Materials Engineer - Civil Design
Responsible in preparing concrete design mixes for all grades of concrete used for KAIA Project. Concrete mix designs includes no-slump concrete for Precast Hollow slabs and masonry units, conventional concrete used for all types of structural grade concrete, High Strength and High Performance concrete, Self-compacting concrete, Concrete use for pavements and taxi ways and Glass Fiber Concrete.
Carry out laboratory and plant trial mixes and prepares evaluation reports according to trial mix results in lined with project specification requirements, applicable codes and recognized standards.
Designated as QA Plant Inspector’s Team Head - Trained Plant QA Engineers and Junior Plant Inspectors in conducting plant quality inspections to cover 30 concrete ready mix plants producing concrete for the KAIA development Project. Prepares plant QA inspection report, plant findings and highlighting non-conformity to ensure that all materials and quality control procedures is maintained adhering to project requirement.
Prepares Quality Control Plan/Method Statement for the quality control productions to all Precast Plants supplying precast products required in KAIA Project by encompassing project specification and with the ACTS contractual requirement.
• Review, update and modifies QA manual that will suit to the project situation as directed by the QA Specialist and strictly implement QA Policy as well.
• Review Project Technical Specifications, pertinent notes indicated on the latest issued plans, engineering change notice e.g Site Instructions, Supplemental Specification and testing procedures.
• Prepares Inspection and Test Plan (ITP) for the Site Development, Admin Building and Hotel Building. ITP includes Civil Works, Electrical, Mechanical and Plumbing Works.
• Carry out inspections of the contractor's daily activity, materials monitoring, proper construction procedure, testing procedure, surveys, placing of concrete and installation of rebar, plumbing fixtures and electrical installation of wires, pipe conduit and cables.
• Reject works and materials not in accordance with the specifications and Issues Non-conformance and Corrective Action when work has not been executed in full compliance with the contract documents.
• Ensure completeness of project documentation for project close out.
• Integrate the company's quality assurance policy and quality control procedure during the project implementation and operation.
• Evaluate and recommend solutions to problems that do not alter the materials quality, best engineering practices and sound engineering judgments.
• Review and check Minimum Materials Testing Requirement (MMTR) to make sure that the materials incorporated into its permanent works are tested to the required minimum test frequency.
• Supervise and initiate calibration of plant equipment's, testing machines and Materials Laboratory Testing Equipment's and Apparatus.
• Witness and evaluate test results of materials tested from the accredited testing laboratory such as cement, reinforcing bars, anchor bolts, wide flanges, plates and other materials that cannot be tested in the in-house laboratory.
• Records all inspection and test results using the Summary of Quality Control Test Performed.
• Interface with the Resident Engineer to cause the implementation of Quality Control disposition.

PROJECT DESCRIPTION: The Project is Located in the Municipality of Tubod, Province of Lanao del Norte. The Project is divided into three segments which cover a total length of 53.76 Km.
It is delineated in the following works:
• Earthworks
• Subbase and Base Course
• Lean Concrete (Base Course)
• Removal & Replace of Existing PCCP
• Construction of new Portland Cement Concrete Pavement
• Construction of two (2) PSCG Bridges
• Construction of one (1) RCDG Bridges
• Reinforced Concrete Box Culvert
• Slope Protection: Gabions, Reinforced Retaining wall, Stone Masonry Wall, Geoworks System Wall.
• Drainage Structure including Head Wall/ Wing Wall & Catch Basin Concrete.
• Roads Signs & Pavement Markings
DUTIES & RESPONSIBILITIES:
• Responsible for the Project Quality Control of the three segments which is the Segment-1, Segment-2, and Segment-3. Monitor and control the Quality of all materials involve in construction activities such as, Soils, Aggregates, Concrete, Cement, Steel bars etc., in compliance with the specification and standard testing procedures (AASHTO, ASTM, ACI and DPWH Standards)
• Prepares Quality Control Program on all items of works applicable for the project implementation, review and evaluate pertinent notes specified on the contract plans. Making sure it will correlates to the given Special Provisions, Addendum and Supplemental.
• Prepares daily laboratory activities, supervise and perform all material related testing activities at field as well as in the project testing laboratories.
• Source-out and investigate probable sources of materials needed for the project and conduct immediate and necessary quality test and advice the Project Manager the suitability of the materials before incorporating into a permanent work.
• Prepares Concrete Mix Design in accordance with the ACI.211 for major and minor concrete structures
• Check and investigate any failed test results of the quality test of concrete and troubleshoots using a sound engineering judgment and introduced any other alternative means of testing relative to standard specifications.
• Prepare Monthly Materials Report to ensure that all works accomplished complies with the specification requirements and update the minimum test requirements reflected in the status of test.
• Review and strictly implement the Project Technical Specifications, pertinent notes indicated on the latest issued plans, engineering change notice e.g Site Instructions, Supplemental Specification and testing procedures.
• Conducts initial inspection as soon as representative segment of the particular item of work has been accomplished and to include examination of quality workmanship and a review of control testing for compliance with the contract requirements.
• Issues Non-conformance and Corrective Action when work has not been executed in full compliance with the contract documents.
• Review and update quality records of Non-Destructive Test (NDT), such as Radiographic Test, Dry Film Thickness using elcometer and Holiday Test for lining and coating for pipeline.
• Ensure completeness of project documentation for project close out.
• Supervise quality assurance and quality control inspection of a project.
• Evaluate and recommend solutions on inspection problems.
• Control, monitor the concrete production in order to ensure that concrete proportioning is accurate for a specific structure and uniformly proportioned throughout its batching operation.
• Review and check Minimum Materials Testing Requirement (MMTR) to make sure that the materials incorporated into its permanent works were being tested to the required minimum test frequency.
• Check and evaluate the accuracy of submitted Mill Test Certificate.
• Supervise, coordinate and initiate calibration of plant equipments, testing machines and Materials Laboratory Testing Apparatus.
• Witness and evaluate test results on cement, reinforcing bars, shotcrete toughness indices tested by any other accredited testing laboratory.
• Reject works and materials not in accordance with the specifications.
• Shall verify all materials to be furnished by the Contractor if it is in accordance with the specifications. Likewise, witness and monitor the required test if properly conducted.
• Records all inspection and test results using the Quality Control Inspection Report (QCIR)
• Interface with the Resident Engineer to cause the implementation of Quality Control disposition.
DUTIES & RESPONSIBILITIES (DEPUTY AREA COORDINATOR):
Social Aspects: • Facilitate Social Preparation, Capacity building and Technical Implementation Support in all stages of the Project Cycle
Technical Aspects: (Engineering)
• Prepares Program of Works and detailed estimates for various infrastructure projects.
• Supervise the construction procedure, proper use of equipment's, and proper utilization of materials to minimize cost without sacrificing the essential value of work.
• Prepare and update weekly and monthly construction schedule and quantifies all work accomplished and compares to the scheduled Physical Accomplishments versus actual Physical Accomplishment using S-Curve.
• Established vertical alignment and horizontal elevation control in Roadway Construction and Piping System (Water System Level-I and Level-II) using the engineer's transit and GPS.
• Ensures that all completed works and materials procured and incorporated into a permanent work are in accordance to the contract Plans and Specifications.
• Prepares Variation Order and Changed Order per infrastructure project to suit field condition without affecting the specified quality of works.
• Prepares and evaluate Bid documents, Contract documents, in accordance with the guidelines of World Bank Procurement manual and the Philippine Government Procurement manual (P.D. 1594)
• Ensure that all material complies with the given specification thru quality test applicable mill test certificate as required.
• Check and inspect the materials being used in the sub-project to ensure it conforms to the specification requirement of the project.
• Kept and update daily records for the utilization and the delivery of materials on site.
•Assist the Consultant Material Engineer in conducting field quality control inspections, sampling and testing. Assuring in-house materials testing laboratory for soils, aggregates and concrete adheres to the standards that (equipment calibration and standard testing procedures).
•Reviews daily, weekly, Monthly Materials Report and Status of Test.
•Prepare inspection reports and recommends rejection for any materials not approved for use, method of construction and test procedures not properly carried out.
•Conduct Soil Classification in every change of soil strata per borehole of the bored pile using Unified and AASHTO Soil Classification
•Attested the work carried out by accredited independent testing laboratory personnel in conducting Pile integrity testing (PIT) and Pile Dynamic Analysis (PDA) done in the project site.
•Witness and kept record of the results of concrete girder post tensioning eg., elongation and jacking force.
•Inspects the integrity and soundness of the carbodur plate installed at flexural member of the Reinforced Concrete Girder and the Sika Wrap at defective shear location for shear strengthening.
•Conduct ocular inspection at CTB Batching Plant as well as Concrete Batching Plant ensuring correct batch weight proportioning was carried during production.
