Reporting to Handing Over Manager
- Staff replacement and function according to the project(s) requirements while the SQS is away
for annual leave.
- Familiarize contracts standard method of measurements, standard types of contracts according
to projects, including FIDIC and government forms.
- Contracts management including resolution of contractual matters.
- Responsible for the coordination of quantity surveying for preparation/reviewing the BOQ (Bills
of Quantities), assessment of Contractor’s analysis of proposed “New Rates” base on the
derivation of cost and substantiation of all the item’s cost, and other commercial activities of
the projects.
- Responsible in checking and certification of Contractor’s payments including valuing of claims
and preparation of construction project monthly valuation.
- Review, analyze and recommend in written report the comparative cost estimates, man-hour
estimates and proposed variation orders.
- Identify variance and cost assessment integrating proposed measures if any to rectify and or
metigate the identified variances.
- Preparation of submission of all CR, SI, VO, Claims and Re-measurements for Final Accounts
to PWA and for project close out.
- Provide recommendation in processing requests for variation, addendum, extension of time,
claims, etc. in accordance with the contracts and PWA policies and procedures.
- Develop and update monthly cost system which shows project cash flow requirements, records
of committed costs, anticipated costs remaining and overall estimate project cost to complete.
- Updating commercial recordings and reporting the progress of the handing over projects.
- Attend meetings with PWA, Consultant, Stake Holder & Contractors to resolve issues
concerning payments and remaining snags and to progress all the pending anticipated claims.
- Coordinate & provide assistance to Consultant, PWA Project Manager/Coordinator & Senior
Management Team in any other relevant post contract administration duties related to
commercial aspect of the project.

Familiarize contracts standard method of measurements, standard types of contracts according
to projects, including FIDIC and government forms.
- Review the Tender & Contract documentation and manage the post contract project
assignment.
- Monitor contractor’s progress and review payment applications.
- Liaise & coordinate with the project team.
- Review business case & evaluate contractor’s claims and variations.
- Prepare variation order(s) & secure client's approval.
- Interprets contract provisions to help resolve claims and questions submitted by contractor in

Road & Infrastructure Works, Road Drainage, Street Lighting Works, Work in Relation to
Services, etc.

but not limited to Car Parkings, Pedestrian & Walkways Interlock Pavement, Roads, with
Works in relation to Services like Water Works, Electricity, Street Lighting, Ooredoo, QAF,
Road Drainage, etc.
- Monitor contractor’s progress, review payment applications and issue payment
recommendations to client.
- Review & evaluate contractor’s claims and variations.
- Secure client's approval and prepare variation orders.

- Prepare take off quantities from 2D/3D drawings with measurement software/ CAD / Revit based software and prepare Bill of Quantities for all disciplines.
- Review contractor’s progress, payment applications and issues payment recommendations to clients.
- Review & evaluate contractor’s claims and variations.
- Secure client's approval and prepare variation orders.
- Provide assistance to Commercial Manager/Contract Administrator on contractual issues and independently handle contractual correspondence.
- Liaise with contractors to advise on requirements of contract.

- Validate unit rates submitted by sub-contractor during budgetary quotation and ensure that costs are within site benchmarks against scope and management of qualifications/exclusions.
