Lead financial governance and cost control forAbandonment & Decommissioning (A&D)
operations in Turkmenistan, ensuring a robust and controlled cost management
framework aligned with corporate compliance and operational objectives.
Develop and manage the Annual Work Programme & Budget (WPB), defining project
timelines, cost estimates, and execution schedules in alignment with company annual
targets. Spearhead mid-year budget reviews and revisions based on performance
evaluation and operational changes.
Coordinate closelywith Finance on Authorization for Expenditure (AFE) preparation and
submission in accordance with approved budgets. Establish and maintain Work
Breakdown Structure (WBS) integrity for accurate cost allocation and tracking across
A&D activities.
Perform comprehensive monthly cost control reviews, including variance analysis,
forecasting, accrual validation, and detailed Budgetvs. Actual analysis to ensure financial
transparency and proactive risk mitigation.
Serve as SAP Subject Matter Expert (SME) for the A&D Department, managing end-to
end commercial and procurement transactions including vendor registration, contract
migration, Call-Off issuance, Purchase Requisition (PR) initiation, Purchase Order (PO)
creation, and invoice processing.
Act as focal point for government cost recovery submissions to the Turkmenistan
authorities (~USD 120 million outstanding for over 5 years). Successfully recovered
approximately USD 110 million within two years (since joining the company) by
identifying root causes, strengthening documentation compliance, and driving cross
functional collaboration with Finance and internal stakeholders.

Oversaw project cost control and financial monitoring for government-funded digital
and technology initiatives, operating within budgets formally defined and approved by
the Government.
Administered and controlled project expenditures against government-approved
budgets, ensuring alignment with allocated funding ceilings and approved scopes of
work.
Coordinated closely with Finance, Procurement, and Project Management teams to
validate commitments, manage cost allocations, and ensure expenditures were within
approved government funding parameters.
Strengthened cost control processes by improving tracking mechanisms, enhancing
documentation standards, and ensuring audit readiness for public-sector compliance
requirements.

Led operational process optimisation initiatives to improve efficiency, reduce operating
costs, and enhance overall business performance across core functions.
Conducted detailed process analysis to identify inefficiencies, redundancies, and cost
leakages, implementing streamlined workflows that reduced cycle time and improved
resource utilisation.
Partnered closely with Finance and Operations teams to align process improvements
with budget targets and profitability objectives.
Drove cost-effectiveness initiatives by evaluating manpower allocation, vendor
engagements, and operational spending, ensuring optimal use of company resources
without compromising service quality.

Financial planning and analysis: Owning the P&L of ShopeePay, including building an
economic forecast, creating and executing strategic initiatives to support business
growth within P&Ltargets.
Fraud management: Reduced fraud loss from approximately 15% to less than 1% by
analyzing fraudsters and scammers modus operandi and developing prevention
solutions.
Competitor intelligence: Building competitor key metrics modeling and competitor
benchmarkingas a basis for managementstrategy.

Assigned to the Investment Product Team, which has responsibility for Mutual Fund
(BukaReksa) and Gold (BukaEmas) Products.
Perform costand benefitanalysis related to the improvements to be carried out.
Identify user needs, analyze business processes and information, identify root causes
and potential improvements, and compile improvement solutions that include new
business processes and information flows, system functionalityto be built, business case
scenarios, and datavariations, aswell as masterdata required.
Analyze the impact of changes in terms of processes, organization, infrastructure,
technology, and company policies, and develop change management strategies needed
to supportthe implementation of new business processes/systems.
