Overall view and support of the Economic Recovery and Development (ERD) Program
management including livelihoods activities, temporary income activities, cash based
response, and agricultural activities, by providing technical and operation support.
❖ Develop program designs along with program Managers
❖ Ensure all direct or partners implementation is in line with best practices and IRC’s
Outcomes and Evidence Framework.
❖ Lead in the development and implementation of market assessments including labor
market assessments and value chain assessments in collaboration with the Information
Management and MEAL teams.
❖ Work with ERD Coordinator on the continuous development and improvement of the
IRC ERD program strategy for Northern Syria.
❖ Track and ensure programmatic targets are being met within the pre-established deadline.
❖ Ensure project tracking tools feed into the ERD databases in close coordination with the
ERD Information Management team
Lead Program adjustment based on feedback from formal and informal monitoring and
feedback mechanisms
❖ Ensure smooth management, implementation and integration of project work plans and
budgets (budget forecasting, development of spending plans, procurement plans, and
budget follow-up), ensuring best use of resources across activities and analyzing value for
money.
❖ Grants Management: Write donor reports as required for the project working with
Program Managers, MEAL, and Grants team staff to provide up to date information,
disaggregated data, and provide updates on successes and challenges in implementation
❖ Support the ERD team in expanding program to include local partners for certain subsectors, ensuring quality in technical and operational design, implementation and
outcomes and supporting partners with learning and any needed capacity building.
❖ Support the ERD Coordinator in the development of quality proposal budgets, logical
frameworks, and technical narratives to support continued program strengthening in
response of the needs of communities IRC is serving.
❖ Provide ongoing support to ERD staff, coaching and capacity development
opportunities.
❖ Focal Point for Cash for Work Task For North West Syria
❖ Represent IRC at coordination meetings including Syria Resilience Consortium meetings,
Whole of Syria and North Syria Cluster and Technical Working Group meetings.
❖ Engage with key stakeholders, being able to represent the IRC in donor meetings and
meetings with partners when required
Overall responsibility of the design, start-up and overall management of Livelihoods &
Food Security Program including emergency response and Early Recovery Program in
Syria
❖ Lead the implementation of the Cash Based Program in North West Syria
❖ Lead the identification of key strategic local humanitarian partners
❖ Financial management of program budget
❖ Support local humanitarian partners in designing projects based on needs and gaps in
humanitarian assistance.
❖ Design of monitoring mechanisms, processes, and tools to support NRC delivery of
quality programing including targeting/vulnerability criteria to each of the different
program activities)
❖ Mentorship of the Program Staff (Amman and Idleb Based) as well as Local Partners in
Turkey and Syria
❖ Creation of Livelihood and Food Security Program SOPs including Cash Based
Programing, Small Business Grants and COVID 19 Program Adjustments’ SOPs
❖ Lead / support on designing monitoring tools including post distribution monitoring and
business grants monitoring
❖ Identify information gaps and undertake necessary assessments (including market
assessment, needs assessment and Post-Distribution Monitoring) to inform the program.
Support the Regional Livelihood Advisor in developing the Country’s Strategy and Macro
Log Frame.
❖ Remote management of partners’ activities and ensure proper mechanisms in place for
monitoring and evaluation
❖ Conduct quality check on Livelihood and Food Security deliverables
❖ Support Program staff and partner staff in mainstreaming protection in the different
activities of the program

Overall management of the Livelihoods and Resilience program for central Syria
❖ Lead / support on the design of the value-chain program in Central Syria in collaboration
with the Value Chain Specialist
❖ Financial management of the program
❖ Follow up on local humanitarian partners grants (staff, financial and program cycle
management) and coordinate the implementation of multiple sub-grants on larger donor
portfolios
❖ Overall management of an integrated livelihood & protection programing reaching out to
the most vulnerable households
❖ Ensure timely and effective project implementation, using proper M&E systems to reach
desired impacts
❖ Ensure adequate monitoring, reporting and acquittal of activities in line with partnership
program policies, CARE and donor guidelines and procedures
❖ Manage and support the Partnership Officer in his or her day-to-day work with the
partners, providing advice and coaching as needed.
❖ Oversees the remote mentoring of partners throughout the project management cycle
and provide guidance on the implementation of program activities
Ensure that gender and protection-sensitive approaches are mainstreamed into partner
projects
❖ Ensure links are created between partner projects and CARE technical teams
(Gender/Protection, WASH, NFIs, shelter, program support units) as appropriate to
build technical capacity of p
Design the regional program in accordance to the strategic framework and overall
program objectives in participation with key stakeholders including local partner
organizations.
❖ Map and identify strategic local partner organizations, youth groups and other relevant
stakeholders in Jordan, Lebanon and Tunisia.
❖ Develop partnerships with strategic partners (formal and informal groups), jointly plan
and implement program activities and discuss further any development of the program.
❖ Support youth groups residing in the targeted countries in finding alternatives to social,
economic and environmental pressing issues through establishing sustainable social
enterprises.
❖ Provide youth groups with mentorship to ensure the success of their start-ups.
❖ Promote innovation and collective work among youth in order to take lead in resolving
pressing issues in and build up the resilience of the community.
❖ Assist the cluster trainer in drafting the manual for the capacity development that is a
crucial component for the program
❖ Guide local partners (including youth groups) to identify, plan and implement their
capacity development plan through needs assessment sessions, coaching, trainings, peer
to peer support, networking, etc…
❖ Monitor closely the implementation of the program activities in each of the targeted
countries.
❖ Build a platform for the ‘’new’’ social entrepreneurs to share knowledge, skills,
experience, successes as well as potential failures to support each other.
❖ Work closely with other thematic clusters in the regional program (Local Governance and
Youth in Conflict) to achieve mutual objectives.

❖ Prepare annual work plans and program’s budget.

Duties and Responsibilities:
❖ Lead on the ERF grants; over 400 multi-sectorialgrants from the application phase up to
the closure of the grants given to partners (including UN agencies)
❖ Provide effective programmatic support to Expanded Response Fund (ERF) Program.
❖ Initial screening new applications received for potentially funded projects.
❖ Regular follow up on project applications through various UN screening channels
according to project sector (education, water and sanitation, shelter, etc…)
❖ Clear applicants’ eligibility for a grant according to ERF criteria.
❖ Review and modify (when needed) project proposals in coordination with applicants for
better funding opportunity.
❖ Coordinate with field officers for better monitoring and evaluation of on-
going/implemented projects.
❖ Facilitate the review & approval process of projects through effective and clear
communication between NGOs, Priority Working Groups within other UN agencies
(PWGs), Technical Review Committee and the Humanitarian Coordinator’s office.
❖ Prepare and complete of the paper work for final approval of the project.
❖ Communicate the status of projects with the implementing NGO.
❖ Coordinate between all humanitarian actors working on the field to ensure no
overlapping occurs.
❖ Manage the data base of all submitted projects to the ERF.
❖ Assist in drafting various donor / stakeholder reports when needed.
❖ Communicate the ERF strategies and priorities to implementing partners
❖ Follow up on performance indicators / success criteria, targets and milestones expected

❖ Organize trainings and workshops for our counterparts and stakeholders.
