• Provide a basis for accountability, including the provision of information to GACA; if evaluation information, whether affirmative or negative, is well generated and properly fed back to GACA in every step, it can contribute to improving future projects.

• Consideration of Characteristic of Airport Development; Even if the target sub-project is a small-scale facility in airport, in consideration of the airport project characteristics, improvement of work progress schedule is so important that it will be evaluated to determine if Compatible with guideline and international standards of aviation have been followed.
• Maintain Financial and Economic Viability Monitoring and assessing continuously through progress cash flow and determine whether enterprise management principles have been adopted successfully.
• In terms of the research methods, archive analysis related to the airport development, both direct and indirect, looking into similar practices, interviewing stake-holders, seeking for specialists' advice, conducting surveys and other techniques were used, but if necessary, mixed multi methods are carried out. At least three or more multi-layered methods are mobilized to ensure the reliability of the results of an evaluation.
