RESPONSIBILITIES:
• Ensure that the workplace is monitored and is fully in compliance with all applicable OSHA standards, rules and regulations in order to maintain safety in manufacturing facilities.
• Ensure that Safety Standard Operating Procedures (SOPs) are maintained, and communicated to employees.
• Prepare and develop the overall project HSE Plan and effectively monitor adherence to HSE guidelines, policies and procedures during the project lifecycle
• Carry out analysis on lessons learned Manage and monitor HSE Auditor(s) as necessary
• Advise, guide and support managers in the implementation of Health & Safety practices both on-site and within the office environment.
• Review ASEC Contractor’s and Sub-contractors’ HSE Plan and Environmental Management Plan, and provide feedback and recommendation as necessary
• Identification & development of HSE specific training for all supervisory level personnel in addition to HSE staff.
• Development and implementation of HSE communication program including the set up of HSE Committees, meetings, bulletins, etc.
• Ensures availability of quality PPE including PPE provision & replenishment policy. HSE department staff is one of the Management responsibilities.
• Conduct different safety training such as safety orientation, confined space, working at height, rigging, scaffolding, man lift, crane /heavy equipment site movement coordinator.
• Review and implementation of different risk assessment and interface with departmental administration.
• Ensure that the ASEC Contractor, Sub-contractors, and other members of the project team observer HSE regulations, wear all required safety equipment, and report HSE violations
• Review HSE violations and monitor trends, and provide advice to close HSE violations analyses accidents and identify trends, vulnerabilities, and liabilities that can be avoided by preventive techniques and procedures.
• Maintain all reporting recordkeeping requirements as needed.
• Maintain MSDS master files.
• Maintain ISO 14001-2015 & OHSAS 18001 documents.
• Directs the resources and activities of the division to support the HSE programs by providing advice and guidance to the Company Senior Management.
• Continually maintain an appropriate level of awareness, knowledge, and preparedness across the division to create a culture that prioritizes effective HSE and balances overall associated costs
• Assist the project team in the investigation of all project incidents (Recordable Incidents, near Misses and First Aid) and ensure proper records are completed and submitted. Assist in the implementation of corrective actions as it relates to the incident and ensure “lessons learned” are communicated throughout the Company and are incorporated into the program, if necessary.
• Address specific reporting and record-keeping requirements of OSHA, ISO standers, as well as other pertinent safety/regulatory compliance matters and to ensure project sites are in compliance.
• Ensures emergency response systems, policies and procedures are in place to manage emergency situations
• Works closely with Engineering and Facilities on special projects involving plant construction, equipment design, and hazardous assessments.
