As Risk Manager for all elevated elements of this program, I report directly to the Project Director. A project of USD 3.5 billion, I maintain the consolidated Project Risk Register for the Client (Qatar Rail), while having oversight across all disciplines of all risk and risk mitigation issues. This includes utilizing a variety of tools and techniques to carry Quantitative Risk Analysis and ISO 31000 / COSO based Qualitative Risk Analysis, as well as scenario planning and risk assessment for QR Executive Management and Project Management. This has allowed the Program to gain a clear understanding of the effectiveness of risk control mechanisms as well the impact of future decision making processes.

As an independent consultant and manager I have been tasked to complete many project risk and resilience projects globally for a variety of construction oil and gas, mining and infrastructure clients. These have included:
• South Asia LNG /oil operators - risk assessments for on/offshore projects, implementation of business continuity plans, business impact analysis
• Drillsearch (LNG exploration and operator, Australia) - leading Risk teams in onshore operations, implementation from inception of enterprise risk management framework - reporting to COO
• Wateen Telecom Pakistan: Rollout of enterprise risk register for corporate and operations, and conduct of Business Impact Analysis, drafting of enterprise BCP
• Golden Star Resources (US gold mining corporation, Denver and Ghana) - Implementation of integrated Enterprise Risk Management system across US and Ghana site operations - strategic to line management levels, including all aspects of HSE, CEM, financial, fiduciary, operational (mining, metallurgical and environmental) and business resilience risk management, in accord with ISO31000, AS/NZ4801, and AS/NZS 5050
• Australia - creation of compliant Enterprise Risk Management systems for Government land valuation and ownership - reporting to State Minister and Valuer General
• Australian Radiation Protection and Nuclear Safety Agency (ARPANSA) - Business Continuity Plan review and testing, ensuring compliance of existing protocols
• Department of Defence Australia - Project Manager for Based Security Improvement Project (construction and compliance), total value AUD20 million

In this position, I consulted for a range of global extractive industry clients across the Asia Pacific. Specific tasks included the formulation of Enterprise Risk Assessments, regulatory compliance, Crisis and Emergency Management (CEM) plans, and conducting scenario based Business Continuity training and assessment for senior executives and line management in Crisis and Emergency Management teams. Tasks have included:
• Total Indonesia (LNG on/offshore) - project risk assessment and training for senior management
• BHP Billiton Petroleum Pakistan -assessment and training
• Petrochina: Devised and implemented bilingual Business Continuity Plans and CEM plans for all Offshore / Onshore gas plants and processing facilities Indonesia
• OMV / Eni: Business continuity and risk assessment of Pakistan production LNG fields
• Papua New Guinea LNG Companies - assessments of operations, CEM recommendations for exploration and production companies (Horizon Oil, SASOL)
• Brambles / Recall Global - Business Continuity Plan for all global and regional divisions

Senior Risk Consultant, GHD Australia, 2008
Project Site: Az Zabirah - Saudi Arabia
GHD is an Australian based (with global clients), engineering design and construction company. It services principally the mining, oil and gas and public infrastructure sectors
Employed as Senior Risk Consultant for risk (ISO31000) design and construction of Az Zabirah / Raz Az Zawr aluminum mine, village, refinery, smelter and port (Greenfield site, Saudi Arabia for Ma'aden Minerals), and responsible for operational risks on site in Saudi Arabia; this included conducting an Enterprise Risk appraisal for the life of mine (of 50 years) . Total estimated value of project USD850 million.


• Constructed enterprise risk register for life of Az Zabirah mine Saudi Arabia, and design for all critical infrastructure
• Reviewed and rewrote BCPs for Brisbane Water infrastructure, including reservoirs, pumping stations and waste water facilities

Risk and Security Manager, EDS, Asia Pacific. 2006 - 08
EDS is a US base, global IT outsourcing, matrix structured company, managing data for a variety of clients.

In this position planned, I directed strategic and operational activities of operations that delivered regional or area risk programs and crisis management programs. I was responsible for building and facility risk compliance of systems across Asia Pacific, as well as conducting “Single Point of Contact” liaison with Government and security related agencies in the Asia Pacific region and Australia. I maintained the company’s risk and intelligence profile for operations throughout the Asia Pacific and adjusted security policy and implementation where appropriate. I also managed the regions Business Continuity and Crisis Management teams. I had oversight of construction budgets of up to USD40 million (for Greenfield sites in China and India).

Country Manager, TOR & Global Risk International, Afghanistan-Pakistan, 2003-2005
TOR and Global Risk are security companies, UK registered, conducting security operations in the Middle East and Afghanistan / Pakistan for US State Department contracts.
I was responsible for oversight of all client crisis management operations within the country, as well as financial and administrative management for all projects within the country - up to USD20 Million, (USAID funded) per annum, with an in country staff of some 200 expatriate personnel and 250 national staff. Carrying out business development activities both in Pakistan and Afghanistan, he negotiated, secured and commissioned the US Embassy Kabul guarding contract, gross value USD250 million, with a staff of 1100 expatriates.

Operations and Commercial Manager, Stirling Facilities, Indonesia, 2002
Stirling Facilities is a UK based security company, providing services to the mining and oil and gas sectors principally in North Africa and the North Sea, for clients such as Total, and BP North Sea.
Position included responsibilities for CEM planning, and risk assessments and recommendations / implementation, for oil and gas industry corporations.

Royal Australian Navy, retired as Lieutenant Commander, 1982 - 2002
Primarily concerned with the planning, execution and analysis of operations and exercises, including contingent responses by the ADF to crises, reporting to two/three star rank / ambassadorial positions / preparing reports and Ministerials for Prime Minister and Cabinet. Formulated and carried out Information Operations (involves public communications, Civil / Military engagement and intelligence) plans and policy for a number of domestic and overseas operations and scenarios
