Responsibilities and Achievements
• Architectural masterplanning management (including urban planning / masterplanning, urban design, urban mobility solutions) for Education City building and infrastructure projects.
• Providing technical service in all areas of urban planning, urban design, masterplanning, urban mobility solutions, during Project Initiation (Pre-Design) Design and Construction Post Design and / or Post Construction stages. Ensuring that all designs are in compliance with the contractually applicable codes standards, international and corporation requirements regulations and procedures.
• Multiple interdisciplinary coordination (with other discipline engineers, end-users, project teams, stakeholders) responsibilities associated with the Education City Masterplan Integration project in order to develop fit for purpose design solutions and/ or scopes of services / scopes of works, to fit client’s
requirements, while ensuring that guidelines and design policies are implemented consistently.
• Preparation of master plan updates and recommending measures affecting land use, public utilities, community facilities and transportation to control and guide the future developments.
• Preparation of conceptual masterplan designs and urban designs, developing and detailing them up to tender / construction stage, whilst looking at physical layout flexibility, alignment with business model and resilience to market cycles.
• Reviewing applicability of existing drawings, standards and specifications and recommending appropriate changes. Contributing to the development of cost estimates and planning schedules.
• Preparation and/or review of feasibility studies, Pre-Concept and Concept masterplans, Design Development for Masterplans / Urban designs, based on the approved Scope of Services / Works.
• Developing attachments to Scopes of Services (SOS), schedule of areas, specifications and masterplan/urban design guidelines for building/ facilities, open space and infrastructure projects to be included in tenders for engineering consultancy and/ or construction.
• Providing technical support to projects on masterplanning and urban design related matters during construction and commissioning stages of projects, which often involves site visits. Reviewing materials, mock-ups, shop drawings and submittals.
• Checking the adequacy of designs produced by others, to ensure fitness for purpose and technical quality, in terms of providing safe / environmentally acceptable facilities, in compliance with the codes, standards, principles, practices and specifications, including Climate Change Resilience and Mitigation. Verifying that the projects being designed comply with latest updates and planning requirements and are in line with Qatar National Masterplan, Qatar National Development Framework, Qatar National Planning Framework and Municipalities Spatial Development Plans.
• Reviewing and analyzing existing transport network (including highway, public transport, cyclist and pedestrians).
• Review of latest traffic data and studies.
• Preparation of Education City Transportation Strategy and Education City Parking Policy.
• Assessment of future transport demands, macro and micro mobility urban solutions.
• Preparation of frameworks and urban design guidelines to allow for flexible applicability to a wide range of development scenarios

Key Achievements:
-Delivery of Monard Strategic Development Zone, first SDZ in Ireland to involve a planning scheme for a new town (2012, estimated project cost €50 million).
-Preparation of the Cork Harbour Study as part of the Marine Leisure Infrastructure Strategy for South Cork (2011).
-Preparation of the Water Rock Masterplan -accommodating mixed use development, 2, 500 dwellings, retail neighbourhood centre, employment uses, three schools, social and community facilities (2010).
Main Responsibilities:
-Preparation of strategic policies and objectives and developing planning frameworks.
-Representing the interests of Cork County Council at partnership committees and public consultations forums to discuss land use zoning, project solutions, project feasibility, cost efficiency, conformity with planning regulations.
-Liaising and engaging in planning consultations with State Agencies, National Transport Authority, Department of Education and Skills, Department of Environment, Community and Local Government and key stakeholders in the preparation and development process of the various planning documents.
-Supporting the preparation of the planning scheme documents and associated planning reports, in consultation with national, regional and local authorities.
-Creating design solutions for selected waterfront sites along the Cork Harbour suited for redevelopment.
-Addressing Elected Members Area Committees and Senior Management meetings on planning matters relating to the preparation of various planning documents.
-Participating in the tender / procurement process and advising on the appointment of external consultants
-Leading and supervising multi-disciplinary consultant teams
-Compiling data received from external consultants and taking decisions based on these.
-Creating design solutions for selected waterfront sites along the Cork Harbour suited for redevelopment.

Key Achievements:
-Supervising and providing assistance to control the urban development of the Carrigaline Electoral area through the implementation of the Cork County Development Plan.
-Responsible for development management of the Carrigaline Electoral Area, including Carrigaline, Ringaskiddy, Passage West, Monkstown Coastal areas.
-Responsible for the processing of planning applications submitted within the Carrigaline Electoral Area, managing and overseeing the planning process of contentious developments for large-scale industrial, residential, retail, commercial projects, including waterfront developments.
Main Responsibilities:
-Reviewing planning documents, overseeing environmental impact reports and design specification drawings ensuring compliance with national planning guidelines as part of the planning application process.
-Participating in extensive planning consultations with developers, public authorities and multi-national companies across a wide range of sectors including residential, retail, commercial, industrial and renewable energy. Highlighting urban design principles and key considerations required in order to allow the lands to be developed, recommending arrangements of lands, land use mix, infrastructure provision, overall layout, setting out relationships between buildings and public areas, provision of appropriate social and community facilities.
-Conducting site investigations with the scope of reviewing and monitoring work in progress as part of compliance with planning conditions and enforcement procedure.
-Studying the design and materials of submittal proposals to resolve any site related inquiries as part of the compliance with planning permission.
-Ensuring that the construction technical drawings prepared and submitted by the developer/contractor and any architectural material submittals conform with the specifications and planning conditions of the planning permission and are in line with the original design.

Main Responsibilities:
-Assessing planning applications for residential, tourism, commercial projects, compiling data received from external team members (engineers, archaeologists, conservation and heritage officers) and recommending planning decisions.
-Liaising with developers, Elected Officials and members of the general public on planning matters arising during the planning application process.
-Responsible for site inspections and reviewing planning documents ensuring compliance with national planning guidelines as part of the planning application process.
-Responsible for Exemption Certificates under Section 97 of the Planning and Development Act 2000, relating to the provision of social and affordable housing.
-Responsible for preparing Declarations under Section 5 of the Planning and Development Act 2000, identifying works which constitute exempted development.

Main Responsibilities:
-Assessing planning applications submitted within the jurisdiction of Clonmel Borough Council, compiling data received from external team members and recommending planning decisions.
-Participating in pre-planning consultations with developers and various stakeholders in relation to large-scale developments including mixed uses, retail parks, housing estates.
-Liaising with multi-disciplinary consultant teams in the preparation of the Local Area Plan for Clonmel East.
-Responsible for site inspections in relation to unauthorised development and preparation of Warning Letters under Section 151 of the Planning and Development Act 2000, relating to Enforcement Procedures.
-Responsible for Exemption Certificates under Section 97 of the Planning and Development Act 2000, relating to the provision of social and affordable housing.
-Responsible for preparing Declarations under Section 5 of the Planning and Development Act 2000, identifying works which constitute exempted development.
-Responsible for Planning Searches.

Main Responsibilities:
-Review of the Limerick City Council’s Development Plan. Involved in the preparation and review of planning policies and objectives, consultation with local government agencies and prescribed bodies.
-Representative for the Living in Towns -INTERREG European Project ‘Coordination of the analysis of the Processes and Policies to Encourage Urban Living’. In charge of researching and coordinating the necessary data for the study incorporating the background characteristics of Limerick City, the planning policy context within which it operates, local initiatives and examples of local practice.
-Compiling design guidelines for Integrated Area Plans as part of the Urban Renewal Scheme. Preparing detailed area plans, identifying the type and extent of development which may be permitted, specifying maximum building heights, external finishes and general appearance of the proposed buildings.
-Preparation of site development briefs for prospective developers/investors informing on the development potential of specific lands owned by Limerick City Council.
-Co-ordinator for the implementation of the 1998 Urban and Village Renewal Scheme/Living Over the Shop Scheme. Carrying out site inspections, administering the financial tax incentives initiative, promoting the refurbishment of vacant upper stories in existing buildings for residential purposes applied in certain designated streets within Limerick City.
-Preparation of Statutory Declarations of Works under Section 57 of the Planning and Development Act 2000. Responsible for site inspections of protected structures, historical research and compilation of Statutory Declarations of Works, indicating the type of works that would materially affect the character of the protected structure and would require planning permission.
