1. Lead the development of scope and supervise fabrication of twelve (12) pressure vessel, shell & tube heat exchanger and air-finned coolers for Asset Life Study 3.0 Project which complied to ASME Section VIII Div. 1, TEMA, API 660, API 661, and Petronas Technical Standard (PTS). Scope were executed successfully within stipulated timeframe.
2. Lead the develoment of scope for maintenance repair, maintenance painting and insulation works for Turnaround and non-Turnaround windows related to pressure vessels, heat exchangers, feed furnaces, boilers and solid handling equipment based on requirements from API 510, ASME PCC2, NBIC, PTS & MRCSB’s MI procedures.
3. Lead the development of scope and supervised replacement of pressure vessel and heat exchangers during Turnaround and non-Turnaround window. Scope were executed successfully without concerns and within allocated budget.
4. Provided technical support to execution team for work to be executed within and outside of Turnaround window for Asset Life Study 3.0 Project.
5. Supervised, challenged and approved technical study on solid handling equipment (i.e. Open & pipe conveyor system) and Marine Loading Arm for MRCSB. Recommendation papers were approved by Management for execution.
6. Provided independent review on TULIP Pipeline project as Mechanical Engineer (Engineering & procedure review, Project Independent Review).
1. Succesfully lead and monitored the project progress for Asset Life Study 3.0 (RESET Project) and Effluent Treatment System rejuvenation project (Hundred % Operability of Melaka ETS - HOME project).
2. Facilitated work list review and Risk Analysis for Mechanical Static (Fired & Unfired) and Civil & Structural disciplines for Asset Life Study 3.0 project.
3. Represented Asset Life Study 3.0 project and responsible to coordinate with other parties (i.e. Turnaround team, Tank shutdown team, COGEN shutdown team) for integration of works during turnaround and shutdown windows.
4. Provided site technical support for HOME project related to mechanical static & piping works (i.e. piping at CPI basin, clarifier & thickener tanks, sand filters).
1. Managed and monitored resources for hot-work projects & maintenance manpower supply for Malaysian Refining Company Sdn. Bhd. & PETRONAS Chemical Fertilizer Sdn. Bhd. (i.e. RV servicing, daily and shutdown manpower supply).
2. Reviewed and approved technical proposal for hotwork projects related to Piping (Hydrocarbon & Utilities), fabrication and repair of Pressure Vessel (New Construction as per DOSH, ASME Section VIII Division 1, PETRONAS Technical Standard, & Repair as per API 510 requirements) and structural replacement (i.e. grating, platforms, support, warehouse extension).
3. Responsible for overall company performance against Key Performance Indicator in 2+1 maintenance contract with MRCSB & PCFKSB.
4. Responsible to appoint and develop Engineers, Supervisors, Welders, Fitters and Helpers within the company.
5. Developed Fitter training syllabus based on ASME PCC1 and trained the fitters to sit for Enhanced Contractor Competency Assessment (ECCA) conducted by client (supplied Fitters passing rate >93%).
6. Provided technical assistance in tender preparation and hot work projects involving fabrication of process equipment, piping, support structures and maintenance projects
1. Prepare overall planning for 29 tags of Firewater piping replacement (PSR1 Spec MS5, MS19) for Malaysian Refining Company Sdn. Bhd. (formerly known as) Petronas Penapisan (Melaka) Sdn. Bhd.
a. Developed catch up plan for overall execution schedule from January 2017 until December 2017.
b. Prepared material take-off list and performed material readiness inspection prior to replacement works at site.
c. Liaised with client on replacement window and detail requirement of each 29 tags prior to start of replacement work.
2. Manage prefabrication schedule, QAQC works, materials and resources at fabrication yard.
3. Manage resources (manpower, tools & equipment) in executing daily planned works at site. Provided daily and weekly report to client.
4. Troubleshooting of daily site problems related to technical problem, work planning and execution (equipment replacement, urgent requirement by client).
5. Preparation of Job Method Sheet, Job Hazard Analysis, and work procedures prior to start of replacement works.
1. Lead a group of team (Inspection, maintenance, operation, technologist) to develop maintenance plan for atmospheric storage Tank based on Risk Based Inspection (RBI) methodology.
a. Utilizing Shell's tank Risk Reliability and Maintenance (RRM) methodology in determining next inspection interval for tank roof, wall and annular plate.
b. Conducted risk identification workshop for storage tank RRM input.
2. Appointed as inspection lead engineer for area C & defect works during Jan 2013 PSR1 plant turnaround, mainly focusing on equipment CF renewal, static equipment technical issues, cleaning quality, emergent works & inspection contractors management.
3. Plan and execute ONLINE INSPECTION on storage tanks (Double deck floating roof, single deck floating roof, Fixed cone roof, Fixed dome roof, Insulated tanks, LPG Bullets).
a. External visual inspection (bund wall, external shell wall, external roof, tank pad, external annular plates, secondary seal, wind girders, top platform, access way, foam containment system, coatings).
b. Point UTTM, Shell wall & annular plate thickness profiling.
4. Plan and execute OFFLINE INSPECTION on storage tanks (Double deck floating roof, single deck floating roof, Fixed cone roof, Fixed dome roof (internal aluminum membrane)).
a. Internal visual inspection (guide poles, aluminum membranes, pontoon, primary seal, bottom plates, annular plates, internal of roof plates and shell wall, flexible roof drain, sump, pressure vacuum valves, foam containment system, internal reinforcement ring).
b. Supervised UTTM thickness profile of bottom plates & annular plates.
c. Inspection on repaired bottom plates as per API653 (patch plates).
5. Responsible for development of Integrity Reference Plan (IRP) and review of shutdown & fabrication QAQC plans of static equipment (storage tanks, heat exchanger, reactors, distillation column, pressure vessels).
a. Determination of Inspection hold points.
b. Development of SOE as per damage mechanism suggested in API 571, equipment past records and industry’s recommended practices.
1. Responsible for review & approval of design, for like-to-like replacement of pressure vessels, Tubular Shell & Tube Heat Exchanger, air finned coolers as per:
a. ASME Pressure Vessel & Boiler codes, Section VIII Div. 1.
b. DOSH Factory & Machinery Act (FMA 1967).
c. Petronas Technical Standard (PTS).
d. American Petroleum Institute (API) Recommended Practices.
e. Tubular Exchanger Manufacturer Association (TEMA) standard.
2. Responsible for review and approval of fabrication & packaging procedures, WPS, WQT & PQR prior to process equipment fabrication and piping repair.
a. Monitoring of equipment fabrication progress at contractors’ fabrication yard as per approved procedures & test plan.
b. Performed detail inspection at Test Plan's hold point (i.e. material receiving, fit-up, orientation & dimensional check, hydrotest, packaging, transportation).
3. Performed safety practices & equipment audits at process plant in accordance to guidelines of Health, Safety and Environment department & technical recommended practice.
a. Developed and performed specific equipment reliability plan (SERP) audits with guidance from Principal Engineer in ensuring good condition of plant equipment (furnace, boilers, heat exchanger, pressure vessels, storage tanks, safety valves, piping).
b. Performed monthly safety audits (operational day), and weekly safety audits during shutdown.
1. Responsible for the development, award and execution of maintenance contracts (i.e. Adsorbent catalyst change-out, Heat exchanger cleaning, equipment replacement, equipment repair, term contractors) within specified schedule in ensuring uninterrupted plant operation.
2. Worked together with plant operation team in execution of preventive maintenance works, and with inspection & project team regarding on maintenance-based equipment design.
a. Provided feedback during design stage in ensuring ease of maintenance during and after operation (i.e. piping layout, equipment locations, installation of additional components).
3. Responsible for the development of maintenance work package comprises of Work Method Sheet, Material & Consumable List, Equipment Isolation Sheet, Scope of Examination, and Job safety analysis for Static equipment.
4. Appointed as Shutdown Manager in Turnaround and maintenance shutdown of Utilities Unit, Sulphur Recovery unit, Amine Recovery Unit, Sour Water Recovery Unit, Crude Distillation Unit, Hydrogen Production Unit, Catalytic Reformer Unit covering static, rotating, inspection, electrical & instrumentation works.
a. Coordination with production, technologist, safety and contractors in ensuring successful execution of maintenance works.
b. Lead troubleshooting team in analyzing emergent works.
c. Monitoring of manpower and equipment loading as per work progress.

a. Online repair (i.e. furnace refractory repair, Hot Tapping, secondary seal replacement, line stopping).
