Responsibilities:
• Supervise and execute all commercial procurement within company standards, including Risk Management for agreements.
• Led the Procurement function for subsidiaries:
Edacom (Owners Association Management - Motorcity, Uptown Mirdif Mall, OIA Residence)
ServeU LLC (Facility Management Company)
Fitout LLC (Interior Fitout)
Gmamco LLC (leader in HVAC) Dubai Autodrome LLC (FIA sanctioned motorsports facility with hospitality suites)
UPP Capital (Capital Investment)
Al Etihad Cold Stores (Cold storage facility operations)
• Drive Purchasing performance, efficiency and economy in resource management. Organize tactical and strategic Procurement for Facilities Management (MRO), IT (Infrastructure & Applications), Operations & Marketing, Consultancy, outsourced manpower and Insurance (PAR, Strata, PI, D&O, Health, MI, FG, TPL etc.) within budgeted guidelines and to the highest standards.
• Strategize long term Agreements to benefit organization; play lead role to develop, implement and run ‘Contract Management System’ in order to keep single repository for all contracts, track open commitments, enable enhanced budget forecasting, automated accrual process flow and reduce manual intervention to process payment against Agreements and generate:

• Ensure all related policies, procedures and DOA’s implemented are followed.
Achievements:
• Aligned the Procurement with business development growth/development strategies.
• Strategic Solar PV installation with 20 year LTO plan for Dubai Autodrome with over USD 12m savings.
• Lead implementation planning for ERP for effective PR, PO, Tender & Agreement approvals per DOA, vendor management & evaluations i.e. e-Procurement.
• Report to management for 15% annual savings on IT projects (over USD 15m/annum for Infrastructure & Applications) and FM projects (over USD 65m/annum for Landscape, Physical Security Systems, WMS, STP, FLS, lake maintenance etc.)

• Oversee & manage all commercial procurement within company
standards.
• Evaluation of tenders/Purchase Orders for products/services in
accordance to DOA and lead the team by providing the best
quality at an acceptable delivery schedule at the lowest negotiated
cost with favorable payment terms.
• Projects involvement:
o IT projects over USD 10m and above. Along with IT Director,
actively involved in evaluation and procurement of server
requirements, storage, firewalls etc. including but not limited to
procurement of services of Managed printing, website
developments etc.
o MEP projects over USD 35m. Commercial tendering & evaluation
related to integrated FM, Landscape, Physical Security Systems,
Waste management systems, STP, FLS, LPG etc.
o High value Project procurement.
• Average annual savings approx. 12% by means negotiation
blanket orders, rebate contracts.
• Collaborate with stake holders to create, manage and execute category plans to aid buying improvement e.g. spend analysis on frequent requirements, estimate future requirements and develop annual category sourcing plans.
• Float tenders into e-sourcing (Oracle) portal for successful bidders and request for best technical and commercial proposals.
• KPI’s, schedules, policies and procedures for the procurement team. Report management on annual cost savings versus productivity.
• Conceptualize, implement and manage execution of Procurement Policy for Capex/Opex requirements. Ensure all goods and service requirements are met in a timely, efficient and effective manner.
• Lead procurement function for following services:
o IT data center setup, migrating to co-locations of Etisalat in Abu Dhabi and Al Ain data centers etc.
o Property Maintenance, FLS, Risk protection by continuous updating of insurance, handling freight of high value PDMs.
o Fitout, Operation, Outsourcing, Facility management, IT, Marketing.
• Conduct an annual spend analysis campaign over the historical procurement and prepare an executive summary with recommendation to the management. Develop Annual Procurement and contracts Strategic plan and targets of procurement to deliver financial savings.
• Draft contracts in line with applicable policies of the company.
• Define and manage key vendor relationships to deliver breakthrough performance in cost, service and quality including technical input to negotiations on strategically. significant contracts. Represent the company’s interest and ensure procurement of operational requirements of the company with maximum cost-saving benefits with no compromise on the quality.
• Average annual savings 10-12% by negotiation, blanket orders, rebate contracts.
• Manage adequate risk cover like PAR, PL, WC & EL, FG, MI, PI, D&OL, medical insurances etc. by process of sealed tendering and further commercial and technical evaluation.
Direct reporting: Senior Manager, Procurement.
• Locating & selecting sources of supply for materials or services required through catalogues, indexes, quotations, price records, & vendor database.
• To procure requested materials of proper quality at the lowest possible ultimate cost & have them delivered to the stores or site as indicated in the Purchase Request. Locations include Dubai Mall, Marina
Mall/Communities.
• Maintain short and long terms contracts for CAPEX/OPEX relating to supply/services.
• Average annual savings 14% by negotiation, blanket orders, rebate contracts, re-tendering of jobs based on prevailing market conditions.
• To procure the necessary requested materials, supplies of proper quality at the lowest possible ultimate cost & have them delivered to the stores or site as indicated in the Purchase Request.
• Average annual savings 10-12% by negotiation, blanket orders, rebate contracts
• Locating & selecting sources of supply for materials and services through catalogues, indexes, quotations, price records, & vendor database.
• Obtaining by enquiry, quotation or bid a favorable price & selecting the specific vendor. Purchase of goods/services relating to OPEX/CAPEX by means of securing long/short term contracts/purchase orders.
• Manage logistics for import of goods.
• Ensure smooth processing of:
- PR, PO & Agreements with negotiated rate and commercials.
• Maintain and efficient Turn-Around-Time (TAT) as per internally agreed levels and provide high quality standard in drafting and/revising agreements.
Direct reporting: Manager, Workshop Operations.
• Purchase of vehicles, spare parts and other requirements to ensure fleet is at optimized performance.
• Executing import and export functions of the company, arranging & filing the manifest of incoming & outgoing container/air cargo.
• Administer GRN, Invoices and material issuance.
• Monthly reporting to the Chief Operations Officer on purchase, average saving and stock registers. Direct reporting: Manager, Operations.
• Purchase of vehicles, spare parts and other requirements to ensure fleet is at optimized performance.
• Executing import and export functions of the company, arranging & filing the manifest of incoming & outgoing container/air cargo.
