An international, independent medical humanitarian organization providing medical humanitarian assistance in more than 70 countries.
I develop and implement GR strategy focusing on key stakeholders and priority needs for MSF operations in Russia
Identify and engage key Government stakeholders and develop plans for interaction in line with MSF goals
Provide GR advice to Head of Mission on political, reputational and procedural aspects of GR in Russia
Engage and negotiate with federal and regional authorities to enable MSF medical and humanitarian programs in Russia
I developed and optimized GR function in Sakhalin II Project management from Shell side.
I acted as advisor to Shell directors in the ruling bodies of the Project, acted as member of advisory committees.
I identified major topics and executed plans for GR interaction including resolution of disputes and organization of cross-functional teams to work on specific GR challenges.
I was shortlisted for Shell Global GR Recognition Award for special achievements:
o In 2020 - Managed a cross-functional team to secure Russian Party support for cost recovery of compensation package of Shell secondees (positive economic effect for Shell ca. US$ 20 mln).
o In 2018 - Optimized Russian Party approval flow for LNG spot deals substantially reducing approval timeline to more efficiently react to market fluctuations and, as a result, have better deals with the buyers (positive economic impact US$ 10-15 mln annually).
I represented Shell Russia in a global Shell exercise looking ahead to how to make Shell fit for the future (energy transition, sustainable energy, reduction of hydrocarbon footprint).
I acted as GR lead in multidiscipline group developing medevac and other relevant procedures for Shell expat staff during Covid, incl. engagements with healthcare, transport and borderguard authorities, and relevant embassies.
I engaged with Ministry of Industry and Trade for the project of localization of equipment and technology production for LNG industry.
I managed Government Relations Department with the staff of 7 (within the scope of Deputy Head): budget process, staff development and training.
I planned and organized Russian Party engagement .
I acted as member of Sakhalin II Supervisory Board Working Group and as advisor to Sakhalin Energy members of Supervisory Board.
I was GR lead in Emergency Response team with responsibility for Emergency protocols to communicate with Govt authorities to ensure business continuity.
I secured annual approvals for LNG export (Ministry of Energy, Federal Customs Service) and updates to the approved volumes as necessary within limited period to ensure uninterrupted exports.
I provided GR support for annual audits of Sakhalin II project by federal Accounting Chamber.
I planned and organized interaction with Intergovernmental Commissions and Working Groups (Russia - Japan, Russia - South Korea): ensured that key topics concerning Sakhalin Energy were included into the agendas and statements of Commissions and Working Groups.
I acted as GR lead to ensure compliance with various international Ethics & Compliance regulations (US, EU, UK, NL, Bermudan).
