• Participate in the preparation of the annual work plan and budget (PTO), multi-annual (PNG) and by phase.
• Carry out and review well designs, fluid programs, cementing, hydraulics, geo-pressure analysis, drill bits and in general all the technical aspects required for drilling, testing, completion and abandonment of wells to meet the objectives of the projects in accordance with the environmental licenses and applicable legal framework.
• Carry out risk analysis and action plans in the planning, execution and control of operations considering the good practices of the industry, as well as the lessons learned from other operations.
• Conduct bidding processes for goods and services required for operations in accordance with the approved operating programs for each year, including cost analysis - benefit and looking for optimization alternatives. It includes the preparation of the technical conditions for each service to be tendered in accordance with the operational requirements of each project, Definition of the evaluation criteria of each bidding process and technical and economic evaluation of all the proposals of the processes and issue recommendations for award. Monitoring of special technical clauses of contracts together with the project administrator.
• Prepare and control the general contracting plan for drilling operations, tests, completion and abandonment of wells, ensuring compliance with the project schedule.
• Prepare and review drilling programs, tests, completion and abandonment of the well, time and cost curve, under the technical and safety standards of the company.
• Design drilling equipment used in the process of extracting oil and gas from both onshore and offshore reserves.
• Analyze and design drilling plans according to data and rate of production.
• Analyze, design and monitor engineering well sites and prepare reports.
• Follow budgeting guidelines and bring about necessary changes to curb costs.
• Coordinate with material suppliers and contractors.
• Conform to government guidelines in following drilling procedures.
• Assist and supervise drilling team and production personnel to execute well designs and drilling in a cost-effective way.
• Coordinate with specialists to assess site viability and supervise drilling work.
• Take care to preserve natural environment of well in case drilling is dropped.
• Train engineers, lead contractors and solve engineering problems arising during drilling.
• Keep informed about latest engineering techniques and software.
• Prepare and summarize progress reports for management and client staff.
• Track and guide work and performance of engineers and peer engineering groups.
• Manage and assess staff progress, and recommend newer methods through researching markets and government guidelines.
• Coordinate with geologists and other professional during designing and calculate torque and hydraulic data accurately.
• Ensure accuracy and completion of reports before submission to petroleum department.
Prepare the well design, well planning and drilling program.
Prepare the technical specifications for drilling equipment and services required for field development in
consultation with department concerned.
Verify and inspect the provision of materials and equipment for drilling operation and assure all
requirements, special terms and conditions are met.
Attend and participate in the meetings related to drilling organized by national oil company and partners
upon Drilling Manager’s request.
Direct and supervise the on-site work of the drilling contractor and service companies.
Delivery of safe and environmentally sound drilling engineering solutions on time and within budget.
Work with subsurface team to ensure delivery of new well designs and programs to meet production
targets.
Assurance of the technical integrity of the operations and compliance with project standards.
Administration of contracts to deliver drilling operations and identification of future contract requirements.
The identification and application of value enhancing, innovative and new technologies.
Responsible for technical integrity and assurance of well designs and technical risk assessment,
management, contingency planning and mitigation.
Participation in rig / well site and service base audits for conformity to project standards.
Identify lesson learnt from nearby well, evaluate and carry out studies for Offshore and Onshore drilling
campaign.
Advising drilling engineers from different PDVSA´s associations belonging to Carabobo Division
Prepare drilling time and cost estimates for annual budgets and well AFEs
Provide solutions to exceptional problems arising within organizations.
Identify areas for improvement within the business and feed this back to the drilling team.
Provide technical specifications for drilling equipment and services contracts.
Provide an analysis of the existing practices of the company and make recommendations for improvements.
Determine the most effective approach to drilling projects.

* Designing and selecting well-head equipment;
* Drawing up drilling programs, taking account of desired production.
* Obtaining relevant data, carrying out analysis on site and recommending immediate actions as
necessary;
* Carrying out full engineering analyses of rig site data and preparing regular well reports.
* Monitoring the daily progress of well operations and current daily costs, comparing actual costs with
cost expenditure proposals and recommending changes or improvements to rig work techniques, which
could lead to optimization of expenditure.
* Liaising with specialist contractors and suppliers, such as cement companies or suppliers of drilling
fluids.
* Monitoring safety and ensuring the good maintenance of the well.
* Adhering to environmental protection standards, in some cases through direct discussion with local
governments to ensure compliance with legislative requirements.
* Establishing and administering drilling and service contracts.
* Coordinating and supervising the work of the drilling team.
* Undertaking engineering design and the planning of wells.
* Designing directional well paths (deviated, horizontally or multi-laterally, as appropriate).
* Contributing to conceptual field development design;
* Working with multidisciplinary professionals to evaluate the commercial viability of the well and
monitor progress during drilling.

The course is aimed at practicing drilling engineers. It focuses on the concept of effective well construction, and aims to develop high levels of professional skill in the key areas of well design, drilling and operations management.
The curriculum in petroleum engineering is intended to prepare students for the petroleum industry. This curriculum involve (1) design and analysis of well systems and procedures for drilling and completing wells; (2) characterization and evaluation of subsurface geological formations and their resources using geoscientific and engineering methods; (3) design and analysis of systems for producing, injecting, and handling fluids; (4) application of reservoir engineering principles and practices to optimize resource development and management; and (5) use of project economics and resource valuation methods for design and decision making under conditions of risk and uncertainty.
