Responsible of the complete procurement cycle till the execution including but not limited to:
• Identify potential suppliers through market research.
• Develop and manage supplier relationships to ensure a reliable and cost-effective supply chain.
• Develop and execute procurement strategies to ensure the timely and cost-effective acquisition of goods and services.
• Draft, review, and negotiate contracts to secure favorable terms and conditions.
• Analyze pricing proposals and market trends to make decisions.
• Implement cost-saving initiatives and monitor budget compliance to achieve annual cost reduction goals.
• Ensure procurement activities adhere to relevant laws, regulations, and organizational policies.
• Identify and mitigate procurement risks and ensure compliance with laws, regulations, and organizational policies.
• Manage and motivate the team and ensure they are and trained to carry out their responsibilities to the required standards.
• Stay informed about market trends and changes that may impact procurement activities.
Responsible of Master Purchase Agreements and local content as per Government/PIF guidelines which include:
• Strategic sourcing of key construction material and accomplishing savings against weighted costs.
• Undertaking market research and prepare feasibility studies on market and options that are available.
• Engaging with major Contractors, Suppliers and Manufacturers to investigate opportunities for partnerships.
• Reducing supply chain risks, develop local supply and enhance Roshn’s local content.
• Challenging for organizational development against board’s initiatives and KPIs.
Directly reporting to Sr. Project Procurement Manager (PPM) and working on complex EPC projects in the region (value over $1 billion for each project) with major clients (ADNOC, ARAMCO, etc.) for both Offshore & Onshore. Handling all project direct requirement like Piping, Line Pipes, Electrical & Instrumentation, Mechanical Packages, Rotating & Static equipment, etc.Responsible for the complete procurement cycle starting from FEED stage till the EPC execution including:
• Review all Purchase Requisitions and ensure full understanding of the requirements.
• Bidders selection through market research and client’s approved vendor list.
• Liaise with Engineering or Requisitioner for technical clarifications to ensure that TBE’s are completed on schedule.
• Commercial negotiations with vendors. Prepare bid tabulation and perform pricing analysis by comparing different proposals and suggest actions to be taken in order to improve bid result and/or select the vendor that result in best value procurement.
• Place PO’s with selected vendors for material, site survey, training and site visits required for start-up, testing & commissioning. Provide ongoing Purchase Order administration including PO revisions, resolution of discrepancies etc., as required during the life of that order.
• Evaluate market conditions and trends. Develop purchasing agreements which are compatible with project requirements. Follow market prices of key commodities, such as LME for Steel, and Copper.
• Resolve vendor non-conformance issues.
• Assist the invoice and payment process with coordination with quantity surveyor (QS) and Finance Department.
• Develop and maintain strong working relationships with the client representatives and vendors.
