• Lead and supervise the full tender lifecycle from opportunity identification (tender announcements or direct invitations) through to bid submission, client follow-up, and contract award.
• Initiate and manage Go/No-Go (Buy/No-Buy) evaluations, presenting comprehensive tender intelligence (scope, risks, commercial potential) to senior management for approval to proceed.
• Oversee tender acquisition, site visits, pre-bid meetings, and management of technical and commercial clarifications with clients.
• Drive Bid/No-Bid decision-making post-clarification stage, ensuring informed decisions based on complete technical, commercial, and risk assessments.
• Lead the estimation process from tender purchase through to final pricing submission, including preparation of detailed cost models, resource plans, and proposal summaries for executive approval.
• Develop and submit fully compliant technical and commercial proposals, including manpower strategies, lifecycle costing, and value-engineered solutions.
• Conduct cost benchmarking, financial modeling, and cash flow analysis to enhance pricing competitiveness and bid success rates.
• Collaborate with engineering, operations, procurement, and finance teams to ensure alignment of scope, methodology, and cost structure.
• Manage post-submission activities including clarifications, negotiations, and client engagement until project award.
• Prepare and implement Tender Failure Analysis reports, identifying key reasons for unsuccessful bids and providing actionable recommendations to improve future tender performance and win rates.
• Maintain and enhance cost databases, historical benchmarks, and market intelligence for continuous improvement in estimation accuracy.
