• The Project HSE Plan is a controlled document means a document that is registered and has its distribution controlled so that a holder always has the correct issue of the document. All amendments, revision, will be subject to Consultant review and approval.
• The control of this Project HSE Plan will be maintained by the HSE Manager, also he shall be responsible to distribute the latest approved copy to the all Project Manager and retain the superseded revision.
• The HSE Manager has the ultimate responsibility for preparing and updating the HSE Plan, also for monitoring its implementation and effectiveness.
• The principal function of the HSE Manager is to advise the construction team on health and safety matters, to monitor the health and safety performance of the Company, appointed their sub-contractors.
• The HSE Manager has been designated as the Responsible Person on this project with respect to the day- to-day management of health and safety issues. He and his team, as applicable, have the following responsibilities:
• The HSE Manager will participate in project weekly progress meetings
• To maintain regular and effective liaison with all levels of management and the health and safety authorities.
• To monitor and maintain health and safety records.
• To recommend changes to the management system as required.
• To perform regular surveillance audits on own workforce and our sub-contractors to identify compliance with the management system, including recommendations for corrective or preventive action where appropriate.
• The HSE Manager will provide a range of services including Project Safety performance, Training, internal Audits, Incidence/Accident investigation.
• The HSE Manager will work closely with PM and SE and will liaise with external enforcement agencies where necessary.
• Ensure that all work is being executed in a safe manner in compliance with the safety rules and regulations of the local government and owner. Should he discover any discrepancies in safety matters, He shall instruct his Supervisors to take immediate correction actions.
