Project Objective: The MAB1 EPC PSCJV Package scope consist of addition of new Crude Distillation and Vacuum Rerun units, Hydrotreater Units of Diesel, Kerosene and Naphtha, Atmospheric Desulfurization Units, Hydrocracker units, Continues Catalytic Reformer Unit, Heavy Oil Cooling and other major utilities like Diesel Hydrotreater Flare, Hydrocracker flare, Main Operation Building, interconnecting piping facilities etc.
KNPC which will upgrade and expand the two existing KNPC Refineries at Mina Al-Ahmadi (MAA) and Mina Abdulla (MAB), The CFP will transform these two refineries into an integrated merchant refining complex to enable a total refining capacity of up to 800, 000 barrels a day.
Job responsibilities:-
• Conduct regular site HSE inspections and identify the hazards existing in the work places and provide support to Subcontractors superintendent/ supervisor/ foreman and his team on all technical and commercial HSE related issues throughout all project phases.
• Ensure the general appearance of site is well maintained and work permit system and Company safe work practices are being followed properly.
• Provide filed support for the Procom/Commissioning activities such as water flushing, Steam Blowing, Air Blowing, Lube oil flushing, System line up Instruction, Mechanical running test Instruction, Steam Turbine start up and utilities, Catalyst loading, Heater Dry Out Normal operation, Chemical cleaning, Chemical loading.
• Ensuring lock out and Tag out (LOTO) procedure implementation changing construction phase to pre-commissioning activity.
• Provide HSE expertise in support of the risk management process.
• Ensure site activities are in compliance by participating in audits, inspections, meetings etc.
• Ensure that all the hazards associated with the development are identified and assessed, and that appropriate controls are put in place to reduce risks to ALARP.
• Monitor, audit and review implementation of the Contractor HSEMS and HSE Plans.
• Review the effectiveness of the HSE performance and report as required.
• Ensure for effective implementation of Environmental Waste Management Plan.
• Prepare accident and incident reports; identify any trends and ensure that there is appropriate response to prevent future occurrence.
• As KNPC authorized Trainer conduct trainings on different topics and ensure its effectiveness.
• Inspection of all engine driven equipment’s to ensure the equipment’s are in good conditions.
• Provide Company approved PPE to the employees and ensuring that they are using it properly.
• Prepare / participate safety promotion campaigns, drills etc. Communicate the role, priority and importance of BBS to all employees. Encourage workers to participate in BBS. Gather insight on risks and their reasons. Give balanced feedback to observed workers. Identify barriers and obstacles to safe behavior.
• Responsible for all Pre-Commissioning activities and assistance during Commissioning / Startup / Performance Testing of the Clean Fuel Project(CFP) At Mina Abdullah Refinery.

KNPC Approved HSE Supervisor for Clean fuels projects preparatory works;
• Conduct periodic HSE Inspections/ Audits and preparation of weekly, monthly HSE reports.
• Raising Corrective Action Reports on identifying unsafe acts and unsafe conditions, suggesting the remedial measures to be adopted for eliminate/control the risk.
• Provide advice and information on HSE matters to the Subcontractors (NBTC, MBTC, HEISCO etc.) to resolve HSE issues in timely and effective manner.
• Ensuring the site activities are complying with client, statutory and company HSE procedures.
• Coordinate with client’s representatives to ensure smooth and accurate flow of work.
• Checking the scaffolding according to the standards and its tags if it’s is safe or unsafe to perform any activity.
• Proactive in the investigation of incidents and near misses.
• Inspection of plant and machinery equipment’s, power hand tools, keep and update load tests of lifting tools and tackles.
• Coordinating with the Company environmental department for Waste management as per procedures. Maintaining the Waste Transport Manifest records.
• Providing awareness for worker regarding KNPC iSHEMS Elements.
• Periodic inspection of bus embarking/debarking activity and maintain the records.
• Inspection & maintain records of Third Party Certificates for lifting equipment, compressors, lifting tools etc.
• Prepare KPI, Incident, Near miss, infringement reports and safety audit reports compliance with Company standards.

KOC approved safety supervisor for Integrated Security System project;
Job responsibilities:-
• Conducting periodical audits like site audit, welfare audit, Vehicle audit, contractors yard audit, PPE Compliance Audit etc.
• Conducting inspections for electrical equipment, hand and power tools, scaffolds, ladders, Compressor and pressure hoses, mobile machineries, gas cylinders, excavation, etc.
• Identifying unsafe act, unsafe condition and immediate rectification of the same before any incident occurs.
• Monitor all the work permits includes Hot, Cold, Confined space, Radiography and Vehicle entry permits.
• Coordinate incident/accident investigations to include root cause analysis, reporting, documenting and completion of formal reporting.
• Assess subcontractor safety performance periodically and provide guidance for the improvement.
• Maintain files for documents pertaining to waste management, which include plans, procedures, inventories, forecasts, manifests and reports.
• Co-ordination / organizing regular HSE meetings and Safety promotional activities.
• Organizing daily Tool Box Talk / Meeting prior to start of job, ensuring compliance with client safety requirement not only at site, but also in the offices.
• Adopt measures to ensure compliance to HSE requirements as per the contract and avoids penalties due to noncompliance in the projects assigned.

Job responsibilities:-
• Ensuring personnel health and Environmental safety by close and continuous supervision.
• Conduct pre job risk assessments and advanced safety audit during any job that may take place in the Site.
• Ensuring the site activities are complying with client, statutory and company HSE procedures.
• Coordinating with HSE managers & construction team while conducting incident / near miss investigation.
• Conduct Tool box Talks, Weekly Safety meeting and trainings such as HSE Induction, PTW training, Authorized Gas tester training, and Defensive driving training as per client requirement.
• Participating client meeting and communicate to the senior management for action, if any.
• Conduct Emergency Drill and Exercises to train the crew to meet emergency situation.

Job responsibilities:-
• Conduct regular HSE inspection in all allotted work areas.
• Inspecting and evaluating workplaces for safety hazards and recommendation & implementing safe workplace policies and procedures to maintain set HSE standards.
• Equipment, tools & vehicle inspection to identify and correct potential hazards.
• Responsibilities include, Safety of Working at height, Confined Space entry, Scaffolding, Excavation, Moving Equipment, Crane, Tools, Gas cylinders, Chemicals and Flammable materials etc.
• Assist in implementing an “Accept Only Zero” culture through effective use of the Risk and Hazard Assessments, training and inspections.
• Manage company Safety program, Emergency drills, Safety meetings, Hazard awareness etc.

Job responsibilities:-
• Ensure Emergency procedures are in place and Fire Fighting Equipment are identified/available.
• Proper maintenance and handling of Safety and Fire Fighting Equipment.
• Ensure that PPE systems in working condition are being followed by the workers.
• Provide first aid, as required.
• Conduct Safety orientation / Induction training for the new employees, provide craft trainings and maintain records.
