Roles:
• Be Familiar with the Company and Saudi Aramcos HSSE policies, CSSP, CSM and
General Instructions.
• Ensure site HSSE personnel understands and implements safety standards in all
activities.
• Establish communication between management and employees concerning safety
matters.
• Assist or lead in preparation of risk assessment and job safety analysis.
• Ensure Permit to Work system is in place and implemented by the permit issuers and
work permit receivers.
• Ensure all high-risk activities (e.g. mechanical lifting, confined space, hot works,
working at heights, etc.) are monitored and all safety administrative, engineering, and
PPEs requirements are available.
• Conduct regular site inspections, audits and walkthroughs.
• Issue stop work notice to all non-compliance leading to IDLH and track corrective and
preventive actions.
• Assist or lead accident/incident investigations using relevant root cause analysis tools
(e.g. fish bone analysis)
• Prepare incident reports and follow-up action taken from recommendations to prevent
the recurrence of the same accident/incident.
• Support emergency preparedness and response drills as per the emergency drill
calendar/matrix.
• Assist or deliver HSSE induction, toolbox talks, and refresher trainings to all level of
workforce.
• Mentor HSSE officers to build their competence.
• Promote safety culture through safety awareness campaigns like (e.g. line of fire, stop
work authority, ergonomics, working at heights, machine guarding, etc.)
• Assist or prepare Weekly Statistics Safety Reports, Monthly reports, and updates other
relevant safety administrative logs/registry. (e.g. Heavy equipment, Gas and heat index
monitoring instruments, etc.)
• Ensure established environment management plan/procedures are implemented.
• Support in any environmental initiatives and monitoring program.
• Participate in HSSE meetings as required by the client or management.
• Coordinate with all the sub-contractors to align their activities to HSSE practices.

• Monitors to ensure appropriate supplies of PPEs are available in the project.
• Facilitates project risk assessment processes and coordinates the review and
updating of the projects
risk register with the process owners.
• Ensures that all high-risk activities are managed through approved permits and
(WAT) Work Activity Training.
• Ensures that risk assessment is completed for all submitted Work Method
Statements as part of the WAT process.
• Authorized to stop all activities observed with imminent danger and
recommends corrective action prior to re-starting the activity.
• Conducts daily, weekly, and monthly safety inspections and recommends
appropriate corrective actions based on legal and (MDC) Makati
Development Corporation requirements.
• Prepares and distributes monthly (DOLE) Department of Labor and
Employment, and MDC reports.
• Develops, implements, and review the approved project (CSHP)
Construction Safety and Health Program.
• Develops, implements, and regularly review the (EPRP) Emergency
Preparedness and Response Plan.
• Ensures compliance to the project (ECC) Environmental Compliance
Certificate and, if applicable, to (LEED) Leadership in Energy and Environmental
Design certification requirements.
• Acts as the secretary of the Environment and Safety Committee.
• Schedules and participates in daily (SMBWA) Safety Management By Walking
Around across the project with the Project Manager and records the results of the
walk through inspections.
• Ensuresthat all corrective actions from incident, inspections, and audits and safety
observation reports are recorded, reported to the responsible person, and
tracked to ensure sign-off once completed.
• Participates in the (PEP) Project Execution Plan meetings to identify and submit
Environment and Safety requirements.
• Facilitates the projects site safety orientation process and other project- related
Environment and Safety trainings.
• Identifies and coordinates project Environment and Safety training
requirements.
• Participates in project management team meetings as required.
• Attends daily toolbox meetings and facilitates as required.
• Performs as team leader or key member of the (ERT) Emergency Response Team.
• Maintains a close working relationship and effectively communicates with the
project Medical Team.
• Manages the recording and retention of all project ES-related document
information.
• Directly manages the project ES Senior Associates and ES associates for all day
to-day operations.
• Coaches, mentors, and serves as adviser to the project management team on all
ES matters.
• Manages compliance to MDC ES requirements from sub-contractors and
cooperatives.
• Facilitates and records weekly meetings with subcontractors and
cooperatives representatives.
• Analyzes incident reports to identify trends and be able to identify solutions.
• Assists government officials during site visits/inspections.
• Timely notification of incidents to Operations Management and up through the ES
chain of command.
• Investigates and provides accurate reporting and recording of all ES related
incidents.

• Assist in developing, maintaining, and overseeing the implementation of the
Construction Environmental Management System as per ISO 14001. (EMS)
• Identify the environmental and health impacts of the organization from its
activities whether adverse or beneficial through development of Environmental
Aspect and Impact - register.
• Conduct an internal audit as per the request of the Department Manager against
ISO 14001 or companys Environmental Management System to ensure the
integrity of the compliance to its requirements and for the satisfaction of all
interested parties.
• Prepare, maintain, and review records for all internal and external documents.
• Coordinate internal audits and present results for management review.
• Identify the methods to protect the environment through organizations
activities through initiating relevant campaigns such as but not limited to, water
conservation, waste minimization and re-use of materials, waste segregation and
proper disposal and recycling of generated waste whenever possible.
• Develop and review written procedures for activities, products and services
related to environmental aspects for employees.
Identify, update, and review environmental aspects related to the Organizations
activities, products and services and define which aspects are significant.
• Authorized to stop work due to unsafe acts and adverse environmental
conditions.
• Conduct regular and random site inspection for Environmental
compliances.
• Assess potential Environmental risks and develop mitigation plans.
• Work with cross-functional teams to maintain Environmental management and
monitoring plans.
• Communicate appropriate environmental concerns related to the EMS
between the Department management and employees.
• Identify areas of improvements to reduce Environmental damages and
provide environmental awareness to all employees.
• Contribute and review the Department Emergency Response Plan (ERP).
• Communicate appropriate environmental concerns related to the EMS
between the management and employees.
• Determine, implement, update and review employees and

• Maintain appropriate environmental records.

• Be responsible for the safety of the given area prior to starting the job.
• Verification of accurate head count of all workers in the work area.
• Ensure work permits are available, valid, and available; and the activities being
performed are according to the issued permit only.
• Monitoring of the area to maintain the safety culture in the workplace, i.e. wearing
of proper PPEs, good housekeeping, presence of fire watchmen, signalmen,
barricade in the vicinity of working at heights, and etc.
• Ensure all electrical equipment in use is color coded and safe to use.
• Prepare and update Job Safety Analysis and Risk Assessment for the activities in the
area of responsibility.
• Ensure all safety checklists are filled up by supervisors prior to starting the job such
as but not limited to excavation/pre-excavation checklists, scaffolding checklist,
heavy equipment checklist, confined space checklist, etc.
• Ensure all hazardous substances that are delivered in the project site storage have
Safety Data Sheets (MSDS) prior to be used on site.
• Ensure all main and sub-contractors employees undergo the safety orientation prior
to starting the job in the site.
• Ensure all skilled workers has valid certification trainings such as but not limited to:
heavy equipment operator, scaffolding erector, fall from heights, electricians,
confined space entrant/attendant, fire watch and etc.
• Ensure all groups do always participate in safety toolbox meetings.
• Attend Safety Management Meetings whenever required.
• Report on near misses and accidents.
