As General Manager (www.alrayanhr.com), I have primary responsibility for the delivery of HR services to clients. This entails developing the scope of service, ensuring the quality and timeliness of the deliverables and the ultimate satisfaction of clients. Services include: assessment / profiling, outsourcing & placement, developing competency maps, overseeing Human Capital Development projects and training programs; in addition to developing HR policies and procedures, organization structures, work load analysis & Leadership and Management Development. Our clients are mainly from UAE, but some are from KSA (e.g., Bin Laden Group & Saudi Geological Survey Department). I have supervised HR teams of 07-18 in the various functions I was assigned and was highly successful in nurturing and developing them, including my repalcments in the poistions.
Designing frameworks, developing HR policies and procedures relating to training & development, career and succession planning competency development, and performance management to service all Abu Dhabi Government (14 departments). I also workied on a management team assigned to develop the 2-year and 5-year strategic business plan for the department, and manage a number of HRD projects in partnership with all government departments
In this assignment I had a dual function. I managed the HR department for 2 years until a national was hired and developed under my auspices, while carrying out my role as hr consultant. During this period I focused on recruitment of medical. paramedical and administrative staff as it was the time of rapid and extensive expansion with new hospitals being operated. This included sourcing, screening and interviewing; extending job offers and following up till placement. I also designed the required forms and the various contracts for the types of positions being hired (direct hire, long term contracts, short terms contracts, and out-sources employees). A good deal of my time was devoted to building the training & development and performance management program for the Authority.
As a consultant, I managed and coordinated a project to re-structure a major hospital. As an outcome of the restructure, I devised a new, standard pay scale and benefits packages for the medical and paramedical and technical support staff for all the hospitals, and developed a unified and standardized HR policy for all the hospitals. I redesigned the interview assessment process, conducted interviews, developed job descriptions for the HR staff, and developed the employee performance appraisal system, in addition to providing advice and consultation on policy implementation
From 1996 to 2002, I provided consulting services to management on HRD issues. Participated in projects to redesign the employee appraisal performance management systems, some benchmarking studies for compensation and benefits in the kingdom, designing the employee behavioral competency models, guide efforts for developing new human resource interventions, including short-term and long-range HRD strategies, designing training patterns, individual development plans and career paths. Participated in many projects for management development and was a member of the project team for the organization heath review team (using the Baldridge criteria)
From 1990 to 1996 I worked as head of the Program development & Evaluation Division / Supervisor of Curriculum Development & Evaluation, overseeing the provision of training programs (including on-the-job training) and assessing their impact.
From 1983-1990 I was Industrial Training Center principal (manager) supervising the delivery of training programs to employees of Saudi Aramco.
From 1975- 1983 I worked as a trainer / Senior trainer conducting English language courses and management development programs.
