responsible for 14 HSE Coordinators (sub-contractors) on a chemical plant construction project, with an approximately 1200 men strong workforce where my responsibilities are as follow:
development/implementation/reviewing of health & safety management systems
development/implementation/reviewing of Method Statements/ RA’s
preparation/participation/execution of HSE audits/inspections
ensuring the compliance/execution of HSMS
participation/involvement in all owner/contractors HSE meetings (this includes kick-off meetings with new contractors
inspection of all plant/equipment/heavy machinery prior to site mobilization
construction of a methionine complex will have a production capacity of 150, 000 m.t./year

monitoring of monthly maintenance regime of all electrical tools/ plant/equipment/heavy machinery
participation in the planning of HSE promotions/ campaigns

construction of 2 jetties and civil works
responsible for 2 lead HSE Advisors, 13 HSE coordinators and a workforce of approximately 650
was the liaison personnel between the client and my top management

review of existing HSE policies and updating in accordance to the local legislations
main task was to re-organize the entire HSE department, where the client wasn’t pleased with the lack of commitment
toward HSE from the entire company (did so and in 2 months, achieved the contractor of the

Liaising with The Ministry Of Manpower Singapore/Insurance companies on accident/incident/workman-compensation matters
Liaising with The Ministry Of Manpower Singapore on the update of legislatives/regulations/acts
Provide counsel to management on Policy requirements, sensitive SHE issues and conflict resolution.
Using department specific trends and statistics to evaluate SHE performance, with a focus on use of leading indicators to proactively address performance gaps.
Plan, coordinate and oversee the SHE support (Environmental Protection, Emergency Response, Industrial Hygiene, Loss Prevention, Contractor Safety and Regulatory issues) to all departments across operations.
Provide guidance on risk assessment, process hazard management, HAZOPS, root cause analysis, statistical measurement and control.
Provide leadership in developing and assessing hazards and risks of unplanned SHE incidents.
Develop and implement cost effective SHE programs to ensure metrics (cost/ benefit analysis, risk analysis) are formalized to measure the effectiveness and continuous improvement of SHE initiatives.
Ensuring deficiencies are identified and tracked and periodic status reports are published until deficiencies/ issues are resolved.
Planning and participating as a SME (subject matter expert) in SHE related matters, with review teams for competency development.
Conduct SHE inspections and surveys of facilities and coordinate internal audits.
Serve as a Senior Root Cause Facilitator for serious injuries and accidents, including the approval of final reports and recommendations to prevent recurrence. Ensure that effective audit processes are in place.
Provide SHE expertise on technical consultation, as the SHE Advisor, for the Management and the SHE Specialists.
Provide operational guidance to SHE Specialists on:
• Emergency response issues including evacuation, fire, oil spill, and other major incidents.
• Waste management issues.
• Rigging, lifting, and hydro-testing.
• SHE surveys of existent facilities and reviews and design of new facilities.
• Recommend hazard controls, regulate compliance to procedures and requirements of JV and Owners.
