Working for HATC, which has the overall responsibility of control, & monitoring of bids and auctions in Yemen, as an Executive Director of the Technical Office of HATC, my main duties are:
• Preparation of the overall plans for monitoring and supervision of the procurement entities (committees) all over the country
• Preparation of Technical Office work mechanisms for field and office procurement monitoring and supervision.
• Study complaints and grievances submitted by the bidders against the violations of the tender committees of the legal procedures and prepare the necessary reports to the Board of Directors to take the necessary decision.
• Study the procurement plans and reports submitted by the procurement committees and prepare reports about violations committed by the tenders committees and submit to the Board of Directors to issue the necessary decisions.
• Preparation of the inspection visits programs and review forms for post-review and prepare the reports to Board of Directors for appropriate action.
• Preparation of monitoring indicators to evaluate the performance of the tender committees, draw the observations and prepare reports to the Board of Directors to issue instructions and guidance to the committees to improve the procurement performance.
• Preparation of responses to the inquiries reported by the tender committees on the tendering procedures for civil works, consulting services and equipment procurement
• Management and coordination of the Technical Office daily activities, and follow-up and evaluation the staff performance
• Preparation of proposals for policies and legislation development to improve the performance in procurement, and submit to the Board of Directors for review and further actions
• Preparation of monthly quarterly and periodic reports to the Board of Directors and other concerned entities.
Worked as the General Director for IFPIU which handles all main road projects financed by regional/international funding agencies i.e. Arab Fund, Saudi Development Fund, Islamic Development Fund……Etc. my duties include the following:
• Management and co-ordination of P.I.U activity program and follow up of projects funded by regional and international organizations
• Coordination and integration of all project activities with the relevant ministries, authorities, departments, and agencies
• Preparation of plans and estimates for the candidate projects for approval and securing the required funding
• Review and approval of all bidding and contract documents for works (using FIDIC form of contracts), goods, consultants, and evaluation of bids proposals to ensure conformity with donors and local procurement guidelines
• Develop and maintain projects monitoring and evaluation methodology for assessing the progress toward achieving project activities, ensuring the successful implementation of the projects within the stipulated timeframes and budgets
• Supervise and monitor the quality of works to ensure compliance with the designs, drawings, and technical specifications for the ongoing road projects
• Reviewing and approving or arranging for the approval by the appropriate authorities, of all reports, plans, and other materials and documents related to the Unit activities
• Overall supervision of any budgetary accounts for the projects and timely preparation of interim evaluations and financial statements.
• Preparation of monthly and periodic reports including disbursement forecast for the financiers/government
Worked on part-Time bases:
During this period, I participated in the following activities:
•Design and construction supervision of water supply and sewerage systems for the following Projects:
o Design of Mararah Hawf water supply system project
o Design and construction supervision of Internal water supply and sewerage networks for Dhamar and Surdood housing complexes for ARA;
o Structural and hydraulic design for Al Thawrah Garden and surrounding area Rain Water Harvesting Project
• Preparation of bidding documents, technical specifications and contract documents for various building, including residential buildings, training centers, health facilities, recreational centers, educational buildings, and roads;
•Structural designs of multistory public and private buildings, recreational centers and private houses for the following projects:
o More than 15 multistory buildings, 7-16 stories, of various use including apartment, commercial, and administrative buildings for private and public sector
o Qa’a Shera’a Farm R.C and steel structure buildings, Dhamar, 1991
o National Training and Multimedia Centers for AREA, Dhamar, 1992
o Recreational Village and 5-star, 12-story hotel in Foa'ah, Hadramout
o R.C. Office building and steel hangers for APPOLO Exhibitions Co., Sana’a, 1996
o Several residential buildings, health facilities, educational buildings, health facilities, private Villas, including site infrastructural works
•Participated in the traffic studies, geometric & pavement designs, and construction supervision for the following road projects:
o Comprehensive transportation study and designs for Improvement of 18 road intersections in Sana’a City
o Designs for Al-Qadam Sa’fan Road Project (14 kms);
o Designs for Al-Biedah Waset Road Project phase I (56km)
o Designs for Al-Mawaset Tor AL-Baha road project (56km)
o Designs for Al-Biedah Waset Road Project phase II (81km)

• Construction supervision and contract management for the following projects;
o Commercial and Administrative Center 8-Story in Sana'a, 1994-1997
o Central Bank of Yemen Branches in Ibb, Alhudiedah, Dhamar, Abyan, and Lahj, including staff housing, and site infrastructure works, 1995-2001
o A number of luxurious private villa for private sector in Sana'a
o Construction of Yemen Trading and construction Co. Office Building 4 stories, in Sana'a, 1992-1994
• Participated in the preparation of feasibility studies for recreational centers, hotels, commercial centers and road projects
• Property valuation for various projects, including preparation of technical and economical evaluation reports of the existing facilities, evaluation, pricing, and proposals for future expansions. Following are some of these projects:
o Army Supplies Command Compounds and production facilities in three Governorates i.e. Dhamar, Al Jouf and Sana'a
o Yemen Trading and Construction Co. headquarters,
o Hadda Hotel Complex,
o Al Omairy Poultry Farms in Sana’a Taiz, Al Hudiedah, and Al Biedah Governorates.
•Exploring the possible business opportunities for the firm, preparation of the company’s profiles for pre-qualification, preparation of technical and financial proposals for the new projects, preparation of work plans and budgets, monitoring and evaluation of the on-going projects…Etc
The World Bank financed Rural Access Project, aims at reducing the isolation of rural population of Yemen and improves their livelihood through the construction of the Rural Intermediate and Village Access roads. As Senior Procurement Officer/Engineer, my duties include:
• Manage the overall Procurement Unit activities, monitor and follow up the staff production and review their outputs
• Preparation of procurement plans and budgets for works, goods and consulting services contracts,
• Preparation of documents for employment of consultants, including Long lists, Request for Proposals, evaluation of proposals and consultants’ contracts;
• Preparation of bidding documents for procurement of works and goods including pre-qualification of contractors, evaluation of bids & award recommendations, and preparation of contract documents, according to the financiers guidelines i.e WB/IDA, EU, AFESD, American Government, IFAD..Etc
• Preparation of the correspondence and documents required for approvals/processing projects and coordinate with concerned authorities to obtain the required approvals.
• Management and coordination of ongoing contracts to ensure adherence of the contractors, consultants and supplier to their contractual obligations, and providing feedback, advice, and/or intervention to resolve contractual implications/disputes
• Review of feasibility studies, bidding documents, and technical & environmental documents for rural road projects developed by consultants
• Preparation of screening reports and economic evaluation for candidate roads; including use of Roads Economic Decision Model (RED)
• Inspection of completed worked, delivered goods/supplies/equipment
• Preparation of monthly, quarterly/periodic reports and disbursement forecasts for various financiers/Government agencies
The scope of work of the IDA financed V T Project was the expansion and renovation works and supply of training equipment for 19 VTCs. The project consisted of about 20, 000 m2 of new steel structures and 10, 000 m2 R.C. buildings, internal asphalt roads, water supply and sanitation networks, site development works, and over 50, 000 m2 of renovation works for steel structures and R.C. buildings. As a Project Engineer and Procurement Officer, my duties were;
• Management and coordination of construction supervision activities for the on-going construction and consultants contracts, including inspection of the quality of executed works, review of work plans, monitoring work progress ……Etc. to ensure adherence of the contractors and consultants to their contractual obligations
• Preparation of procurement plans and budgets for works, goods and consulting services contracts;
• Preparation of documents for employment of consultants, including Long lists, Request for Proposals, evaluation of proposals and consultants’ contracts according to World Bank Guidelines
• Review of designs and documents for the expansion and renovation works prepared by consultants
• Preparation of bidding documents for procurement of works, equipment including evaluation of bids and preparation of contract documents
• Follow up and monitoring Inspection of completed worked, delivered goods/supplies/equipment
• Preparation of monthly, quarterly/periodic reports and disbursement forecasts for various financiers/Government agencies
I was fully in charge of management and supervision of all ongoing construction projects undertaken by the company and financed by International organizations and/or the Yemeni Government. The ongoing projects included construction of asphalt roads, 4 water supply networks in Amran and Hajah, water reservoirs, floodwater control structures & rehabilitation of water supply and sewerage network for Taiz Flood Water Prevention Project, public buildings, and private housing. My duties were:
•Management and coordination of the contracting department activities
•Preparation of the overall implementation work plans, projects budget, monitoring expenditures against allocated budget, and ensuring that the project activities are implemented within allocated budgets;
• Supervise and monitor the quality of works to ensure compliance with the designs, drawings, and technical specifications
•Develop and maintain projects monitoring and evaluation methodology for assessing the progress toward achieving project activities and ensuring the successful implementation of the projects within the stipulated timeframes and budget
•Allocating resources for the projects, manage and monitor their inputs and production,
•Preparation of price analysis and documents for new bids;
•Negotiating the new contracts and coordinating with the clients
•Preparation of technical and financial reports on the overall progress of the projects
Main duties were:
•Structural designs and construction supervision of various public buildings
•Preparation of technical specification and contract documents
•Participated in several arbitration committees to resolve the technical /contractual disputes related to civil engineering contracts.
•Was fully in charge of management and construction supervision of Dhamar Health Improvement and Waste Disposal Project funded by the Netherlands Government, which consisted of the construction of office bldg, workshop, staff houses and all other site development work viz. Roads, water supply and sewerage networks.... etc.
I was In charge of the management and coordination of Seeds Multiplication Project construction projects which include projects funded by EU and other international agencies. My duties included;
•Preparation of bidding and contract documents, evaluation of bids, review of related disbursement,
•Construction supervision of Qa’a Shera’a Farm buildings; The project consisted of the construction of 4000 m2 of steel structures and R.C. buildings, farm irrigation network, water supply and sewerage networks and internal roads.
•Supervision of renovation works for SMP head offices and regional offices, which consisted of about 3000 m2 of R.C. and steel structures, in addition to the site development works and internal roads.
•Design of the water supply and sanitation networks, and internal roads for the SMP housing site in Dhamar
•Structural designs for the main stores and other auxiliary buildings
1993, Appointed Head of the Arbitration Section, MCHUP my duties included;
•Management and coordination of the section activities, assign staff for the planned activities, monitor their inputs, review their reports
•Participate in the "Dispute Resolution Committees" formed to resolve disputes referred by MCHUP and other Government authorities/private organizations
Duties included:
• Structural designs and preparation of bidding and contract documents
• Construction supervision of office and ancillary bldgs with total area of 8000 m2 (IDA financing)
•Construction supervision of housing projects (150 units), and all other infrastructure works viz.: roads, water supply and sewerage systems, site electrification ... etc. The total cost of the project is U.S. $. M 7.5 (Italian Government financing)
•Preparation of bidding and contract documents for construction projects and procurement of farm and scientific equipment required for A.R.A research program.
Appointed head of Projects Implementation Unit in 1989, duties were:
•Management and co-ordination of P.I.U activity program, which included projects, funded by international organizations i.e., I.D.A, E.U....etc
• Supervise and monitor the quality of works to ensure compliance with the designs, drawings, and technical specifications for the ongoing construction contracts
•Develop and maintain projects monitoring and evaluation methodology for assessing the progress toward achieving project activities, ensuring the successful implementation of the projects within the stipulated timeframes and budgets
•Preparation of monthly/periodic reports
Duties were; following up of the procurement process and work progress of various Government construction projects i.e. buildings, roads, dams.... etc.
During this period I had participated in the design and construction supervision of the following projects;
•Structural design of the Army Academy in Sana'a
•Construction supervision of Artillery Compound in Sana’a
