PROJECT SCOPE of work on Lines 1 and 2 encompasses detailed structural, architectural, electrical, mechanical, BMS, SCADA and transit system design together with construction, procurement of all products and materials, integration, testing and commissioning works and all the necessary support for project delivery.
• Submit reports to the Project Controls Manager, on the performance of the self-executed and subcontractors under their remit for inclusion in the monthly report.
• Manage, coordinate and supervise QC Engineers / Inspectors on the project.
• Initiate, review, approve and maintain, as applicable, quality control procedures, inspection testing procedures and plans.
• Supervise the first line inspection and test of constructed assets in accordance with approved Inspection and Test Plans.
• Plan and coordinate with the QC Engineering team on a daily basis to allow for advance planning of the necessary inspections and testing for project activities in their particular section.
• Monitor closely the ongoing work activities under their control and make sure that works are completed in accordance with the approved shop drawings and specification
• Undertake independent inspections and tests to sample the works and the materials being brought to site and BACS store to verify compliance with the obligations of the contract.
• Act as liaison between the Employer, Field Engineering team, Subcontractors QC team and the QC team for the establishing and coordination of inspection activities.
• Manage all quality control staff and activities validating work is completed in accordance with project specifications, to the required quality standards and within prescribed timeframes including the allocation and mobilization of resources and the monitoring of use.
• Attend meetings with Employer, Construction Team, Subcontractors as the Contractor representative on matters relating to quality control.
• Perform inspections and audits of completed records & works and to confirm that they are complete.
• Report Non Conformances identified (NCRs and CRs) within their section of the works as per the project Control of Non-Conforming items procedure.
• Attend factory acceptance tests with owner representative and provide comments, recommendations and sign approvals.
• Identify, and implement, areas of preventive action that will improve quality control on the project.
• Prepare Inspection and Test Plans for work activities and review subcontractors ones in MEP field as per the project Field Inspection and Testing Procedure.
• Share "lessons learned" with relevant persons on the project team.
• Monitor non-conformance system for identification, control and rectification of all nonconforming Items.
• Establish the system for collection, indexing and filing of all QC records required for certification.
• Provide Quality toolbox talks to project staff within their section on a biweekly basis and to their area requirement.
• Assist with the determination of suitable correction, corrective and / or preventive action to address identified Non Conformance on the project.
• Collate and issue Quality Concerns for further analysis, quality performance data as required by the established metrics for the project.
Consultant - CM (Hired to work on KAP3, engineering consultancy services of design review and construction supervision of some 3, 400 buildings on 600 sites across Saudi Arabia for the implementation of His Highness the King of Saudi Arabia's Security Headquarters Development Project. Value; Works 2, 4 billion EUR, services: 180 million EUR, Buildings: 3, 400, Sites: 600 and Professionals: 800)
Key Responsibilities:
• Preparation and issuance of project Quality Plan, QA/QC processes and procedures in compliance with company and client's quality requirements.
• Performs QA audits (internal and/or external), reviews, surveillances and follow-ups.
• Verification and validation of the effective implementation of the quality plans by means of surveillance and audit of project activities and the associated records.
• Create, update and maintain all project submittal platforms and all other project specific quality control reports.
• Manage and delegate tasks to a team of site quality control engineers.
• Manage and control quality system requirements for the project, develop and maintain requirements of inspection and testing quality control in order to achieve consistent product quality and standard of workmanship

• Create and improve quality awareness within the organization; and identify areas for improvements.
• Manage the non-conformance process for effective resolution and process improvement, the formal review and approval, of all participating parties with regards to quality assurance and quality control.
• Supports implementation of appropriate corrective action to quality issues (internal and Contractor's)
• Provides input on projects performance metrics, and improve process and procedural of system.
• Identifies and reports to the Program Director on quality issues or trends based on data from a variety of sources
• Advise on the stoppage of work if necessary to resolve matters that affect safety, quality and/or inhibit the logical progress of work.
• Coordinates Lessons Learnt process for the Project.
• Develop a quality & inspection program that meets the provisions of the Operations & Maintenance Activity at project closure phase.
• Assist in assembling and forwarding project closeout documents that include O&M manuals and as-built.
Contractor - EPC (Hired to work on Well Flow Monitoring SCADA Project for 48 potable water wells located at sites throughout the West Bank and transmission of the flow monitoring data to a DATA CENTER (Central Control Building) including Radio Communication System, Well Sites Mechanical & Electrical Systems, Site PLCs & RTUs, SCADA Server Building)
Key Responsibilities:
• Prepared estimated project budget of $8 million USD for the project.
• Developed and oversaw QA/QC program implementation; analyzed and audited quality throughout project; reviewed drawings, materials, documentation and site to ensure international quality standards were met.
• Delivered project two months ahead of schedule despite problems with original design; collaborated with team on developing solutions that kept project on time and maintained required levels of quality.
• Led QA department staff of five; monitored work performance and guided in project completion.
• Orchestrated RFP process; directed team in identifying suppliers and sourcing materials.

The project was designed to improve quality/quantity of drinking water in the Southern West Bank and was funded by USAID. It includes the construction of 2 new well pumping stations, 2 new booster pumping stations, water transmission pipe lines, 33KV power overhead line, 33KV underground power line, 1 reservoir and 1 power substation of 33KV.
Key Responsibilities:
• Conceptualized/designed electrical/mechanical systems for the project, reviewed construction processes and conducted value engineering exercise.
• Monitored project operations of Power Distribution System, Instrumentation and Control System, utilizing PLC and SCADA Control Systems.
• Supervised/controlled the activities of workforce under purview, executed designing, maintenance, programming, troubleshooting, installation and commissioning of Main Water Pipe Lines, Water System Surge Analysis, Valves/Operators and conducted Hydrostatic and Leakage tests.
• Handled the whole gamut of activities including supervision, programming, testing and commissioning of sanitation/drinking water networks/pumps, HVAC Systems, etc.

The project was funded by the USAID, and was designed to improve water resources in the West Bank by constructing 2 new well pumping stations, 2 new booster pumping stations, water pipe lines, 1 power substation, 33KV power overhead line (30 Km), 33KV underground power line(100)km and 1 reservoir.
Key Responsibilities:
• Steered the instrumentation/electrical processes for construction projects, monitored key performance indicators and implemented continuous amendments to the maintenance work.
• Administered various elements of the maintenance program, including PLC, Instrumentation/Control system, SCADA system, etc. and analyzed device calibrations as well as spare parts availability.
• Interfaced with operators, mechanics, vendors, contractors, management and other groups to meet project objectives. Constructively resolved conflicts among the project team thus fostering their cooperation/collaboration.
• Streamlined procedures, equipment tools and evaluated project overview for testing/commissioning of high, medium/low voltage power systems/networks, Overhead Lines, Underground Cables, Switchgear, Transformers, Distribution Stations, etc.

Funded by USAID, the program was intended to provide safe/sustainable water and sanitation services to rural towns and Task Order 804 was for engineering designs.
Key Responsibilities:
• Envisaged engineering designs for the construction of restructured Pump Stations, Water Systems, Waste Water Treatment Plans(WWTB) and Sanitation Systems, assisted in the establishment of site EH&S plan and monitored all aspects of EH&S at site thus promoting project maintenance/operations.
• Analyzed/executed project requirements and reviewed projects to monitor compliance with safety codes and company policies/procedures. Resolved any unexpected technical difficulties, identified bottlenecks and effected systems reengineering.
• Engineered construction/maintenance of structures and perpetuated maintenance/commissioning of computer networks, fire systems, security systems, etc.
• Ascertained apposite construction means/methods and optimal cost effective plans/schedules. Oversaw the selection and requisition of materials for use in construction, quality control and safety matters on the site.

The project funded by USAID was designed to provide a reliable source of clean water across the West Bank and Gaza. It included construction of 4 pump stations, drilling deep wells and 5 power pump stations.
Key Responsibilities:
• Spearheaded the overall department activities like quality control techniques, quality assurance, inspection, testing and commissioning of electrical systems.
• Interacted with production department to ensure compliance of QA/QC structures. Proffered overall technical support during construction processes of pumping stations, drilling deep wells and installing high-pressure transmission lines, thus galvanizing service.
• Assessed suppliers’ bids in view of company's QA standards and analyzed safety inspection report. Enforced waste water control measures and supervised sample analysis.
• Presented monthly data of project performance parameters, along with O&M manuals, to the senior management to eliminate bottlenecks in maintenance. Notified possible avenues of improving the process / safety procedures.
