• Prepares capital cost estimates using current techniques, reference project information, and market pricing.
• Lead in the preparation and review of cost estimates & reports
• Prepare the Estimate Plan to establish the estimating methodology and cost estimating principles applicable to the estimate preparation
• Provide estimating service at different phases of a project varying from a very rough order of magnitude up to a definitive estimate
• Prepares basis of estimate document denoting methodology, rationale, assumption, inclusions, and exclusions
• Soliciting quotations and estimates from vendors and perform commercial and technical evaluation
• Performs and reviews methodology for quantity takeoffs (MTO) from design drawings
• Establish wage rates and productivity factors.
• Participate the estimate risk and contingency evaluation
• Assist in project planning and scheduling.
• Provide input into value engineering and options analysis
• Proficient in use of industry estimating data sources, e.g., RS Means, Richardson’s, John S. Page, Saudi Chamber of Commerce, etc.
• Prepare estimate using ICARUS / Aspen Tech Capital Cost Estimator (ACCE) per client request
• Prepare benchmarking reports to support cost estimates
• Compiles, summarizes, updates and maintain estimate and historical cost data
• Prepare & present the commercial aspects of the estimate to the client for adjudication and approval
• Participates in client presentations as required including kickoff and final review meetings
• Ensure WBS is adhered to while quantifying work
• Prepare and work on different phases (Civil, Structural, Piping, Equipment, HVAC, Electrical, Instrumentation, Communications)
• Prepares Direct Charge Purchase Request (DCPR)/Material Requisition (MR) and ensures that it is prepared in accordance with Saudi Aramco or SATORP and as required by other clients.
• Prepare a Bill of Quantities, which lists the individual components required to construct the project
• Verify construction contractor’s claims and certify payment certificate based on contract agreements.
• Ensures that the material specified in the design meet Saudi Aramco, SATORP and other client requirement.
• Assist in-house design and construction teams with front end work on specifications
• Prepare and assist the Lead Estimator with estimates, tendering and contracts
• Coordinate unit costs, labor rates, productivity factors, location impacts, etc.
• Assist in preparing quantity take-offs and estimates, including preparation of estimates for conceptual designs
• Build and maintain an estimating databank and preferred vendor, supplier and trade database
• Support analysis process and assist in making recommendations on proposals and negotiate contracts
• Interpret the plans and specifications and make the necessary calculations for pricing of tenders.
• Perform additional assignments per supervisor's direction
• Verify subcontractor pricing for accuracy and content and support subcontractor technical clarifications during the bid cycle
