Working for HATC which has the overall responsibility of control & monitoring of procurement in Yemen. I was part of team who established the corporate operation manuals of procedures, organizational strategy, internal rules, and regulations. As an Executive Director of the Technical Office of HATC, my main duties are:

•Preparation of plans for Technical Office daily/monthly/yearly operations, managing the projects, directing and guiding the staff, monitoring and evaluating progress, and reporting the overall progress, achievements, and performance to the Board of Directors BD.
•Preparation of Technical Office work plans mechanisms for field and office procurement monitoring and supervision.
•Preparation of the overall plans for monitoring and supervision of the procurement entities (committees) all over the country
•Study complaints and grievances submitted by the bidders against the violations of the tender committees of the legal procedures and prepare the necessary reports to the BD to take the necessary decision.
•Study the procurement plans and reports submitted by the procurement committees and prepare reports about irregularities committed by the tenders committees and submit to the BD to take the necessary decisions.
• Preparation of the inspection visits programs and review forms for post-review and prepare the reports to BD for appropriate action.
• Preparation of monitoring indicators and evaluate the performance of the tender committees, draw the observations and prepare reports to the BD to issue instructions and guidance to the committees to improve the performance the procurement process.
•Preparation of responses to the inquiries reported by the tender committees on the tendering procedures for civil works, consulting services and equipment procurement.
•Preparation of proposals for policies and legislation development to improve the performance in procurement, and submit to the BD for review and further action.
•Preparation of monthly quarterly and periodic reports to the BD and other concerned entities.

Director of the Internationally Funded Projects Implementation Unit (IFPIU) at Ministry of Public Works and Highways

Worked as the General Director for IFPIU which handles all main road projects financed by regional/international funding agencies i.e. Arab Fund, Saudi Development Fund, Islamic Development Fund……Etc, with a total cost of US$350.0 Million. My duties include the following:

•I was the key player in establishing the IFPIU as an independent Program Management Unit, participated in the preparation of the operation manual of procedures, internal rules, and regulations.
•Preparation of PIU plans for daily operations, managing the projects, directing and guiding the staff, monitoring and evaluating progress, and reporting the overall progress, achievements, and performance to the Steering Committee.
•Coordination and integration of all project activities with the relevant mministries, authorities, departments, and agencies.
•Preparation of plans and estimates for the candidate projects for approval and follow up to secure the required funding.
•Review and approval of all bidding and contract documents for works, using international contract forms including FIDIC form of contracts, goods, consultants, and evaluation of bids proposals to ensure conformity with donors and local procurement guidelines.
•Develop and maintain projects monitoring and evaluation methodology for assessing the progress toward achieving project objectives, ensuring the successful implementation of the projects within the stipulated timeframes, quality and budgets.
•Supervise and monitor the quality of works to ensure compliance with the designs, drawings, and technical specifications for the ongoing road projects.
•Reviewing and approving or arranging for the approval by the appropriate authorities, of all reports, plans, and other materials and documents related to the PIU activities
•Overall supervision of budgetary accounts for the projects and timely preparation of interim evaluations and financial statements.
•Preparation of monthly and periodic reports including disbursement forecast for the financiers/government/stakeholders.

The World Bank financed Rural Access Project, aims at reducing the isolation of rural population of Yemen and improves their livelihood through the construction of the Rural Intermediate and Village Access roads. As Senior Procurement Officer/Engineer, my duties include:
•Manage the overall Procurement Unit activities, monitor and follow up the staff production and review their outputs
•Preparation of procurement plans and budgets for works, goods and consulting services contracts,
•Preparation of documents for employment of consultants, including Long lists, Request for Proposals, evaluation of proposals and consultants’ contracts;

•Management and coordination of ongoing contracts to ensure adherence of the contractors, consultants and supplier to their contractual obligations, and providing feedback, advice, and/or intervention to resolve contractual implications/disputes

The scope of work of the IDA financed V T Project was the expansion and renovation works and supply of training equipment for 19 VTCs. The project consisted of about 20, 000 m2 of new steel structures and 10, 000 m2 R.C. buildings, internal asphalt roads, water supply and sanitation networks, site development works, and over 50, 000 m2 of renovation works for steel structures and R.C. buildings. Executive Director for Projects Department at Rayman Trading and Contracting Co

I was fully in charge of management and supervision of all ongoing construction projects undertaken by the company and financed by International organizations and/or the Yemeni Government. The ongoing projects included construction of asphalt roads, 4 water supply networks in Amran and Hajah, water reservoirs, floodwater control structures & rehabilitation of water supply and sewerage network for Taiz Flood Water Prevention Project, public buildings, and private housing. My duties were:
•Management and coordination of the contracting department activities
•Preparation of the overall implementation work plans, projects budget, monitoring expenditures against allocated budget, and ensuring that the project activities are implemented within allocated budgets;
•Supervise and monitor the quality of works to ensure compliance with the designs, drawings, and technical specifications
•Develop and maintain projects monitoring and evaluation methodology for assessing the progress toward achieving project activities and ensuring the successful implementation of the projects within the stipulated timeframes and budget

Senior Engineer/Head of Arbitration Section at Ministry of Construction, Housing and Urban Planning (MCHUP)

Main duties were:
•Structural designs and construction supervision of various public buildings

•Participated in several arbitration committees to resolve the technical /contractual disputes related to civil engineering contracts.
•Was fully in charge of management and construction supervision of Dhamar Health Improvement and Waste Disposal Project funded by the Netherlands Government, which consisted of the construction of office bldg, workshop, staff houses and all other site development work viz. Roads, water supply and sewerage networks.... etc.

I was In charge of the management and coordination of Seeds Multiplication Project construction projects which include projects funded by EU and other international agencies. My duties included;

•Construction supervision of Qa’a Shera’a Farm buildings; The project consisted of the construction of 4000 m2 of steel structures and R.C. buildings, farm irrigation network, water supply and sewerage networks and internal roads.
•Supervision of renovation works for SMP head offices and regional offices, which consisted of about 3000 m2 of R.C. and steel structures, in addition to the site development works and internal roads.
•Design of the water supply and sanitation networks, and internal roads for the SMP housing site in Dhamar
•Structural designs for the main stores and other auxiliary buildings

1993, Appointed Head of the Arbitration Section, MCHUP my duties included;

•Management and coordination of the section activities, assign staff for the planned activities, monitor their inputs, review their reports
•Participate in the "Dispute Resolution Committees" formed to resolve disputes referred by MCHUP and other Government authorities/private organizations

Project Engineer/Head of PIU at Agricultural Research Authority (ARA)
