Project s : Program Management Service for Public Authority of Housing Welfare (PAHW) for Al Mutlaa City Development (104 sq.km), Kuwait.
Responsibilities :
• Program-level cost management shall include reviewing, maintaining, and updating the Master Program Budget .
• Coordinating and interfacing with the Execution Sector and their Project Managers via PAHW, to obtain their cost information to incorporate to the Master Program Budget.
• Pro-active monitoring and analysis of the master budget (including reviews of construction inflation allowances at a project level) and provide recommendations to PAHW and identifying any potential risks, opportunities.
• Monitoring the overall levels of contingencies at a project and program level, incoordination with the Planning and Design Sector and providing advice to PAHW on overall contingency allocations.
• The Master Program Budget shall be updated in monthly basis and will be submitted via monthly report, prior to the PAHW review and approval
• Perform program-level cost management shall also include reviewing, maintaining, and updating the Program Cash flow Forecast
• Pro-active monitoring and analysis of the cash flow forecast for capital works and produce recommendations to PAHW.
• Provide input and recommendations to the PAHW Planning and Design Sector to inform their development of a Cash flow Management procedure.
• Updated cash flow forecast shall be updated in monthly basis and will be submitted via monthly report, prior to the PAHW review and approval

• Oversee and Manage the Project base Commercial/Contract teams in the various Projects.
• Identify and contribute towards continuous improvement, maximising all commercial opportunities within the procurement process and protect our company(client) interest &
• Negotiate, place and monitor contracts and development agreements with Design/Cost/Supervision Consultants, Main Contractors, supplier and the stakeholder of Projects and company.
• Establishment of payment mechanism and liabilities as well as close liaison with group legal, group insurance, group financial managers on
all Projects to ensure all commercial /Contracts issues are covered of in the bids and existing contracts of Projects.
• Proactively analyse the existing contracts for risks and opportunities, develop risk management strategies and prepare internal commercial reports.
• Maintain and ensure the cost control against original budgets for the all Project execution/ operations, reporting as and forecasts when necessary.
• Provide professional expertise to ensure the Projects delivery meets best practice, statutory, regulatory, tax and audit requirements.
• Manage the updating and ongoing upkeep of the scope of works, standard forms, contractors lists, contacts, templates and payment system.
• Manage and advice to group financial mangers/ board of directors in the monthly financial liabilities and ensuring costs remains within budget as well as forecasting ahead and providing analysis on cost to complete of the various Projects.
• Responsible for the signing of of orders, invoices and payments and authorising accounts as and when required, ensuring payment in line with contract terms. Negotiate variations and agree final accounts.
• Manage and advice to Claim Consultant/ supervision consultant on Contractors Claim& dispute for extension of time, prolongation cost, project risk etc in client perspective.
Designation : Senior Quantity Surveyor /Contract Administrator Period : 1/2/2017 - 31/3/2017 Project : Burj Al Shaya, Kuwait Burj Alshaya (Four Seasons 5 * Hotel) Project, scope consists of a 46-storey ofice tower and 25-storey hotel tower, built up area of 127, 000 m2 and
includes a car park for 1, 600 vehicles, five-star hotel, ofices, a conference center and 5, 000 m2 of retail space, etc. Responsibilities:
• Involve in the Change Control Management; Client instructed design changes.
• Management of Adjustments for Prime Cost or Provisional Sums.
• Re-measurement of Provisional Quantities; Variations arising from the inadequacy of Construction Documentation
• Variations arising from Contractor Proposals for Substitution of Materials or Products. Claim etc.
• Responsible for settling Contractors variations and claims which includes but not limited to verifying the quantities and rates, further negotiate with contractors, evaluate & prepare variation order, and recommend to the client for issuance.
Designation : Contracts -Senior Quantity Surveyor Period : 1/12/2013 - 31/1/2017 Project : RA/167- Jamal Abdul Nasser Street Project, Jamal Abdul Nasser Development Project, a unified highway infrastructure project, at Kuwait, it includes a number of utilities and drainage structures along the length of the project route, Main scope is, 4 level interchange on Ghazali road (first in Kuwait), 7.2 km of elevated highway, 6 to 8 lanes wide elevated highway, Depressed road with two roundabout bridges, 9 roundabout, 3 interchanges, and 8 pedestrian overpasses. Responsibilities:
• Preparation of Monthly Progress Payments with Site Quantity surveyors, Cash Flow Forecasts, CVR and Site Budgets and Verify the Re-measurement Quantities,
• Certifying of Subcontractors Interim Payment and settlement of Final Accounts.
• Identification, Notification, Valuation, Submission, and Agreement of variations and claims follow up correspondence,
• Attend the weekly meetings for work progress,
• Preparation of Subcontract Agreements
• Review of Contract Deliverables, Performance Bond, Insurances, Advance payment guarantee, bond against warrantees for Main Contract and Subcontracts.
• Take part & supporting to the International claim team and Arbitrators & Lawyers

Designation : Senior Quantity Surveyor / Contracts Engineer Period : 1/3/2009 - 30/3/2010 Project : Hotel Missoni (5*) at Symphony complex Project (BP-9), Kuwait Hotel Missoni (5* Hotel) Kuwait Project, having 18- storey Symphony Complex and Hotel fit-out included the design of public reception, café, restaurants, conference and business center facilities, 350 seat ballroom, rooftop terraces and landscaping, and open-air swimming pool, and 173 Guest bedrooms comprising six room variants and the 480m2 rooftop Presidential Suite, etc.
