• The HSE Manager will report directly to the DCM
• The project management team is supported by the HSE team under the responsibility of the HSE Manager
• The Project HSE Plan is a controlled document means a document that is registered and has its distribution controlled so that a holder always has the correct issue of the document. All amendments, revision, will be subject to Consultant review and approval.
• The control of this Project HSE Plan will be maintained by the HSE Manager, also he shall be responsible to distribute the latest approved copy to the all Project Manager and retain the superseded revision.
• The HSE Manager has the ultimate responsibility for preparing and updating the HSE Plan, also for monitoring its implementation and effectiveness.
• The principal function of the HSE Manager is to advise the construction team on health and safety matters, to monitor the health and safety performance of the Company, appointed their sub-contractors.
• The HSE Manager has been designated as the Responsible Person on this project with respect to the day- to-day management of health and safety issues. He and his team, as applicable, have the following responsibilities:
• The HSE Manager will participate in project weekly progress meetings
• To maintain regular and effective liaison with all levels of management and the health and safety authorities.
• To monitor and maintain health and safety records.
• To recommend changes to the management system as required.
• To perform regular surveillance audits on own workforce and our sub-contractors to identify compliance with the management system, including recommendations for corrective or preventive action where appropriate.
• The HSE Manager will provide a range of services including Project Safety performance, Training, internal Audits, Incidence/Accident investigation.
• The HSE Manager will work closely with PM and SE and will liaise with external enforcement agencies where necessary.
• Ensure that all work is being executed in a safe manner in compliance with the safety rules and regulations of the local government and owner. Should he discover any discrepancies in safety matters, He shall instruct his Supervisors to take immediate correction actions.
DUTIES AND RESPONSIBILITIES

• To ensure that all personnel attend the site safety induction program and other specific training modules.
• To perform regular surveillance audits on own workforce and our sub-contractors to identify compliance with the management system, including recommendations for corrective or preventive action where appropriate.
• To ensure that a system to record and monitor potentially hazardous substances brought to site is in place.
• The HSE Manager will provide a range of services including Project Safety performance, Training, internal Audits, Incidence/Accident investigation.
• The HSE Manager will work closely with PM and SE and will liaise with external enforcement agencies where necessary.
• Manager is responsible for the detailed application and implementation of the Program, and for updating the Program if necessary. He will perform periodic audits
• The principal function of the Safety Manager is to advise the construction team on health and safety matters, to monitor the health and safety performance of the Company, appointed contractors and their sub-contractors.
• Ensure that all work is being executed in a safe manner in compliance with the safety rules and regulations of the local government and owner. Should he discover any discrepancies in safety matters, He shall instruct his Supervisors to take immediate correction actions.
• Keep close liaison with Main Contractors and consultants Safety managers, participate in site walks and meetings (for the Purpose of weekly and monthly report and to provide statistics on safety status)
• Assists and coordinate with the Safety Manager / Supervisor and will administer the Project EHS and Fire Prevention Plan.
• Responsible to Prepare the Daily, Weekly and Monthly Safety Report.
• Responsible for developing Risk Assessment and follow up implementation of Safety Procedures.
• Responsible for where about of project Safety Inspectors and Officers and provides functional.
• Supervision and performance reviews on Safety Inspectors and Officers.
• Understand the requirements of project site and Company’s EHS Policy.
• Determine the cause of any accident or Un-Safe Activities occur on project site and recommend the corrective and preventive action required.
• Responsible to verify & inspect submitted equipment checklist and third party certificates.
• Responsible for assisting, filing and follow -up all HSE related documents (Toolbox, Trainings, NCR’s, Incidents reports, Equipment’s -Checklist & Lifting, Pre Start Checklist, etc.)
• Responsible for the preparation, review and maintenance of needed record and statistical data as required by the SBG Safety Performance Index (SPI).
• Supervises the recording and analysis of information on injuries, damage and production loss, assess accident trends and review overall EHS performance of the Project.
• Administer Project Toolbox Talks.
• Keep permanent record of all injuries and damages at the Project site.
• Coordinate with SBG Project Engineers General Forman concerning Un-Safe act and Risk Assessment and implementation at the jobsite.
• Follow up SBG Project Engineer the implementation of SBG PRE START SAFETY checklist.
• Conduct safety induction for all new Arrivals of Construction Administration and Safety Staff of SBG and Su-Contractors.
Provides Safety, Health and Environmental, support and mentorship to Operations personnel and other internal clients to ensure the conduct of safe and hygienic work practices.
Assists with the development and implementation of safe operating and emergency procedures, manuals, bulletins and other safety publications.
Takes an active role in the development and implementation of the permit to work system and provides independent oversight by reviewing selected permits to work issued by Operations personnel.
Assists with the development and conduct of safety training courses.
Conducts regular facility safety inspections of operating plant and equipment as well as new projects/modifications under construction, prior to mechanical acceptance and start up.
Participates in audits of safety program implementation.
Participates in incident control during accidents or emergencies.
Leads or participates in incident investigations, including near misses, property damage, injuries, occupational illness and spills/loss of containment.
Assists with the development and maintenance of computer based incident record keeping system.
Ensures that safety equipment and facilities are kept in best working condition by developing and implementing equipment inspection and preventive maintenance programs, setting up efficient record keeping systems of all equipment under his responsibility and recommends the replacement of faulty equipment.
Participates in safety reviews as required. Includes Hazard, What-If, Cause and Effects reviews.
Assists with industrial hygiene surveys to identify and quantify occupational workplace stresses.
Keeps abreast of new developments, safe working practices, government regulations and relevant international codes of practice.
Participates in local industry associations, committees or work groups and liaises with counterparts at other facilities to identify areas where the Company might benefit by adopting best practices.
Implement company safety rules and regulations inside the worksite.
Conducting safety toolbox meeting to all workers prior to start the work.
Daily routine inspection on worksite before, during and after operations.
Provide safety precautions to designated such as barricade, signage and placards for the hazardous area
Near miss reporting
Monitor strict compliance of “Permit to Work” system at worksite.
Ensured availability of firefighting Extinguishers where ever necessary.
Monitor life Critical Activities on site & correct the unsafe practices.
Monitor the ‘Permit to Work’ system.
First aid and emergency response
Report unsafe act and unsafe conditions
Investigate accidents/incidents
Ensure all personnel on site are properly trained
Coordinate with the construction group regarding safety issues

Preparation of Inspection Checklist for the following
Identify and cause correction of occupational safety and health hazards.
Continuously monitor workers for exposure to safety or health hazardous conditions.
Alter, suspend, evacuate or terminate activities that may pose immanent safety or health danger to the workers.
Take appropriate action to mitigate or eliminate unsafe condition, operation, or hazard.
Provide training and safety and health information.
Perform assessment of engineering controls and PPE.
Document both safe and unsafe acts, corrective actions taken on the scene, accidents or injuries and ways to improve safety on future incidents.
Identify hazardous situations associated with the incident.
Review the Incident Action Plan (IAP) for safety implications.
Exercise emergency authority to stop and prevent unsafe acts.
Investigate accidents that have occurred within the incident area.
