to be checked & amended where necessary.
Verification of bid compliance with tender requirements.
Proposition of construction method statements and execution plans.
Handing over the won projects to operation teams and establishment of site budgets based on tender estimate.
Interfacing with Clients, attending post tender meetings and respond to post tender clarifications.
Preparing the main tender information report including the most important clauses in the contract conditions, scope of work, major B.O.Q quantities, and other main information for the top management.
Cost forecasting and budget proposals.
Detailed estimation for direct cost components (Materials, Labors, Equipment, Consumables and Subcontractors).
Estimation of In-direct cost elements (Staff Costs, General-use labors/equipment, General Expenses, Site Facilities, Risks, Bonds, Insurances, Financing Charges, etc.).
Coordinate the closing out process - in conjunction with the technical team - in order to ensure that all technical parameters have been met.
Managing all tender ingoing and outgoing correspondences with owner, consultant and partner(s).
Task assignment to the work team and verification of work quality and performance in timely manner.
Leading tender procurement activities starting from preparation of RFQs till final comparative statements including select/short listed vendors to bid; analysis bids received along with technical evaluation
Build relationships, liaise with internal customers and external suppliers & vendors and manage daily correspondence for quantities, costs and specifications.
Carry out adjustments to the tender based on the discussions in the meeting and complete tender documentation for submission by the due date.
Meet with the Client team to carry out value engineering exercises if necessary liaising with the relevant internal departments and suppliers and/or sub-contractors as appropriate.

Participate in all contract negotiation processes along with the Finance, legal and commercial departments till the contract signing.
Prepares or supervises the preparation of cost studies utilizing historical data, statistical analysis, and cost and quantity comparisons.
Accumulate projects historical data to be used in both bids and schedule.
Supporting running projects from time to time by cost estimation/analyzing of variation orders and potential claims.
Preparation and development of Cost Breakdown Structure for direct costs.
Co-ordinate and start the clarification & review of drawings to identify any difference to tender requirements and raise queries against specification
Co-ordinate the preparation of tender documentation queries to consultants/clients to confirm and collect any missing data
Clearly mark BOQ to identify items to have enquiries sent out, together with specification, prelims elements and appropriate drawings. Monitor enquiry process & dates for quote returns
Contact appropriate person to arrange site inspection, visit site & make all necessary record notes and take appropriate photographs. Assimilate information and take account of in tender pricing
Review and study all the acquired quotations to check their compliance with the project requirements and prepare the comparison statements to choose the most suitable prices for the project
Producing relevant data and reports as may be required by Planning, Cost Control & Contracts departments
